Let us pray. Almighty God, thank You for the many blessings of life You give to us. Guide these Representatives and staff as they continue to strive in their duties to do what is good and pleasing to You and for Your people. Give them courage, wisdom, and integrity in their work. Look in favor on our Nation, President, State, Governor, Speaker and all who serve in this House. Protect our defenders of freedom as they protect us. In the name of our Lord. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

Whereas, for thirtyfour years Mr. Frank Fusco has diligently served the State of South Carolina in various capacities, the last six as Executive Director of the South Carolina Budget and Control Board; and

Whereas, previously he had gained the knowledge and skill necessary for his current position by working his way up through the ranks of public service, including the Office of Executive Policy and Programs, the Legislative Audit Council, the Joint Appropriations Review Committee, and, in more recent years, by serving as Director of Research for the House Ways and Means Committee, spending nine years in that position and fourteen overall with the committee, and two years as Deputy Chief of Staff for Legislative and Budget Affairs in Governor Jim Hodges’ office; and

Whereas, after growing up in Columbia, he earned a Bachelor of Arts degree from Florida Southern College and served his country honorably as a First Lieutenant with the U.S. Army Signal Corps; and

Whereas, his service in his many capacities has inspired and established a model of professionalism for all public employees and staff to follow; and

Whereas, he is an enormously creative problem solver, organizer, and strategic planner who always thinks about problems in a manner that brings about effective and workable solutions; and

Whereas, Frank is blessed with a wonderful sense of humor and has a flair for practical jokes, counting among his victims many members and staff of the General Assembly; and

Whereas, Frank Fusco without question has been one of the most effective and innovative public servants and employees ever to have worked in state government; and

Whereas, from being an early advocate of the use of technology in the 1990s to developing and implementing the concepts and principles of Total Quality Management first espoused by Malcolm Baldrige, he has left a mark on South Carolina and South Carolina State Government that few public officials elected or appointed will ever realize; and

Whereas, in addition to being an intelligent and capable professional, Frank Fusco is simply a truly nice person, with a wide range of interests, such as his eclectic band, which generally practices at his residence in Columbia; his work with numerous animalrescue groups like Rescuing Dogs and Cats; and his vacation home in the mountains of North Carolina, where hopefully he and his beloved wife, Pam, will get to spend more time; and

Whereas, it is fitting that the members of the House of Representatives, on behalf of the citizens of South Carolina, should thank and honor this truly outstanding man for an exemplary career of service to his native State upon the occasion of his retirement as Executive Director of the State Budget and Control Board, a position that caps a career in state government of great distinction and accomplishment. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, commend Mr. Frank Fusco, Executive Director of the South Carolina Budget and Control Board, for his thirtyfour years of distinguished and dedicated service to the State of South Carolina upon his retirement from this position, and wish him much success and fulfillment in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to Mr. Frank Fusco.
