#5155 - Metro-North Railroad, an organization with a vital role in the

diverse environment. POSITION OBJECTIVE Perform all work related to the

development of the MTA Strategic Business Plan, Capacity Studies, and

Planning Initiatives. Develop investment strategies for key assets of the

railroad such as Rolling Stock and Stations. RESPONSIBILITIES .Provide

leadership and strategic direction for the annual formulation of the

Strategic Business Plan. .Provide leadership and strategic direction for the

formulation and monitoring of the following: 1) Annual Rolling Stock Plan

which sets the investment strategy for the railroad. 2) Work will include

establishing Action Plans, holding meetings with appropriate staff, etc. 3)

Management of Planning and Engineering Studies (i.e. Harlem Line Capacity

Study). 4) Preparation of Asset Strategies setting investment plans for

select assets (e.g. stations, shops and yards, etc.). 5) Coordination with

specific operating departments on investment planning and implementation. 6)

Serve as a liaison with MTA, outside agencies, state and local officials.

#5156 - The purpose of this position is to assist the Director of Long Range

Planning in the management of major planning studies and Environmental

Impact Statements (EIS), including the current North White Plains EIS and

the EIS for Penn Station Access. RESPONSIBILITIES .Direct and assist in the

implementation of all phases of major planning studies and EIS, including

development of conceptual designs and operating/service plans, following all

applicable Federal regulations & guidelines, ensuring eligibility for and

obtaining of federal funds, and progressing EIS projects through

negotiations and obtaining a Record of Decision. .Coordinate, communicate

and disseminate all North White Plains (NWP), Penn Station Access (PSA ) and

major EIS related issues within Metro-North Railroad with other Metro-North

Railroad departments. Prepare evaluations and analytical reports. Develop

actionable recommendations to resolve operational, institutional and

governmental issues. -Manage the various consultants selected to conduct

planning studies and EIS tasks for PSA, NWP and other major EIS related

projects. Direct Metro-North's Assistant Director and Managers working on

NWP, PSA, PSA-related projects (i.e. Access to the Regions Core) and other

major EIS projects as assigned. .Act as liaison with all public agencies, as

well as local political and community task forces, as needed. Maintain

working relationships with federal and state agencies, e.g. FTA, NYSDOT,

NYSDEC, SHPO, etc. Make presentations to internal and external groups as

needed.

#5157 - Manage and coordinate Metro-North Railroad Capital Planning

initiatives for the Capital Program effort. RESPONSIBILITIES .Coordinate

capital planning initiatives such as the Twenty Year Needs Assessment and 5

Year Capital Plan including preparing analyses, supporting documentation and

tracking projects and the program. .Assist in development of long-term

strategies for the company for inclusion in the Twenty Year Needs

Assessment/Capital Plan. .Perform capital project specific analyses,

including cost benefit analyses. .Work with MTA Real Estate on various

projects impacting the railroad such as the station net leasing program.

Tasks include financial analysis, design reviews, etc. .Represent

Metro-North at committees, local forums, with outside organizations, local

communities.

Qualifications:

#5155 - Excellent knowledge of business and management principles involved

in strategic planning, allocation of people and resources. .Excellent

ability to formulate and implement improved processes and procedures.

.Excellent ability to interact with internal departments, and as necessary

City, State and Federal agencies during project development and

implementation. .Knowledge of cost analysis. .Ability to clearly present

material to senior executives, public officials or community groups as

needed. .Strong technical, analytical and problem solving skills. .Strong

leadership skills to foster teamwork. .Strong oral and written communication

skills. .Working knowledge of Microsoft Office applications, Microsoft

Project , AutoCAD and/or Primavera scheduling software and/or comparable

applications. .Must have a valid driver's license. REQUIRED

EDUCATION/EXPERIENCE .Minimum seven (7) years of business planning

experience with emphasis on strategic planning and development, design

strategies and implementation. .Minimum five (5) years of experience

managing a staff. PREFERRED EDUCATION/EXPERIENCE .Bachelor's Degree in

Planning, Public Administration, Business Administration, Engineering and/or

related field. .Master's Degree in Planning/Engineering. OTHER COMMENTS

increasingly responsible business experience with emphasis on planning

and/or environmental impact studies, to include the management and

development of projects and/or work groups, preferably in a transportation

operation. PREFERRED EDUCATION/EXPERIENCE .Bachelor's or Graduate Degree in

Business, Planning, Environmental Studies, Engineering and/or related field.
