IMS Basketball 2017 – Presented By Ballers United PH

Rules and Regulations:

I. General Provisions:

  1. Except otherwise stated below, all games will be played under the 2014 Official FIBA rules.
  2. The commissioner shall serve as the policy making body of IMS Basketball, who shall review and implement the rules and regulations at all times, as well as having the right to amend or supersede portions of the league rules and regulations accordingly.

II. Player Eligibility & Playing Time Requirements:

  1. Waivers must fully be understood, signed, and submitted to the technical committee before the team’s 1st game.
  2. Maximum number of players per team is 20, but only 15 players can play on a given game. Only players on the official team roster, submitted before the tournament date will be allowed to play
  3. A player must play at least 1 elimination game to be eligible to play in the semis/finals.
  4. No new players can be added to the lineup once the tournament begins. Deadline for the final lineup will be on Sept 22, 2017.
  5. All active players in a game who arrive before the final five minutes of the 2nd quarter during the elimination round and semifinal games are required to play atleast 5-minutes. The guidelines for the 5-minute required playing time are as follows:
  6. All available five slots on the playing court for a team will be given first to all the eligible players who still need to play their 5-minute required playing time.
  7. A player who has played his 5-minute required playing time can only be fielded back into a game once all players have played their 5-minute required playing time or there is an open playing slot for the team during the 5-minute segment where the final 4 or fewer players are playing their required playing time.
  8. If a player is injured or fouls out during the required playing time segment, he may not be replaced by any player.
  9. A player who arrives after the first five minutes of the 2nd quarter has elapsed, will no longer be eligible to play in the game.
  10. If it is discovered that an eligible player was not fielded in the first half for the required playing time, said player must be fielded in the 2nd half as long as there is still a 5-minute segment available during the game.
  11. If the issue in letter e. is determined at the end of the game, the following will apply.
  12. If the non-fielding is due to an error by the officials, no penalty will be imposed on the team involved.
  13. If the non-fielding of an eligible player is due to the team involved, the matter will be reviewed by the organizing committee/commissioner to determine if there was a violation of the rules on player eligibility and requirements.
  14. There will be no playing time requirements for the finals. Players can be fielded as teams wish.

III. Uniforms:

  1. Teams are required to be in full regulation uniform by the games on Sunday, October 8.
  2. Full uniform is defined to be jerseys with the same design and color and shorts with the same design and color.
  3. Jerseys without last names are acceptable as long as the jersey number is unique from his teammates. No placing of tape or any other form of adhesive to change the name and/or number will be allowed, unless otherwise approved by the commissioner/technical committee.
  4. Players must use the same jersey number throughout the season. Any changes must be approved by the technical committee of IMS who will then advise the officials.
  5. Shorts without numbers are acceptable. However, shorts with numbers must match that of the jersey numbers.
  6. As much as possible, all issues involving players in improper uniforms must be resolved with the officials before the game so that a determination can be made if a player will be allowed to play or not.
  7. If a player in an improper uniform is identified after having played in a game, said player will no longer be allowed to play the remainder of the game or until he can use the proper uniform.
  8. The fielding of a player in an improper uniform (i.e. wrong design, color, mismatch of number in jersey and shorts) will NOT BE A BASIS for the forfeiture of a match.
  9. The fielding of a player under a different name or if he uses a jersey number of another player without securing clearance from IMS will result in the FORFEITURE of the match by the team of said player. Additional sanctions may be imposed on the player and/or team as this will be considered as a form of dishonesty.

IV. Tournament Format & Tiebreakers

1Teams play a single round robin elimination round.

2The top four teams based on W-L records and applicable tiebreakers will advance to the semifinals which will be knockout matches as follows- 1st vs. 4th and 2nd vs. 3rd.

3Ties will be broken based on the following priority:

  1. Winner over the other
  2. If no team beat all the teams it is tied with (for triple ties or more), quotient will be applied. Quotient is determined by the adding the winning margin and subtracting the losing margin in the games involving the teams who are tied.
  3. If some teams are still tied under the quotient, winner over the other will be reapplied to the teams who are still tied. If no team beat all the teams it is tied with, quotient will be reapplied involving the games of said teams who are still tied after b.
  4. If teams are still tied after c., the quotient versus their first common opponent up will be applied. If teams are still tied, it will be applied to the next common opponent up until the tie is broken.

4The losers of the semis will play each other in the 1-game battle for 3rd will the winners of the semis will play each other in the 1-game finals.

V. Player/Team Penalties:

1.Since IMS Basketball advocates camaraderie and sportsmanship, any form of fights and unruly behavior will not be tolerated. Referees and/or acting commissioner (MPG) will be given full discretion to give penalties, as well as downgrade fines and/or penalties.

2.All violations are subject to review by the officials post-game to determine which are abusive and non-abusive in nature. Only violations deemed abusive in nature will be counted as part of the totals for the season of players and coaches.

NOTE: Aside from implementing the sanctions imposed in the FIBA Rules and Regulations, IMS will have the right to impose the proper sanctions as well based on the company’s Code of Conduct.

3.Sanctions for violations of players and coaches are as follows:

  1. 2nd technical or un-sportsmanlike foul of the season – department point deduction will apply, 1 game suspension, and ineligibility to receive the Mythical 5 and/or Most Valuable Player Awards.
  2. 3rd technical or un-sportsmanlike foul of the season – department point deduction will apply, tournament suspension, ineligibility to receive the Mythical 5 and/or Most Valuable Player Awards.
  3. Disqualifying foul for flagrant unsportsmanlike behavior – department point deduction will apply, tournament suspension, ineligibility to receive the Mythical 5 and/or Most Valuable Player Awards.
  4. Disqualifying foul from fighting – department point deduction will apply and season suspension.
  5. Team Walk-out- All players and coaches present will be suspended for the remainder of the season and may be subject to further sanctions.
  6. A player with an outstanding suspension may not be in the game venue until suspension is served.

VI. Defaults and Forfeitures:

  1. Teams must have a least five (5) players before tip-off. The following rules will apply if they do not meet this minimum requirement:
  2. A grace period of ten (10) minutes will be given for the late arriving team (s). If the 5th player arrives before the grace period, the game will start and the late-arriving team will have no timeout for the remainder of the game.
  3. After the 10 minute grace period, if one team does not have the minimum 5 players, the following will apply:
  4. The team with the required number of players has the option to have the incomplete team given a loss by forfeiture.
  5. The team with the required number of players can allow for an additional 5-minute grace period for the team with incomplete players. If the minimum number of players is reached within the additional 5-minute grace period, the game can be played under the following conditions:
  6. Both teams will have no timeout for the whole game.
  7. There will be no half-time break.
  8. Running time will apply for the whole game except when free throws are being attempted.
  9. If both teams do not have the required minimum number of players after the second grace period, a double default will be declared and both teams will be assessed a loss by forfeiture.
  10. A game default will result to a department point deduction. The 2nd default incurred will result to the team being eliminated from playing in the season.

VII. Game Schedules:

  1. No games will generally be cancelled or reschedules as long as the venue remains open.
  2. Swapping and/or changing of game schedules will only be allowed once all the 4 or more teams involved in the swap have agreed. At least 2 weeks prior to the schedule, a confirmation should be sent to the committee before the request can be granted.

VIII. Reversal of game results

  1. No games results will be overturned due to officiating or technical issues.
  2. Any concerns about officiating or technical issues must be submitted in writing so that they may be reviewed and addressed.
  3. Results may be overturned only due to the fielding of an ineligible player as per the guidelines discussed above.

VIII. Individual Awards

Statistical points- Most Valuable Player & Mythical Five
  1. For each point scored, a player receives 1 statistical point.
  2. For each rebound, assist, steal, and block, a player receives 1.5 statistical points.
  3. For each game won in which he plays, he earns an additional 10 statistical points.
  4. A player receives an additional 10 statistical points each time his team enters the semifinals, the finals, and/or wins the championship.
  5. If an opponent defaults or forfeits a game, the players of the winning team receive statistical points based on their averages per game plus an additional 10 statistical points for a won game.
  6. The player with the most statistical points at the end of the season will be the Division MVP.
  7. If there is a tie, the player whose team finished with a better record will be the MVP.
  8. If the players are from the same team, the player with a better statistical performance during the last game of the team will win the MVP award. If still equal, the statistical performance will be applied to each preceding game until one player has an advantage.
  9. The five (5) players with the best statistical performance will be named part of the Mythical Five of the Division. The tiebreaker outlined in nos. 7-8 will apply if necessary.

Defense statistical points- Best Defensive Player

  1. For each defensive rebound, a player receives 1 defensive statistical point (DSP).
  2. For each steal and block, a player receives 2 defensive statistical points.
  3. For each game won in which the player is fielded, he receives 5 DSPs.
  4. The basic principles outlined in nos. 6-8 in the statistical points section will apply as well.
