  1. Opening of the meeting

Farhad Rachidi (FR) welcomed the members and opened the meeting.

  1. Approval of the Agenda

The Agenda of the meeting was approved by the members. Upon the proposal of FR, it was decided to anticipate points 9 and 10 of the Agendaon the presentation of proposals for the future ICLP venues.

  1. Confirmation of the minutes of the ICLP meeting in Lausanne

The minutes of the ICLP SC meeting in Lausanne was confirmed.

  1. Excuse by absent members

Farhad Rachidi conveyed received apologies from absent members and honorary members.

9. Presentation of proposals for the future ICLP Venues

ICLP 2018:

-Resovia-Poland; Presentation by Prof. Grzegorz Maslowski (Appendix 1)

-Lubjana, Slovenia; Presentation by Dr. Boris Zitnik (Appendix 2)

ICLP 2020:

-Japan; Presentation by Prof. Shigeru Yokoyama (Appendix 3)

-Malaysia; Presentation by Prof. Chandima Gomes (Appendix 4)

-South Africa; Presentation by Prof. Ian Jandrell (Appendix 5)

-Sri Lanka; Presentation by Prof. Mahendra Fernando (Appendix 6)

10. Decision and vote

After a general discussion on different proposals and possible venues, the SC decided unanimously that:

- The Venue for 2018 will be Resovia, Poland.

- For 2020, an electronic vote will be conducted and the two top proposals will be selected. They will be asked to make a more detailed presentation during the next meeting, following which the final decision will be taken.

5. and 6. Short report by the 32ndICLP Chairs

Prof. Jinliang He and Prof. Zhencai Fupresented a short report (Appendix 7) about the technical and organization issue. A first estimate of the budget indicates a small income. The total number of participants was 562from 50 countries. This is an absolute record for all the ICLP meetings. Prof. He will present the final report along with the final statement at the next SC meeting, to be held in Uppsala in spring 2016.

A warm thank has been addressed to Prof. He, Prof. Fu and Prof. Zengand all the Shanghai LOC team for their excellent job.

7. Current affairs of the ICLP Scientific Committee;

Prof. Vernon Cooray (VC) presented the results of the electronic vote according to which Prof. Maria Tersa Correia de Barros and Prof. Joan Montanya were confirmed as new SC members.

It was decided to consider one more member from Greece. In this case, an electronic vote will be conducted by the new EB to select this additional member between the two candidates (Prof. Mikropoulos and Prof. Pirgioty).

The new ICLP Executive Board (Prof. Vernon Cooray, President,Prof. Carlo Alberto Nucci, Vice President) will start their job right after the Shanghai meeting. Dr. Gerhard Diendorfer was unanimously appointed as the new Technical Secretary.The new Board and the ICLP SC members expressed their warmest gratitude to Farhad Rachidi for his commitment as the President of ICLP for the past 6 years.

8. Information by the OC Chairman of 33rdICLP (Prof. Maria Tersa Correia de Barros)

FR presented the latest information on the 33rd ICLP on behalf of Prof. Correia de Barros who was not able to attend. The preparation of the meeting progresses quite well and Prof. Correia de Barros has already secured a significant amount of sponsorship. The dates for the meeting will be September 25-30.

11. ICLP Awards

On behalf of the ICLP SC, Farhad Rachidi thanked the award committee (Prof. I. Berta, Prof. M. Rubinstein (Chair), and Prof. V. Cooray) for the outstanding job. Prof. Marcos Rubinstein presented a short report on the procedure that was established (see Minutes of the previous meeting in Lausanne) for the nomination and selection of the awardees.

The Berger Award was presented to Prof. Joseph Dwyer and Dr. Gerhard Diendorfer. The Golde Award was bestowed on Prof. Fridolin Heidler and Prof. Shigeru Yokoyama. The ICLP SCAward wenttoProf. Christopher Andrews, Prof. Mary Ann Cooper, Prof. Maria Teresa Correia de Barros, Prof. Stan Grzybowski, and Prof. Francisco Roman. The YS Award was presented toMona Riza Mohd Esa, Alexander Smorgonskiy,Zhuling Sun,and Helin Zhou.Finally, Diplomas went to Anfeng Jiang, Amitabh Nag, Zhen Li, Georgios D. Peppas, Michael Stock, Xiao Zhang, M. Zhou, andXuan Zhou.

The procedure for the nomination and selection will be refined taking into account comments from the evaluation committee and members of the SC. One proposed change related to the set of documents required for the nominations and also to the guidelines for the evaluation. Bothneed to be better defined to ensure uniformity and consistency in the evaluation process.

12. Declaration of a World Safety Day

A proposal on declaring a world lighting safety day during ICLP 2014 was put forward by Prof. Chandima Gomes and supported by Ron Holle and Mary Ann Cooper. The ICLP SC members were in principle favorable to such an initiative. However, it is not clear what would be the exact procedure to follow and what would be the role of ICLP. The EB will conduct further discussion with the initiators to clarify this.

13. 32ndICLP Special Issues

Selected from ICLP 2014 are expected to be published in 2 special issues:

1) Electric Power System Research (Guest editor:Prof. C.A. Nucci)

2) J. Atmospheric and Solar Terrestrial Physics(Guest editors: V. Cooray and F. Rachidi)

14. ICLP Topics

The list of ICLP topics was updated (see Appendix 7 of the minutes of the previous meeting in Lausanne).

15. Next ICLP meeting

The next ICLP SC meeting will be held in spring 2016 in Uppsala (or Vienna). The exact date will be announced in due time.

17. Closure of the meeting

Prof. Rachidi closed the meeting at 14:30 reiterating his warm gratitude toProf. He, Prof. Fu and Prof. Zeng and all the members of the Technical and Organizing Committees for their excellent work and warm hospitality, and all the Members and Honorary Members of the Scientific Committee for their valuable cooperation.
