TWO REAL SISTERS ARRESTED, WHO WERE LIVING WITH ACCUSED AFTER ABANDONING THEIR HUSBAND AND CHILDREN.

ONE MOTORCYCLE AND SIX MOBILE PHONES USED IN COMMITTING THE CRIME RECOVERED.

INTRODUCTION:-

In a swift and praiseworthy operation, a team of South Eastern Range of Crime Branch, Delhi Police led by Inspr Sunil Kumar and comprising of SIs Ravinder Teotia, Ravinder Verma, N.S.Rana, ASI Dharmender, HCs Vikram Dutt, Ieed Mohd., Ajay Sharma, Dinesh, Cts, Mohit, Manoj, Prem Pal, Surender, Rakesh, Devender, Kusum Pal, Udai Ram, Surender and W/Ct. Anju under the supervision of ACP Raja Ram and overall guidance of DCP Bhisham Singh has arrested this gang and succeeded in solving a blind case of kidnapping for ransom of minor child and has arrested five persons including maternal uncle of the child and two ladies involved in this sensational crime. The kidnapped child has been recovered unhurt from the clutches of the kidnappers.

INCIDENT:

On 24.11.2013, Narender r/o Sarai Kale Khan reported that his nephew (Bhanja) age about 7 years, who had come along with her mother and sister to his house, is missing. He suspected that someone has kidnapped the boy. A case FIR No.493/13 dated 24.11.2013 was registered in this regard at PS Sunlight Colony, Delhi. Efforts were being made to recover the child and in the meanwhile, on 26.11.2013, a ransom call was received by the family members of the kidnapped child. The kidnappers were quite cunning and they were making ransom calls from distant locations to avoid the police dragnet.

They had initially demanded Rs.14 lacs, but later agreed at 4 lacs.

OPERATION:

Sensing the gravity and seriousness of the case, South Eastern Range of Crime Branch was also roped in to work out the case and rescue the child. A dedicated team comprising of SI Ravinder Teotia, Cts Mohit and Manoj were put on the task to collect intelligence about the criminals involved in this gruesome crime.

A manual as well as electronic surveillance was mounted and it was revealed that one Ravi Gujjar r/o Sarai Kale Khan might be involved in this crime. Team of Crime Branch was continuously monitoring the movement of Ravi Gujjar and his associates, but whereabouts of the kidnapped child could not be ascertained. Keeping in view the safety and safe rescue of the kidnapped child, no direct action was taken against the kidnappers and a secret watch was maintained on the movements of the suspected kidnappers.

On 28.11.2013, the intensive hard work and painstaking effort of the team bore fruit and specific information was received that the kidnapped child was kept in the area of Baba Mohan Nagar, Badarpur, Delhi. Accordingly, a raid was conducted and the kidnapped child was rescued from C-21, first floor, Gali No.6, Baba Mohan Nagar, Badarpur, Delhi and two ladies, who were later identified as Babita (age 22 years) d/o Kalyan Ram r/o C-21, First Floor, Gali No.6, Baba Mohan Nagar, Badarpur, Delhi and Anjali (age 24 years) w/o Pratap r/o C-21, Gali No.6, Baba Mohan Nagar, Badarpur, Delhi were apprehended. After rescuing the child, all out efforts were made and the kidnappers were zeroed down near Badarpur Border, where they were trying to negotiate the ransom deal with the family members of the child through mobile phone.

Three kidnappers, who were later identified as Ravinder Kumar @ Ravi Gujjar (age 24 years) s/o Mahipal Singh r/o 35, Sarai Kale Khan, Delhi, Sandeep (age 22 years) s/o Ashok Kumar r/o 1661, Babu Park, Kotla Mubarakpur, Delhi and Anil (age 22 years) s/o Ashok r/o C-159, Gautampuri, Badarpur, Delhi were apprehended after a brief scuffle near Sibbal Cinema, Badarpur. From their search, six mobile phones including the phones used in making the ransom calls and one motorcycle were recovered. All the accused were arrested u/s 41.1 Cr. PC.

INTERROGATION:-

The accused were subjected to intensive interrogation. They revealed that Ravinder Kumar @ Ravi Gujjar is a cousin maternal uncle of the kidnapped child. He was facing acute money problem. To overcome his financial crisis, he along with his friends Sandeep and Anil made a plan to kidnap a minor child for ransom. While they were looking for a soft target, Ravinder Kumar @ Ravi Gujjar’s cousin sister and her two minor children had come there to meet her parents.

They had planned to kidnap the child since they felt that his father and family were rich and capable of paying Rs.5-10 lacs as ransom amount for the release of their child. As the child was well known to Ravinder Kumar @ Ravi Gujjar, they had decided to murder the kidnapped child after getting the ransom money. They had even purchased a bag to dispose off the dead body of the kidnapped child, after fulfilling their nefarious designs. All of them were looking for an opportune movement to strike.

On the ill-fated day, the child was playing in the park near his house. Ravinder Kumar @ Ravi Gujjar and Sandeep approached him and lured him by providing sweets and took him along on their motorcycle. The child was taken to their pre-decided place i.e. Baba Mohan Nagar, Badarpur where their accomplices Babita and Anjali were waiting to take care of the captive child.

PROFILE:-

1.Accused Ravinder Kumar @ Ravi Gujjar was previously involved in petty offences like theft, snatching etc. but has not been arrested earlier. The mobile phone used in making the ransom calls was also stolen by him in October 2013. He has studied upto 10th standard and is unmarried. He came in contact with two ladies namely Babita and Anjali, who are real sisters about 7-8 months back and started living with Babita in live-in relationship. Accused Sandeep and Anil were his classmates in the school. He took a room in Baba Mohan Nagar room on rent basis about 4-5 months back for this purpose and the kidnapped child was rescued from this room.

2.Accused Sandeep has studied upto 12th standard. He was the classmate of accused Ravinder Kumar @ Ravi Gujjar and Anil. He was working with a café shop running at Central Secretariat Metro Station 2 months ago and left the job. He and Ravinder Kumar @ Ravi Gujjar lured the child and took him on their motorcycle. He had made the ransom calls.

3.Accused Anil has studied upto 12th standard. He is classmate of accused Ravinder Kumar @ Ravi Gujjar and Sandeep. He had purchased a new motorcycle, which was used in the commission of crime.

4.Accused Babita is illiterate and unmarried. She was resident of Dharchula, Uttarakhand and came to Delhi around 7-8 months back in search of a job. She got a stitching job in a private company at Badarpur, where she met Ravinder Kumar @ Gujjar. She is the real sister of Anjali and both sisters then started living with accused persons in Baba Mohan Nagar house where the kidnapped child was rescued. She expected to get handsome money as booty of ransom amount.

5.Accused Anjali is also illiterate and married. She was resident of Dharchula, Uttarakhand and came to Delhi around 7-8 months back in search of a job. She left her husband and one daughter. She is real sister of Babita and both sisters then started living with accused persons in Baba Mohan Nagar house where the kidnapped child was rescued. She also expected to get good share from crime.

Other involvements of the accused persons are being verified and information regarding their arrest has been given to concerned police station.

International Narcotic drug syndicate busted.

Three members of syndicate involved in heroin supplying arrested.

06 kgs fine quality heroin recovered.

05 mobile phones used in drug trafficking seized.

International value of recovered drugs is more than Rs.25 Crores.

The officers of Special Cell, Northern Range, led by Insp. Attar Singh, under the supervision of Ved Parkash, ACP/NR, have busted an international narcotic drug syndicate by arresting three members namely1) Vinod Kumar(age-37 years) s/o Roop Shankar r/o Village Paloda, PS Loharia, Distt. Banswara, Rajasthan2) Moosa Koya KP(age-28 years) s/o Abdul Rehman r/o KP House, Chalatti, PO & PS Nallalam, Distt Calicut, Kerala (age- 28 years) and3) Ummar Farook Badaje(age 22 years) s/o Abdul Rehman r/o Kadambar House, PO Kadambar, PS Manchaswaram, Distt Kasargod, Kerala of above syndicate and by recovering 06 Kgs fine quality heroine from theirpossession. International value of recovered heroine is more than Rs. 25 Crores. Case FIR No. 52/13 dt. 18/11/2013 u/s 21 & 29 NDPS Act PS Special Cell has been registered in this regard.

There was information with Insp. Attar Singh in Special Cell/NR about drug trafficking activities of members of above syndicate for last 3-4 months which was developed by SI Jitendra Tiwari, SI Rakesh and SI Abhay Narain. Surveillance was kept upon movements of members of this syndicate. Hard work of 3-4 months helped when specific information was received on 18/11/2013 that one active member of this syndicate namely Vinod Kumar has received huge consignment of fine quality heroin from a person in Srinagar, J&K. It was further known that Vinod Kumar who was lodged in a hotel in Old Delhi area would leave Delhi between 05:00 PM to 06:00 PM and he would go to Udaipur, Rajasthan today itself by bus and he would be having consignment of heroin with him. A large number of police personnel were deputed and each and every office of tour & travels in the area of Khanna Market, Tis Hazari Kashmere Gate, Lajpat Rai Market were checked to ascertain from which office Vinod had booked ticket for Udaipur, Rajasthan. During exhaustive checking it was found that Vinod had booked a single sleeper ticket through Delight Travels, Lajpat Rai Market and his bus was to leave at 06:00 PM from Mori Gate Parking. Raiding team immediately rushed towards Mori Gate but by the time they reached there, bus was found already left for Udaipur about 10 minutes ago. Police team started moving towards Dhaula Quan and bus was finally intercepted at about 07:30 PM near RTR Flyover.

Vinod was deboarded from bus with his luggage. 05 kgs of fine quality heroin neatly packed and concealed in an apple cartoon were recovered from possession of Vinod. He disclosed that he was working for one Sabir, a permanent resident of Kalluvatti Kuziyil, PO Koltra, Distt. Calicut, Kerala. Vinod Kumar further disclosed that Sabir who was presently residing in Kuwait was kingpin of said syndicate and he was monitoring the illegal trade of narcotic drugs run by said syndicate. Vinod Kumar has also disclosed that he had went to Srinagar, J&K and collected said consignment from a person at directions of said Sabir. He had to deliver consignment of contraband to a person as directed by Sabir. Vinod Kumar also disclosed that he had handed over consignments to Moosa Koya of Kerala in past. He also disclosed that Moosa Koya was to meet him in a hotel at Udaipur, Rajasthan. Immediately a police team led by SI Rakesh Kumar was rushed to Udaipur, Rajasthan. In the mean time Moosa Koya made a call to Vinod Kumar on 19/11/2013 in the early morning stating that he was staying in Yatri Hotel. Immediate raid was conducted in said hotel by the team already stationed there. Two more associates of Vinod Kumar namely Moosa Koya and Ummar Farook were arrested from said hotel in Udaipur, Rajasthan and 01kgs heroin was recovered from their room.

All three arrested accused persons have been subjected to thorough interrogation upon which it has come to know that Sabir is kingpin of said syndicate. It is he who used to communicate to all concerned persons i.e. supplier, carrier, receiver with different mobile phones. He is presently living in Kuwait. He had sent Vinod Kumar to J&K on 11/11/2013, got collected five kgs heroin through him.He directed Vinod Kumar to hand over consignment of heroin to deliver to Moosa Koya in Udaipur, Rajasthan but Vinod Kumar was caught before he could reach Udaipur and consignment of five kgs heroin was seized from him.

Further investigation of the case is in progress.

Profile of arrested accused persons:-

Vinod Kumar, age 37 years, a resident of Rajasthan, left school after 5thclass. He has a brother. His father expired about ten years ago. Vinod Kumar is married and have three issues. He used to work with his brother in law in Mumbai in a restaurant where he met with Sabir who motivated him to work as his carrier for transporting heroin about a year ago. Vinod Kumar started receiving consignment of heroin from a person in Sri Nagar, J&K at the directions of Sabir. Vinod Kumar used to hand over said consignment to Moosa Koya, another associate of Sabir.

Moosa Koya,age 28 years, a resident of Kerala, has studied upto 10thclass. He has two brothers and a sister. At the age of 16 yrs he started working with his father and helped him in sale of spare parts of vehicles. After selling of said shop by his father, he did many other odd jobs like cleaner in jeep and later on he worked as driver. In the month of January’ 2009 he went to Kuwait and remained there upto July’ 2011. He worked as personal driver to a businessman. He again went to Kuwait about a year ago and he has just returned on 06/11/2013. He went to Udaipur, Rajasthan at the directions of Sabir to deliver one kg heroin to some contact there and to collect big consignment of heroin from accused Vinod Kumar.

Ummar Farook Badaje, age 22 years, a resident of Kerala, has studied upto 08thclass. He has three brothers and five sisters. After leaving the study he worked as laborer in agriculture sector in Kerala. On 26/06/2012 he went to Dubai and worked as personal driver with a Sheikh for six months. On 10/04/2013 he went to Kuwait and again worked as a personal driver to some businessman. He met Moosa Koya in April’ 2013 in a masjid in Kuwait where Moosa motivated him to work with him in drug trafficking. Ummar Farook returned to India on 03/11/2013. He alongwith Moosa Koya came to Udaipur to deliver the consignment of heroin to some contact when both were caught.

THREE ROBBERS-CUM-AUTO LIFTERS ARRESTED

The staff of Anti Auto Theft Squad of North West District have arrested three notorious robbers-cum-auto-lifters namely Shyam@Shyamu,Manglu @ Rahul and Bhairo u/s 41.1 (d) & 102 CrPC PS Shalimar Bagh, have been recovered02 stolen vehicles, 02 oxygen gas cylinders and 02 mobile phones at their instance and 4 cases have been worked out.

INCIDENT:

On 27.11.13, an information was received in AATS that three persons would come in a stolen Wagon-R car and would pass through railway reservation Kela Godown, Shalimar Bagh. Immediately, a team comprising of below named officials laid a trap at road near MCD Primary School Kela Godown, Shalimar Bagh and apprehended three suspicious looking youths alongwith one Wagon-R bearing No. DL-8CS-6816. They came out to be Shyam @Shyamu s/o Udaiveer Singh r/o Jhuggi No. 299, Kalander Colony, Bhalswa Dairy, Delhi, Manglu @ Rahul s/o Parfull Verma r/o Jhuggi No. 93, Gali No. 2, Vishwanath Puri, Bhalswa Dairy, Delhi and Bhairo s/o Hari Charan Mandal r/o Vegabond, Khatta Bhalswa Dairy, Delhi. On asking to produce the papers of the said car, they could not produce. On verification of engine and chassis numbers of the said vehicle from AUTO MATCH and ZIP NET, the same was found stolen vide FIR No. 370/13 dated 18.11.2013 u/s 379 IPC PS Mahendra Park. Subsequently, they were duly arrested.

INTERROGATION:

On sustained interrogation, accused Shyam @Shyamu, Manglu @ Rahul & Bhairo revealed that they used to steal vehicles from different areas of Delhi & use stolen vehicle in committing other crimes. The Wagon-R car stolen from the area of PS Mahendra Park was used by them to commit robbery in the area of PS Bhalswa Dairy for which a case FIR No. 362/13 dated 22/11/13 u/s 392/34 IPC PS Bhalswa Dairy has been found registered. One Honda City car bearing No. DL-4CF- 9423 recovered at their instance was also found stolen from the area of PS Shalimar Bagh vide FIR No. 491/13 dated 25/11/13 u/s 379 IPC. Two mobile phones recovered from the possession of accused Shyam and Manglu were also found robbed from the area of PS Bhalswa Dairy for which one case FIR No. 362/13 dated 22/11/13 u/s 392/34 IPC PS Bhalswa Dairy was registered. Further, two Oxygen gas cylinders have also been recovered at their instance which were found part of the robbed property of a road robbery in which the accused persons had hijacked a truck loaded with gas cylinders. However, the truck was later on found abandoned with some gas cylinders missing. In this regard, a case FIR No. 247/13 dated 4.9.13 u/s 392/394/34 IPC PS Adarsh Nagar was registered.
