forremovingthepedestrianbridgefromtheplans. Onewasbecausetheydon'tthinkthey

TheplannowistomakepeoplecrossseveralsignalizedcrosswalkstoeventuallyreachJeffersonwhereanothercrossingwouldbeneeded. ApublicmeetingwillbeheldonSeptember25,2013attheCourtyardMarriotfrom5:30-7:30pm.

ADAEvaluationProcessforTrails/Parks(JohnMcGovernofRAC): ADAspecialistJohnMcGovernandhiscompany,RecreationAccessibilityConsultantsLLC(RAC)providedalengthypresentationonthecurrentADAstandardsthathavebeenapprovedby theFederalAccessBoardandtheareasregardingenforceablestandardsforADAthathavenotbeenFederallyapproved. OneoftheareasregardingADAthathasnotbeenFederallyapprovedandhavenoenforceablestandardsareShared-UsePaths(KnownasMulti-UseTrailshereinAlbuquerque).AlthoughtherearenoenforceablestandardsforShared-UsePaths,itisrecommendedthattheCitydesignnewtrailsandcrossingswith bestmanagementpracticestoaccommodateasmanyusersaspossible. JohnMcGovern discussedthatagoodpracticewouldbethatoneofeverythreeofalloftheshared-usepathsormulti-usetrailsinAlbuquerqueshouldbeaccessible. ParksandRecreationhiredRACtotrainParksandRecreationstafftobegintheauditingprocessforthedepartment'sfacilities. Overthenextyear,thedepartmentwillauditallthefacilitiesanddecideonwhat1/3ofthetrailsshouldbecomeADAaccessible. ItcouldbeseveralyearsuntilweknowwhatthefinalandenforceableADAstandardswillbeforshared-usepaths.

Susannah Abbey-OpenSpaceReport-Susannahspokeabout stormsandhowOSisworkingtoimproveerodedtrailsandtheeventhetrailnetwork.September28thistheGeocachingeventandDiadelRioisonOctober19thatDurandBernalilloCo.OpenSpace.ChecktheOpenSpacewebsiteforalltrailprojectdetails.

JamesLewis-StrategicPlanninandDesign-InpreparationtoBalloonFiesta,aclean­upisscheduledforSeptember28t,2013atBalloonFiestaPark.Flyerswerehandedout.JamesdiscussedthemeetingshehashadinthefieldwithDMD'son-calldesign engineeringfirmregardingthecrossingatPiedrasMarcadasanddescribedthescopeofworktobedoneatthecrossing.TheitemsinthescopeofworkhavebeendiscussedoverthepasttwoorthreemonthsatGARTCmeetings.Theimprovementsareintendedtocreateasafermid-blockcrossingforpeoplethatchoosetocrossatthislocationandnotat oneofthesignalizedintersections.

CarrieBarkhurst-PlanningDepartment-Discussedshewillbetheleadonformatting,editing,andcollaboratingwithParksandRecreation,consultants,andDMDtomovethe

BikewaysandTrailsFacilityPlanforward.ShewillbeattendingGARTCandGABAC meetingswhilethePlanisbeingworkedonoverthenextseveralmonths.

PublicComment -JohnBarncastlecommendedIvanaStinesandRobertSanchezforputtingbackbollards,bridgeplankrepairs,andfencerepairs.BushesneedtrimmingalongtheNorthDiversionChannelTrail.

RichardBarishdiscussedhisopinionsofaccessandimprovementstotheMayor'sPlan calledthe"RioGrandeVision". InconsultwithHawk'sAloft,heisconcernedthatany improvementswillbedetrimentaltobirdpopulationsinthebosque. Herecommendsthatabiologistorecologiststudiestheproposalspriortoany"development".

StephenVerchinskidiscussedtheMRCOGLongRangeBikewaysPlananddoesnotlikethewaythe25/PaseodelNorteinterchangeisplannedasheardearlierinthemeeting tonight. HedoesnotbelieveitfulfillstheCOG'sLongRangePlan.

ScottHalewouldlikeGARTCandGABACtohavebettercommunication.ScottbelievesthatGARTCisbecominga"de-factopedestriangroup"andheis"notcomfortablewiththat".Scott isworriedaboutuserconflictsattheTingleyBeachareaandthebosquewherepedestrianscancrossthemulti-usetrail.
