East Riding of Yorkshire Council has a policy on home to school transport which sets out the circumstances in which pupils can be given help with the costs of transport to and from school. Under that policy, certain children attending a school can be given free transport if they meet the Councils criteria. A copy of the Council’s policy on home to school transport can be seen on the Council’s website or you can ask for a copy to be sent to you by contacting the Passenger Services Unit on the number shown below.

Which children are entitled to free home to school transport?

To be eligible for home to school transport, a child must be attending full time education at a school in reception on years 1 to 11. East Riding of Yorkshire Council provides home to school transport only for pupils who live in its area. If you live outside the East Riding, you should contact the local education authority responsible for the area where you live.

Free Transport – pupils are entitled to free transport to a school if:

  • the school they are attending is their designated catchment area school or is the nearest school to their home address at which they could get a place; and
  • the journey to that school is more than two miles for a child in Reception and Year 1 to 3 or more than three miles for a child in Years 4 to 11.

All community and voluntary controlled schools in the East Riding of Yorkshire have designated catchment schools as so the foundations school and the voluntary aided Church of England schools. If you want to check whether or not you live in a school’s catchment area, please check with the school or the Council’s Admissions Team on the number shown below.

If I am refused free or reduced cost transport for my child, can I take it further?

If your child is not entitled to support for transport under the Council’s Home to School Transport Policy and you feel that there are special and exceptional circumstances in your case which justify the Council granting your child transport, you can ask for your case to be reviewed by the Director of Children, Family and Adult Services. The Director can consider your case and if she agrees that there are sufficient grounds which justify making an exception, she can grant a child transport even though the child does not meet the criteria set out in the Council’s policy. However, the Director will have to be convinced that the circumstances of the child or the child’s family are so special and exceptional that they warrant granting transport where other children have been refused. What happens if my application is successful and my child is granted transport?

The Council will look to use the most cost effective, suitable means of transport. Most children granted transport travel to school by bus. If your application is successful, and your child is given a place on a bus, a bus pass (or season ticket) will be issued and sent to your home address. A small number of children travel by taxi of other means. Whatever the transport provided, you will be contracted and told about the pick up point and times.

Any travel pass issued remains the property of East Riding of Yorkshire Council and is subject to the conditions of the East Riding of Yorkshire Council home to school transport policy at the date of issue.

All children and parents must comply with the Council’s behaviour code. Children who do not follow the code may have their transport withdrawn. Bus Monitors are appointed to most bus services and the Council uses CCTV to monitor behaviour. Reports by Bus Monitors, bus operators and CCTV videos may be used in determining action to be taken to address children’s behaviour.
