We consider it our proud privilege to request you for sending the teams of participants of your University for various events and activities of the festival as per the Rules and Regulations laid down by the Association of Indian Universities enclosed herewith. You are also requested to visit our website for more details.

The festival will commence on 19 November 2014and will conclude on 23November 2014. You are requested to finalise your Travel Plans accordingly.

You are requested to send us your acceptance in the enclosed Team Registration Form – I and IV latest by October 28, 2014in order to avoid any inconvenience. The Forms (II and III) and other relevant papers have to be submitted at the time of registration. A check-list of the papers to be submitted has been enclosed herewith for your help. The Occasion

Inter University Youth Festivals (UNIFEST) are organized by the Universities of the country in collaboration with the Association of Indian Universities (AIU) and financially sponsored by the Ministry of Youth Affairs and Sports, Government of India. The first UNIFEST was organized in 1985. The festivals focus on cultural aspects and a number of other programmes covering a wide variety of activities, which not only reflect the spirit of friendship but also peace and development. Besides, this festival provides a nation-wide exposure to the youth for the expression and fulfilment of their cultural talents and aspirations. The festivals also serve as vehicles for propagating and promoting the teachings and principles of our great saints and monks – national integration, communal harmony and brotherhood – amongst the youth. Youth are the treasure of knowledge, culture and vision. The festivals not only provide them with an arena to showcase their hidden talents and virtues but also a stage to commonly share their cherished cultures, heritage and values.

The 30th Inter University West Zone Youth Festival, 2014 is to be organised by MaharshiDayanandSaraswati University, Ajmer, with a motive to impart the virtues of fraternity, equality, mutual co-operation and leadership qualities to the participants.

The City

Ajmer is a historic city in the State of Rajasthan. Surrounded by the AravalliMountains, Ajmer, also known as Ajaymeru, was the city once ruled by Prithviraj Chauhan. Ajmer has a population of around 551,360 in its urban agglomeration and 542,580 for the city. Today, Ajmer is a popular pilgrimage centre for the Hindus as well as Muslims. Especially famous is the Dargah Sharif-Tomb of the Sufi Saint Khwaja Moinuddin Chisti, which is equally revered by the Hindus and Muslims. Ajmer is also known for famous Jain Temples-Nasiyan and Nareli Teerth. The Paropkarini Sabha established by Maharshi Dayanand Saraswati and Rishi Udhyan attracts people from all over India. Ajmer is a centre of culture and education. The British chose Ajmer for its prestigious MayoCollege, a school exclusively run for Indian nobility. Ajmer is also the base for visiting Pushkar (11 km.), the abode of Lord Brahma, lying to its west with a temple and a picturesque lake. The PushkarLake is a sacred spot for Hindus. During the month of Kartik (Oct./Nov.), devotes throng in large numbers here to take a dip in the holy lake.

The University

The MaharshiDayanandSaraswatiUniversity, Ajmer is a comparatively young University of the country which came into existence on 1st August, 1987. Ever since its inception the University has for the last 25 years never settled for a slow pace- it has steadily and successfully marched on the road to development attaining several milestones during its journey of growth and progress. There has been an astonishing growth in the University infrastructure which includes magnificent buildings, Hi-tech Science Laboratories, a state-of-the-art ComputerCenter, a prestigious Library, an Administrative and Examination Block, Separate Science, Social Science, Environmental Science, Commerce and Management Blocks and a highly impressive Vice-chancellor’s Secretariat. There has been a simultaneous increase in the number of affiliated colleges and the academic scenario has reached new horizons. There are promising job oriented courses and intensive research oriented programmes. There are also Self Financing Courses in several teaching Departments. The University was accredited as B++ by the National Assessment and Accreditation Council (NAAC), Bangalore in 2004 and is in the process of reaccreditation by the NAAC. The University Library is unique and first in the State being fully automated since 2003, having technical and financial support of the UGC’s INFLIBNET Centre, Ahmedabad.

The C-Net Centre, EDU-SAT, Campus wide networking using OFC 6 Core are all a reflection of the emphasis of the University to the fact that gaining knowledge can no longer be restricted to the four walls of any Institution. There is always scope to explore research and discover while sailing through the process of gaining education.

The teaching departments and centre of learning at the University campus include the Departments of Botany, Commerce, Computer Science, Economics, Education, Environmental Science, Food Science & Nutrition, History, Journalism, Law, Library and information Science, Management Studies, Microbiology, Political Science, Population Studies, Pure & Applied Chemistry, Remote Sensing and Geo-informatics, Sanskrit & Vedic Vangmaya, Yogic Sciences and Human Consciousness, Zoology, Algae Biofuel and Biomolecules Centre (ABBC) and Centre for Entrepreneurship and Small Business Management (CESBM). There are 235 Government and private colleges affiliated to this University, which are spread over 9 district of the State of Rajasthan.

How to reach the M.D.S.University

By Air :
Upto Jaipur, the Jaipur airport is the nearest Airport from Ajmer and is at a distance of 138 kms. (86 miles).
By Train:
Ajmer is connected to Delhi, Mumbai,Bhopal,Agra, Jaipur, Ahmedabad, Udaipur, Abu Road and Jodhpur by regular trains. Two of the best trains of the Indian Railways, Pink City Express and Shatabdi Express connect Ajmer to Delhi and Jaipur.
By Road :
A dense network of bus service operates from Ajmer to key destinations around. Distances from important tourist centres are:

 Jaipur: 138 kms. (86 miles).

 Delhi: 392 kms. (244 miles).

 Ahmedabad: 526 kms. (327 miles).

 Jaisalmer: 490 kms. (304 miles).

 Bikaner: 233 kms. (145 miles).

IMPORTANT INFORMATION IN BRIEF

PARTICAPTION

The Universities of theWest Zone are invited for participation in the 30thINTER-UNIVERSITY WESTZONE YOUTH FESTIVAL 2014. They are requested to send their entries as early as possible but not later than October 28, 2014.

IDENTITY CARD / ELIGIBILITY CERTIFICATES / RESUME FORMS

The participating students must carry their Identity Cards issued by their respective Universities / Colleges. The team managers should submit valid Identity cards of the participants for verification at the time of registration.

The Eligibility Certificates signed by the Director / Dean / Principal of the Institute / College / and countersigned by the Dean of Students’ Welfare / Cultural Coordinator / Registrar is a must and should tally with the above documents.

The age of the participants should not be more than 25 years as on 1st July 2014.

CONTINGENT SIZE:

The maximum size of the contingent will be not more than 40, including the Contingent in Charge.

(Extra members accompanying the team will not be entertained. They will be required to make their own arrangements for accommodation, etc.)

CONTINGENT LEADER IN-CHARGE:

A maximum of two contingent Leaders/ In Charges will accompany the team. It is advisable to have a Lady Team Manager, in case there are female participants (but the total number of the contingentshould not exceed 40).

REGISTRATION FEES

Registration fees @ Rs 300/- per person will be charged from the participants, accompanists and officials of the team. The registration fees for the30thInter-University West Zone Youth Festival 2014will be sent by the participating Universities directly to the Dean Students’ Welfare .The due date of the payment of Registration Fee is 28.10.2014. Payment must be made through A/c payee D/D drawn in favour of “ Dean Students’ Welfare, MDSUniversity” payable at Ajmer.

No University shall be eligible to participate in the 30thInter-University West Zone Youth Festival 2014 without payment of the Registration Fees. Universities shall be allowed to register with a late fine of Rs 100per persontill 7th November, 2014.No entry shall be entertained in any circumstance after the last date.

CAUTION MONEY

A sum of Rs 1500/-refundable caution money has to be deposited by each team at the Registration Desk. In the event of any damage/loss of the University property caused by any participant, appropriate amount shall be deducted from the Caution Money.

ACCOMMODATION

Accommodation shall be available to all the bonafide participants. The temperature in the month November will be in the range of 15°C to 22°C. Participants are requested to bring woollens, sweaters, jackets, socks, blanket/rags, light bedding, mosquito net, medicines, locksetc.

Team Managers will be accommodated in the students’ hostel rooms and / or at the Guest House. Since there is limited accommodation in the University Guest House, priority will be given to Judges, invited guests and AIU Officials.

FOOD

Food shall be provided from the dinner of 18th November till the lunch on November 23, 2014.

PHOTOGRAPH

Four copies of passport size photographs of each participant are to be submitted at the Reception Desk.

FLAGS & BANNERS

The Team managers should bring two Flags, Posters / Banner of their respective University and deposit one Flag at the time of registration and retain the Banner, Posters and one flag with them for display during the Procession (Rally) only.

RULES & REGULATIONS

Please be informed that any indecent behaviour on the part of the participants will lead to disciplinary action as per the rules of the University which includes the team being debarred from participation in the UNIFEST 2014.

The following are strictly prohibited.

* Consumption of liquor / smoking * Eve teasing * Attempt to Influence the Judges * Going to the press/media against the University on any controversial issue * Indecent behaviour inside and or outside the campus and venue and at the place of stay.

A. Eligibility Rules

1. Only bonafide, full time regular student, who is enrolled for a degree or post graduate degree or diploma course which is of a minimum duration of one academic year and whose examination is conducted by the University subsequent to passing the 12th class examination.

1.1 Students of open Universities shall be considered to be bonafide students and shall be eligible to participate provided they fulfil the other conditions. However students enrolled in correspondence courses in Institute / Centres of Universities, casual students, external students and students pursuing bridge course shall not be eligible.

2. All students shall fulfil the following conditionsfor participating in the Inter University Youth
Cultural Activities.

2.1 Not more than 7 years have elapsed since a student passed the examination qualifying him / her for the first admission to a degree or diploma course of a University or college affiliated to a University.

2.2 Only students who are less than 25 years of age as on 1st July of the academic year 2014 in which the activity is held can participate.

3. A working student employed on full time basis shall not be eligible to participate.

4. A student shall not be allowed to represent more than one University during a single academic year.

5. Provisional admission to a course of a University or College shall not make the student eligible to represent the University in the Inter University Youth Cultural Activities.

6. In case of a student migrating from one University to another his / her migration case will be considered eligible only after his / her admission in the new University is regularized and he / she is admitted as a bonafide student by the new University.

B. Explanation

i)For the purpose of computing years of eligibility one year means the academic year in which the cultural activity is held irrespective of whether the students result is declared or not. It will normally be extended from June / July of one year to 12 calendar months to the next year.

ii)The restriction of participation in Inter University Youth Cultural Activity to a period of one year more than the length / duration of academic course means that the students pursuing a three year degree programme (i.e, B.A., B. Sc., B.Com, etc) can participate for four years, while a student pursuing for four year programme (i.e., BE, B Tech, etc) can participate for five years.

C. Disqualification for violation of Eligibility Rules

Any disqualification of a participant on ground of ineligibility will result in the automatic removal of the contingent for that academic year. The contingent shall also be debarred from participating in the Youth Cultural activities to be held in the following years.

D. Strength of Contingent

Maximumnumber of participants allowed to take part in the events of the festival is40 per University.

Note: Accompanists would preferably be the students who will be given participation certificates. However, outsiders may be allowed if suitable students are not available. At the most 8 outsiders accompanists are allowed, who will be included in the contingent of 40. A student, who has participated in solo events of the AIU National Youth Festival for three years, would not be permitted to participate in the UNIFESTS. Participating Universities are strongly requested not to bring any extra person. No extra person shall be entertained at any cost.

E. Contingent In-charge

Participating University shall send a maximum of two persons as contingent In-charge, who will maintain a liaison with the organizing committee of the host University. Lady contingent leader is essential for girl participants. Officials will be included in the contingent of 40.

F. Identity Card

Identity Cards with photographs signed by the appropriate authorities of the respective University should be carried by the participants.

G. University Flags & Trophies

The contingent leader shall have to deposit two University flags with the host University. Winners and Runners of the previous year shall bring the trophies with them.

H. Travelling Expenses

Theparticipating University will have to bear the travelling expenses.
