Profile
Equipped with Graduate Degrees in Science and Law, Mr. Sarin joined the Indian Administrative Service in 1974. Relevant skills were developed through a number of professional and in-service training programmes. The qualifications were also upgraded with a Post-Graduate Degree in Development Administration from the University of York, U.K.
Enriched with a wide range of experience of thirty three years Mr. Sarin has developed a keen insight in the use of policy as an effective instrument of spearheading socio-economic transformation. The experience gained from the field assignments, government positions, both with the State Government and the Government of India, together with the deputations with the public sector, has not only provided a first hand experience at policy execution but also given a firm foundation for devising policies and establishing operating systems for their effective implementation.
The assignments at top management levels have helped Mr. Sarin in developing a broader vision and perspective. While it is important to embed control mechanisms and accountability parameters in the financial management systems, at the same time it is also clear that technical solutions alone cannot guarantee the success of any policy. It is equally necessary to address the over arching issues of the political economy and make suitable adjustments both in policy as well as in operating systems. It is only then that policies are expected to realize their outcomes, often only by incremental steps at a time.
