TOWN COUNCIL MEETING MINUTES

July 13, 2010

North Ada County Fire and Rescue

Fire Commissioner Jeff Ramey spoke to the community about an August 3rd bond election requesting 4.6 million dollars to purchase property, to construct a new fire station, payoff existing debt and purchase new fire apparatus. The second public meeting to discuss this bond election will be held at 5800 Glenwood, Garden City, ID 6pm on July 29th and 2pm on July 31.

Call to Order

Meeting was called to order at 6:45 PM.

Council members Kurt Holzer, Tyler Gilman, Cyndi Elliot, Town Manager Site Superintendent and a number of community members were present.

Reading and Approval of April 13, 2010, May 11, 2010 and June 8, 2010 Meeting Minutes

It was moved that minutes from the previous three Town Council meetings be approved as published. Motion passed without objection.

Richard Gragg – Site Superintendent

Conservation Easement- Richard reported that the orchard fruit was heavy enough that those folks who have adopted a tree should get out and thin the fruit before the weight causes damage to the tree branches. Richard has scheduled his crew to do the thinning of Thursday for those trees that had not been thinned by that time.

General Site Maintenance- Both of the HSTA trail/brush mowers are in the shop, once these are returned we will perform another round of trail cutting. The trails have already been cut twice this year. Heavy rains in the spring have caused many of the vegetation to grow to double its usual size this year so even though the standard width cuts are being made on the trails the vegetation is tall enough that it is laying back over the trail effectively reducing the comfortable width of the trail. The crew will need to alter the trail cutting procedures for this year to compensate for this issue.

Education/Open Space- Report given by Jim Cornwell- The open space committee did not meet this month as several members were out of town.The next meeting will be held August 3rdin the Clubhouse. The Firewise fuel reduction project remains on hold until such a time as the grant money from the state BLM has been received.

Unfinished/Carry-Over Business

Facilities Use Policy 800

Policy 800 Facilities Use Policy was adopted by the Town Council 7/8/10 at the working meeting. Please see the website for a copy of this policy or stop by the HSTA office. This new policy sets up procedure on how to address conflicts, disputes or ongoing problems in the use of the Hidden Springs amenities.

ACHD Easement on Lookout Circle

The Town Council has been made aware of the need for drainage repairs on Lookout Circle, which is a private roadway owned by the HSTA. This is considered to be a capital expense and must be appropriately evaluated and worked into the financial budget of the community at the appropriate time. The council thanks the residents for bringing this issue to their attention and will discuss the various issues related to getting this problem corrected in due course.

New Business and Open Discussion

Farm Shade Structure Status

The Town Council has approved the construction of a shade structure on Hidden Springs Land adjacent to and just southeast of the existing wash station. The construction plans have now been forwarded onto the Town Design Review Board, which will review the plans. Once approved and constructed the HSTA will assume ownership and control of the structure and will be responsible for the upkeep and maintenance of this new amenity to the community.

Resident Concerns/General Comments

Joe Jordan- Wanted to know what was going on with the Off Leash Dog Park Proposal. Sid Tomlinson agreed and wanted to know how to make their support of the idea known and how to communicate suggestions related to the proposal. Kurt let the residents know that the Dog Park Proposal is still active and the Town Council is waiting until all five members of the council have had a chance to discuss the proposal in detail. Until that time residents are encouraged to make their comments suggestions and ideas know by utilizing the website discussion board or communicating directly with Colten.

Phil Prindeville- Wanted to let the residents know that he has created a discussion thread on the website for the question of available services through CTC Telecom. Please visit the website and make any comments or suggestions related to the services provided by CTC.
