JOB DESCRIPTION

Join Idaho Power Company’s Corporate Real Estate Department in Land Management & Permitting. Under direct supervision, the Associate Real Estate Specialist (Easement Specialist) is in charge of the administration of the Company’s easement program to identify, protect and preserve the Company’s easements andrights of way in support of its utility operation.
Under direct supervision, this role is responsible for interpreting legal documents, performing research, analyzing data, generating statistics, preparing reports and local, federal and state rights of way applications, responding to internal and external customer and governmental agency requests.
Duties include:
  1. Interpreting, researching, writing and reviewing legal descriptions and legal documents.
  2. Analyzing data, generating statistics and preparing reports.
  3. Performing extensive research using GIS, title services, public land records, subdivision plats, conveyance documents, road construction documents and other tools to verify or identify IPC’s legal rights for utility lines and structures.
  4. Managing the internal process for the evaluation of private easement releases, public roadway vacations, platted public utility easements and relinquishment requests.
  5. Preparing local, state and federal rights of way permit application packages.
  6. Ensuring that all easements are properly prepared and processed for recordation in the appropriate State and County Recorder’s Office.
  7. Responding to public inquiries per established process.
  8. Performing data entry and operating and managing database and file systems.
Performing such other duties as requested on any number of projects to support the identification, protection and preservation of IPC rights.

REQUIRED SKILLS

Knowledge of: /
  • Legal Descriptions
  • Understand the perfection, affect and priority of real property rights
  • Local, state and federal right of way permit requirements
  • GIS software
  • Right of way documents including, but not limited to, plats, record of surveys, property agreements, easements, leases, licenses, contracts, permits, condemnations, and other real property documents
  • Recorder Office requirements and procedures
  • Title Company services

  • PC skills, including MS Office products (Word, Excel, etc.) as well have the ability to learn new applications
  • GIS database software such as ArcGIS and document management software (SharePoint, FieldSmart or other Land Records tools)
  • Data organization, analysis and reporting
  • Filing and record keeping
  • Ability to prioritize and multi-task
  • Self-starter and ability to work independently, yet within a team context
  • Electrical Utility experience a plus

MINIMUM REQUIREMENTS

Education: /
  • Associates or Bachelor's degree in real estate, finance, accounting or related field or equivalent combination of formal education or related experience.

Experience: /
  • Two years experience with real estate or right of way practices
Prefer:
  • Five years proven experience working for utility / consulting firm / or in an equivalent capacity in a comparable industry
  • Advanced PC skills, including MS Office products (Word, Excel, etc.) as well have the ability to learn new applications
  • Demonstrated GIS database software use such as ESRI GIS products (ArcGIS) and document management software (SharePoint, FieldSmart or other Land Records tools)
  • Customer service
  • Navigating corporate and governmental environments while working within a group context
  • Demonstrated ability to interpret, research, write and review legal descriptions
  • Preparing local, state and federal permit application packages

Licenses & Certifications /
  • Valid driver's license with an acceptable driving record based on driving requirements for the position.
