Subject: Rules of Enlistment of contractors in CPWD, 2005 - Errata and clarifications.

Following corrections and clarifications are issued to Rules of Enlistment of contractors in CPWD, 2005 issued vide O.M. No. DGW/CON/210 dated 29.4.05.

1.0 Rules

1.1 Para 3.3

1.1.1 Provision under this Para i.e. cases to be processed as per ‘Enlistment Rules 2001 relates to eligibility criteria for Enlistment/Revalidation of Enlistment. All other provisions like Tendering Limit, Late fee, disciplinary action etc., will be applicable as per “Enlistment Rules 2005” in all the cases.

1.1.2. Contractors ‘Provisionally Enlisted’ as per Para 3.3(i) of ‘Enlistment Rules 2005’ will have to satisfy related criteria as provided in ‘Enlistment Rules 2005’ within 18 months/36 months from date of issue of the order of ‘Provisional Enlistment’ and not ‘date of effect of ‘Enlistment Rules 2005

1.1.3For revalidation cases, related criteria will have to be satisfied by 30.10.2006/30.4.2008.

1.2.1 Late fee - Provision related to late fee under Para 19.1.3 of ‘Enlistment Rules 2005’ is partially modified as following:-

Late fee shall be Rs. 20000/- for class I and Rs. 10,000/- for other class……...

Late fee shall be same as Enlistment processing fee……..

2. Annexure

2.1 Engineering establishment - Related provision in application forms i.e. Annexure I and Annexure 8 are substituted requiring following information.

Note: Refer Table I, Fill up below in respect of requisite Trade & Experience only (a) Graduate engineers with minimum ------years’ experience ------Nos

(b) Graduate engineers with minimum ---- years’ experience [excluding (a) above]------(c) Diploma engineers with minimum------years’ experience ------Nos

(d) Diploma engineers with minimum------years’ experience[excluding (a) above] ------

(e) Furniture/Furnishing Designers of minimum ------years’ experience ------Nos

(g) Post Graduate in Agricultural Sciences of minimum ------years’ experience------Nos”

2.1.2 Bankers’/Working capital certificate - Annexure V is partially modified as attached. Annexure II& Annexure IX are partially modified as following

2.1.3 Documents to be attached for revalidation - Item 3 of Annexure 2 & Item 2 of Annexure IX is partially modified as following:-

“Bankers’/working capital certificate in originalfrom scheduled bank in ……..”

3.0 Table I

3.1 Jurisdiction for tendering& location of contractors’ office - Registered office of contractor has to be in same area as jurisdiction for tendering of class and category in which enlistment is sought.

3.2 Similar works

3.2.1 - Building work

Items of pre fabricated huts, false ceiling, compound walls, storm water drains, sewer lines, water supply lines, Road – Gully chamber and supply of SFRC covers if executed exclusively under separate contract and not as per part as main building contract shall be excluded from the definition of building work.

3.3 Eligibility criteria for DG sets Class II - It is partially modified as under:-

3.4 Engineering establishment - In case of Internal & External installation and other specialized E&M categories, for some categories and classes, under eligibility criteria relating to Engineering establishment, only “Electrical” Engineer have been provided. This provision is substituted by “Electrical or Mechanical”/(E&M) Engineer.

3.5 Enlistment of unemployed Engineers in Internal & External Electrical Installation category - The eligibility criteria for unemployed Engineers (E/M) in Internal & External Electrical Installation categories is introduced as per partially modified Table 1.

3.6 Enlistment processing fee - The Enlistment Processing fee in respect of following category and class is modified as below:-

FORM OF BANKERS’CERTIFICATE FROM A SCHEDULED BANK
