I.SCOPE OF WORK:

The Pennsylvania Game Commission, Southwest Region, requires brush cutting services. Services shall include, but not be limited to, the furnishing of all labor, superintendence, tools and equipment for the brush cutting as per attached specifications.All Purchase Orders require the contractor to provide the equipment, labor, insurance, and all miscellaneous expenses to complete the operation.

II.CONTRACT TASKS:

A. Project Location(s):

The project location is approximately 4.5 miles from State Route 268 in Sugarcreek TWP, Armstrong County, PA and is nearest to the towns of Cowansville, Watersonville, and Brady’s Bend.See map in Attachment 2.

Estimated 25 acres of brush cutting, predominantly invasive shrubs such as honeysuckle, multiflora rose, and autumn olive. With the exception of species listed in Attachment 1, all stems equal to or less than 6 inches are to be cut to ground level.

B. Contractor shall comply with Attachment 1, Brush Cutting Specifications.

III.SITE INSPECTION AND ASSISTANCE:

An optional site inspection tour will be held at 10:00 am on November 15, 2017. Tour will meet along a State Game Lands Road at the end of township road, Hart Ridge Road, approximately 2.5 miles from paved road, Beagle Club Road and approximately 4.5 miles from the intersection of State Route 268 and Beagle Club Road.

Additional site inspections are the responsibility of the Bidder.

IV.CONTRACT REQUIREMENTS:

All work must be completed by the termination date: June 15th, 2018.

The contractor agrees to comply with all attachments. The Commission reserves the right to reject any or all bids.

V.INSURANCE REQUIREMENTS:

A. The contractor will provide Workmen’s Compensation insurance sufficient to cover all of the employees of contractor working to fulfill this contract.

B. Comprehensive General Liability Insurance, including bodily injury and property damage insurance, to protect the Commonwealth and the contractor from claims arising out of the performance of the contract. The amount of Bodily InjuryInsurance shall not be less than $300,000.00 for injury to or death of persons per occurrence. The amount of Property Damage Insurance shall not be less than$300,000.00 per occurrence.

Such policies shall name the Commonwealth as an additional insured. Prior tothe commencement of work under this contract, the contractor must provide the Commonwealth with current Certificates of Insurance. These Certificates shall contain a provision that coverage’s afforded under the policy shall not be canceled or changed until at least thirty (30) days prior written notice has been given to the Commonwealth.

HOLD HARMLESS:

The contractor shall be responsible for and agrees to indemnify and hold harmless the Commonwealth, from and against damages to property or injuries (including death) to any persons and other losses, damages, expenses, claims, demands, suits, and actions by any party against the Commonwealth in connection with the work performed by the contractor.

VI.BID AWARD:

Bids must be received by November 29th, 2017. Bids are submitted through the electronic vendor system (information below).

ALL VENDORS WHO CONDUCT BUSINESS WITH THE PENNSYLVANIA GAME COMMISSION MUST HAVE A VENDOR NUMBER ASSIGNED TO THEM IN ORDER TO RECEIVE PAYMENT FROM THE COMMONWEALTH.

The unit price shall include all labor, equipment, tools, insurance and all itemsnecessary for the completion of the project.

The Contractor shall be paid at the unit price bid for ACTUAL acres treated as measured by the Land Management Officer.

VII.CONTRACT TERM:

The contract term shall commence upon contractor’s receipt of the Purchase Order(s) that includes a notice to proceed, however work can’t be started until January 2nd, 2018and terminate June 15th, 2018. Noextensions will be approved.

VIII.PAYMENT TERMS:

Payment shall be on a reimbursement basis for actual acres treated as measured by the Land Management Officer.

Attachment 1.

Brush Cutting Specifications, SGL 105 Brush Cut Project

Early Successional Habitat.

  1. All Autumn Olive and Honeysuckle shall be mowed and all other trees equal to or less than 6 inches (except those listed in #2below) shall be mowed.
  1. Trees and shrubs not to be mowed include crabapple, apple, any evergreens, or oaks.
  1. Stems must be cut to ground level, or as low as ground hazards such as rock allow.
  1. All work to be completed with a mechanized cutter on a tracked machine.
  1. Equipment will not be operated when ground conditions are such that excessive damage will result. The contractor may be required to repair areas that become rutted due to work.
  1. Brush need not be cut on an area that would pose a danger to the operator or around excessively wet areas.
  1. Targeted species along fields edges will be removed as far into the edge as possible, given growth of adjacent forest.
  1. Cutting blocks will be delineated in the field by ribbons, roads and field edges,(identified by blue block areas on maps) Additional maps will be provided prior to work initiation.
