  1. Introduction

Derry City and Strabane District Council Good Relations Team are issuing an open call for Expressions of Interest from Good Relations Facilitators, Trainers, Consultants. This is an annual call for 2016-17 financial year.

Council participates in the District Council’s Good Relations Programme (with 75% funding through Good Relations Funding and Delivery Branch in OFMDFM and 25% rates match funding). As part of this, council has a Good Relations Strategy and Action Plan with key aims and objectives. The delivery of some of these aims and objectives includes the procurement of relevant facilitators and trainers. These can include individual freelance facilitators/trainers/consultants, facilitation and/or training co-ordinated through community groups, and consultancy groups specialising in the Good Relations and Community Development fields or similar.

If you have previously delivered facilitation or training through the District Council’s Good Relations Programme please note that you still DO need to complete this expression of interest form. As council procurement has now moved towards an annual open call for this it is vital that facilitators know they will have to respond to a similar open call every year.

Completing the Expression of Interest does not mean that you will automatically be offered work. The process is as follows:

  • Applicant submits Expression of Interest
  • Good Relations Team assesses Expressions of Interest received
  • Access NI Checks Completed (for individuals) or Child Protection Policy checks (for organizations)*
  • Safeguarding Training completed (or evidence of previous up to date training evidenced)*
  • Applicant placed on list and contacted if/when relevant work becomes available

*Derry City and Strabane District Council will provide free opportunities for Access NI checks to be completed and will provide free safeguarding training opportunity for relevant applicants. It is the responsibility of the applicants however to ensure that they take up these opportunities.

  1. Areas of Good Relations Facilitation / Training 2016-17

Council cannot predict every area of Good Relations facilitation or training that may arise for the 2016-17 financial year. However, it is likely that the following may be key areas:

A: Good Relations/Diversity Facilitation with children (0-11) eg. Primary schools, summer schemes

B: Good Relations/Diversity Facilitation with youth (11-18) eg. Secondary schools, youth work

C: Good Relations/Diversity/Community Development Training Provision for adults and youth

eg. Community and Voluntary Sector, statutory, youth.

D: Good Relations Facilitation with adults eg. Facilitated dialogues on GR issues, residentials etc

E: Community Representatives – individuals who represent specific cultures, institutions, identities.

F: Good Relations Consultancy – organizations/individuals with appropriate experience and insurance.

*N.B.Work is across the rural and urban areas of the Derry City and Strabane District Council. Applicants are responsible for making their own transport arrangements for work offered. Access to own transport is not a requirement but is highly helpful.

General terms and conditions of potential work.

All applicants must confirm that they have read, understood and accept these general terms and conditions.

  1. Safeguarding:
  • All individual service providers/facilitators must complete Access NI checks through Derry City and Strabane District Council.
  • All facilitators must show evidence of having completed basic safeguarding training.
  • All organizations must show evidence of child protection policy within their organization and have a clear commitment to abide by the Policy and Procedures for the protection of children and vulnerable adults when carrying out their work.
  • The responsibility rests with the service provider/facilitator to inform Derry City and Strabane District Council if there is any change relevant to their Access NI clearance.
  1. Invoicing and payment:
  • All service providers/facilitators are responsible for invoicing council promptly (within one month maximum of completion of the work and within the financial year that the work was delivered).
  • Payment by council is retrospective (paid after the work is completed) takes 2-4 weeks from the date the invoice is received.
  • Council may, but is under no obligation to provide a ‘pro-forma’ invoice. Where possible invoices should be on headed paper.
  • Applicants are entirely responsible for their own payment of tax.
  • Receipts must be evidenced for all materials.
  • Where mileage or transport is agreed as part of the work it must be clearly documented.
  • Payment will be by BACS (electronic payment) unless otherwise agreed.
  1. Insurance:
  • Responsibility is with the service providers/facilitators to ensure they have appropriate public, employers and/or professional liability insurance for the work they deliver.
  1. Health and Safety:
  • Council is committed to fulfilling it’s obligations under the Health and Safety at Work (Northern Ireland) Order 1978. Programmes under the Good Relations Strategy are risk assessed.
  • Service Providers/Facilitators are responsible for their own general health and safety and to notify the Good Relations team promptly of any issues around health and safety in relation to the delivery of their work.
  • NB. For higher level contracts a signed Health and safety declaration or policy may be required.
  1. Equality and Good Relations:
  • Council is committed to fulfilling it’s obligations for Equality and Good Relations under Section 75 of the Northern Ireland Act 1998.
  • All service providers/facilitators must ensure they do not act in any way that would damage the council’s statutory duties and also that they help promote equality of opportunity and good relations when fulfilling work for the council.
  1. Rate of Pay:
  • Rates of pay will be confirmed at the time of any offer of potential work.
  • As a guide, the standardized rate of pay for most facilitation work through the Good Relations Team in Derry City and Strabane District Council is £35 per hour/per workshop of similar length for an experienced individual good relations facilitator working on their own. £20 per hour/per workshop of similar length for co-facilitators working together.
  • Costs of relevant materials must always be agreed in advance with the Good Relations Team and must be evidenced by receipts.
  • Mileage is covered, where agreed in advance on specific initiatives, at 45p per mile. Public/other transport costs are covered by evidence of receipt where agreed in advance on specific initiatives.
  • Payment for a ‘half day’ is capped at £100 and for a full day is capped at £200 per individual facilitator for work which is not based per workshop eg. events work, conference work.
  • These rates apply to facilitation. They do not apply to quotations for supply of specific training courses or consultancy work.
  • The same rates apply whether day time, evening or weekend.
  • In instances where significant bulky specialist equipment is required for delivery of a facilitated workshop which may add to transportation costs or set up/take down time this should be indicated in advance on the expression of interest form to be considered.
  1. Scoring of Expressions of Interest:
  • Council receives and scores all expressions of interest for facilitation (Sections A,B,D,E) and puts responses in a relevantly categorized select list for opportunities which may arise.
  • For training and consultancy responses (Sections C and F) council puts these on separate select lists.
  • The expressions of interest are competitive. Applicants should bear this in mind when completing the form and ensure they complete all relevant areas to the best of their ability. Potential work is offered on a prioritization basis to the most appropriate facilitator(s) / supplier(s) based on this scoring mechanism. The scoring mechanism is based entirely on the form eg. Areas of interest, experience, qualifications, relevant knowledge and skills.
  1. Procurement:
  • Council’s Good Relations team will use this open call as the key procurement mechanism for facilitators/trainers/consultants during 2016-17.
  • Council however reserves the right to seek additional service providers to supplement this list if adequate interest to meet demand or specific needs is not received as a result of this open call.
