Main Purpose of the Job;
To lead, manage and develop the Sheltered Housing Support Service. This will involve providing line management, support and supervision to staff based at our Sheltered and Very Sheltered housing complexes. The post holder will also provide direct cover for leave at schemes in their area and ensure high levels of satisfaction and team performance to deliver the highest possible standard of service.
Core responsibilities: e.g.
  1. The co-ordination and delivery of all Sheltered Housing Support services to tenants living in designated Housing for Older People and others with specific support needs.
  1. To be the Registered Manager for the Sheltered Housing Support Service under the terms of Regulation of Care (Scotland) Act 2001.
  1. Ensure compliance with Local Authority contract conditions relating to the delivery of our Housing Support services.
  1. Co-ordinate and provide direct cover at schemes as required.
  1. Develop and review policies and procedures with Housing Support colleagues
  1. Develop and maintain working relationships with appropriate external agencies.
  1. Assist and liaise with departmental colleagues in the provision of Housing Management and Property Services at Sheltered and Very Sheltered Housing complexes.
  1. Assist the Head of Support Services with associated management and reporting functions.
  1. Along with scheme managers monitor and manage expenditure against budgets ensuring value for money and consistency across schemes is delivered.

1. Achieve performance against KPI’s, targets & ensure spend is within budgets. Implement action to improve performance & services.
2. Ensure any information required by the Care Inspectorate is provided timeously. Liaise with the Care Inspector.
3. Completion of SP Team Annual Returns. Provide liaison & responses to SP Team locally.
4. Provide supervision and instruction to staff within the Sheltered Housing Support Service. Sustaining continuous improvement in services &. Identifying staff training requirements.
5.Ensure all aspects of staff management including absence monitoring and management, capability and disciplinary procedures are followed. Policies & procedures reflect best practice, customer needs & views. Action implemented where necessary to improve & deliver quality services. Active & regular consultation with service users & community groups.
6. Good working relationships developed with external agencies including Care Inspectorate, Social Services Commission, health and social care teams and voluntary organisations
to support operational objectives.
7. Close working relationships amongst teams, active sharing of information & timely actioning of requests from colleagues.
8. Attending meetings with external agencies required. Providing written reports on issues, updates & feedback.
9. Progress, record & monitor service expenditure ensuring this remains within budgetary restraints. Provide updates & reports as necessary.

Essential skills, experience and competences:
Knowledge: good knowledge of sheltered housing and support services, understanding of regulatory and legislative requirements and National Care Standards
Successful experience: three years worked within a sheltered housing/support environment, ability to achieve targets and demonstrable service improvement, provision of a customer focussed service and experience of service deliver to older people
Skills and competences: demonstrable communication skills, ability to manage team, work scheduling skills, good interpersonal skills, ability to achieve targets and identify improvements required, commitment to delivering high quality service, report writing and analytical skills
Qualification levels: educated to SVQ level 4 in Care /Social Services and Healthcare to enable registration with the Scottish Social Services Council.
