The National Library of Australia recognises that Australian public libraries are at the forefront of information delivery to Australians providing an extensive and diverse range of informational, educational and cultural products to their clients. The Library also recognises that the public library sector often faces financial, spatial and staffing obstacles in the delivery of such comprehensive services to their communities.

As Australia’s most significant resource sharing service, Kinetica aims to provide access for Australians to the resources of Australian libraries and online information, and to support the ongoing collaborative resource sharing of Australian libraries. To assist public libraries fulfil this endeavour, Kinetica is offering a subsided price for access to its products to consortia of public libraries. Smaller public libraries are often prevented from participating in cooperative cataloguing and collection development because of insufficient funds and staff. The National Library recognises these obstacles and through its Kinetica service is attempting to encourage greater resource sharing and cooperation among all Australian libraries by offering a subsidised pricing schedule for its services.

The subsidised pricing schedule that Kinetica is offering to incorporated state public library associations or consortia is provided as a single site license. The attachment to this letter is a site license proposal for those Victorian public libraries that currently access Kinetica services. The subsidised offer is considerably less than the 2001 charges to Victorian public libraries. This revised pricing offer to Victorian public libraries follows the recent acceptance by the metropolitan and country public libraries associations in NSW of a similar pricing offer.

The Kinetica activities covered by this site licence include:

  • unlimited use of the Core Kinetica services: searching the NBD, KineticaWeb access to the CJK and RLIN databases, and day-to-day use of MARC records;
  • provision of copies of the Kinetica client according to the number of original catalogue records you contribute to the NBD;
  • unlimited numbers of ILL requests;
  • membership fees wavered for new customers; and
  • unlimited end user access.

This offer excludes the Kinetica Document Delivery Payment Service (Attachment A, section 5). During the period of the site licence you may negotiate changes to the services you use. This initial offer will be revised annually and will also need to take into consideration any Victorian public libraries that join subsequent to this offer. Under this proposal libraries that are not Kinetica Document Delivery members may commence use of this service at no additional cost.
