Draft Minutes of the Parish Council Meeting on Wednesday 4 May 2016 in the Audit Hall, Empingham.

The meeting commenced from 7pm and concluded at 8pm.

5.  MATTERS ARISING (not covered by other items on the Agenda)

Empingham Parish Council reminds ALL residents to please ensure that they have their dogs under control at all times.

6.  FINANCIAL REPORT AND ADMINISTRATION

a)  The attached Financial Report as at 4 May 2016 was noted (Appendix A).

b)  Insurance renewal: The Clerk reported three insurance quotes were obtained and further reductions were negotiated. EPC saw no reason to anticipate reductions in insurance premiums and endorsed a long term 3 year fixed price agreement.

7.  PLANNING:

a)  Planning Decisions: EPC noted validations

2016/0164/FUL: Bramham House, 75 Main Street. Erection of replacement wooden fence and trellis. Erection of a greenhouse within garden.

2014/1004/MAJ: Woolfox, Solar photovoltaics (PV) with associated infrastructure, cabling, access tracks and security.

2016/0259/FUL: 53 Willoughby Drive. Dormer roof extension and new entrance.

2016/0183/FUL: 32 Willoughby Drive. Extend ground floor kitchen and first floor.

2016/0256/LBA: Aveland House, 8 Main Street. Internal alterations to listed building and to existing window and door.

EPC do not understand why this proposal only required ‘Listed building consent’. Ward Councillor G. Waller will take this up with the Planning Department at RCC to ascertain why a Planning Application was not required.

b)  Planning Applications:

2016/0293/FUL: 26 Audit Hall Road. EPC have only one observation. This relates to the unusual choice of finish to the east elevation and the upper part of the south elevation. EPC question whether the use of cladding is appropriate for a property in such a prominent position in the village, and within such close proximity to the Conservation Area.

2015/1075/MAJ: Bayleys Close/Beckworth Court; Ward Councillor G. Waller requested police vigilance for the site.

RCC Planning Department are still waiting for modified proposals.

c)  Neighbourhood Plan:

After discussion EPC confirmed preparing a Neighbourhood Plan should be worthwhile and justified the significant work involved.

8.  TREES AND HEDGES

a)  The Clerk has reported hedges encroaching on the pavement at 8/12 Loves Lane to Spire Homes for remedial action.

Cllrs M. Pollard and C. Saunders will have a walk around the village and report which Hedges/Trees required work.

The Clerk reported to have arranged a meeting with RCC’S Forestry Officer Stuart Kidd on June 23rd to have a walk around the village to discuss remedial work to trees in the Village. Councillors M. Pollard and C. Saunders will accompany the Clerk.

b)  EPC have decided to continue with the annual Village Garden competition, and will advertise this in advance. Cllr C. Saunders will prepare an article for the July edition of the Parish Magazine.

9.  HIGHWAYS

a)  Zebra Crossing: EPC have applied to RCC for this to go ahead. On May 4th RCC confirmed this application is being considered.

b)  Cllr N Johanessen reported a village resident has concerns about the lack of drainage on Gunnel Lane. The Clerk reported to RCC.

c)  EPC asked the Clerk to obtain more information about the scheme for additional Cycle/Foot paths-this is ongoing.

d)  Councillor N. Johanessen reported large pothole on Grantham Lane. Cllr N. Johanessen will report the potholes to RCC.

e)  The Clerk contacted EON regarding the report from a resident that Street Lights were going off at approx. 1am. EON responded by email stating, “A large number of your lights have part-night photocells which go off around 00.30AM”.

11.  ANY OTHER BUISNESS

a)  Cllr C. Saunders suggested the plaque detailing the Empingham residents who fought and died in the Second World War should be put on a stone memorial and placed in the Cemetery. This is ongoing.

b)  Cllr P. Ecclestone reported Morcott tip is open Fri-Sun, and enquired if it may open more in future. Ward Councillor G. Waller said she would look into this after May 9th.
