Cornwall Council is looking to establish a HALLS for Cornwall CapitalGrants Programme, for venues in Cornwall with a significant proportion of performing arts programming.

The Hall for Cornwall (HFC) now has a funding package in place for its major redevelopment. This means that it will be closed for up to 15 months to allow for the building works to take place. To prepare for this period of closure the HALLS for Cornwall Capital Grant Programme will enable other cultural venues in Cornwall to expand their scope and make significant long-term investments.Support from HFC and Carn to Cove should be available to assist venues with their programming during this time. The HALLS for Cornwall grants will providethe ability to improvevenue facilities, increase income generation orreduce overheads as well as providing opportunities for attracting new audiences and programming.

The grants will also support the goals in Cornwall Council’s White Paper for Culture Edition 2.

Applications will be judged on a competitive basis. It is anticipated that projects will be undertaken in the 2017/18 financial year and that they will be fully completed by 31 March 2018.

The maximum grant available is £50,000 and it is expected that organisations will have made every effort to secure match funding – your application will score more highly in the assessment process if you can demonstrate a higher ratio of match funding; we will be looking for a ratio of 1:1 match funding or above.The total budget for thisgrant scheme as a whole is £200,000.

ELIGIBILITY

Projects will be considered against the following criteria:

  1. Expenditure must be used for a purpose for which the Council has the legal powers to spend money.
  2. Expenditure must be classified as Capital Expenditure: this can be for new equipment or building work, but not (for example) for salaries, day to day running costs, repairs or maintenance. [If equipment, the organisation must provide assurances that it will be kept by the organisation for a minimum of five years]
  3. There will normally be two or more funding partners and proof will be required of efforts to secure funding from other sources.
  4. Expenditure will be ‘one off’ and have no additional revenue implications for the Council. No guarantee of any future funding is provided.
  5. Expenditure must demonstrate a long term positive impact on the sustainability of the organisation
  6. Applicants must demonstrate that a significant proportion of their ticketedpublically accessible programme is performing arts. Film screenings will also be taken into consideration, but the scheme is not open to venues trading principally as cinemas. We define the performing arts as forms of creative activity that are performed in front of an audience, such as drama, music, live art and dance.
  7. Expenditure should contribute towards the fivegoalsof Cornwall’s White Paper for Culture Edition 2 which are:
  • A place of global renown – being a leading rural region for creativity and culture
  • A place to inspire – achieving excellent community and social engagement
  • A place to create – growing high value creative industries
  • A place of cultural distinctiveness and sustainability – achieving cultural distinction and greater sustainability in the cultural sector
  • A place of growth – being a leading creative industries cluster
  1. Organisations must demonstrate the need for Council investment i.e. expenditure could not easily be met from other resources.
  2. Contribution of the capital works to environmental sustainability e.g. work that reduces carbon emissions will score additional points in the assessment process.
  3. The maximum grant level will not normally exceed £50,000.

TERMS OF THE GRANT
  • Funding will be payable 50% in advance, 40% mid project on production of invoices and 10% will be held back until the final completion report has been submitted
  • Organisation in receipt of funding must provide written confirmation to the Council on how the funds have been spend by completing the claim form provided
  • Cornwall Council must be acknowledged on all publicity materials, etc.
  • If works begin on the project before we award a grant and before we have agreed that work can start, we may withdraw our grant
  • We may also withdraw our grant if work has not started within one year of the letter awarding your grant
  • If the land, building, equipment or other cultural asset is sold within 5 years of the completion of the project we will requireour grant to be repaid
