  1. GENERAL PROVİSİONS

1.1.These Rules regulate the content and rules of organization of education at the doctoral level of higher education and on the basis of state standards and the below mentioned normative and legal documents are referenced in its preparation:

  • “Classification of specialties for Doctoral level of higher education” approved by the resolution No. 65 dated March 15, 2012 of the Cabinet of Ministers of the Republic of Azerbaijan;
  • “Rules for establishment of Doctoral Candidacy and admission to Doctoral Candidacy” approved by the resolution No. 129 dated July 01, 2010 of the Cabinet of Ministers of the Republic of Azerbaijan;

1.2.These rules defines the content of education for doctoral level, relevant educational programs in various qualifications of specialties, as well as, the requirements set for the preparation level of students being applied to the higher educational institutions.

1.3.The content of doctoral education covers planning of scientific and research works, forms and methods of its implementation, the volume of teaching burden, term of teaching stages (semesters), types of teaching, volume of several subjects, and the requirements set forth in training program on the qualifications of specialties.

1.4.Planning and organization of teaching process and scientific and research works are implemented on the basis of curriculum, course (subject) programs and syllabus on the subjects prepared in accordance with it. Form and structure of these plans are determined by higher educational institution.

1.5.Course programs are prepared and approved by higher educational institutions in accordance with the requirements of relevant specialty.

1.6.Syllabus – a document that is prepared on the basis of relevant program of the course and reflects the description of the course taught, its aims and targets, brief content, duration and types of courses, assignments of students for independent works, term for their implementation, consultation hours, information on teacher, requirements of teacher, assessment criteria, interim assessment schedule and the list of references used.

1.7.Academic year – as a rule, consists of two semesters (spring and fall).

1.8.As a rule, scientific leadership on doctoral level is implemented by the representatives of professor – teaching staff with a scientific degree working at the same educational institution or persons working at other institutions and organizations that meet these terms and condition. One person is not allowed to lead more than 5 doctoral candidates. In case of the direction of scientific research of doctoral candidate comprises the combination of different sciences, scientific consultant can be assigned for him/ her along with scientific adviser.

  1. DEFINITIONS

European Credit Transfer System (ECTS) – a system defining students' (doctoral candidates) workload and trajectory of study to achieve competencies specified by training program. This system also ensures the mobility of students and it is designed to make it easier to compare and recognize training programs between different countries.

Doctorate –the highest level of higher education, form of highly qualified scientific and scientific - pedagogical personnel training completed with awarding relevant scientific degree (indicating the fields of science, Doctor of Philosophy and Doctor of Sciences).

Candidate for a degree (dissertator) – a person fulfilling thesis to get the degree of Doctor of Philosophy and Doctor of Science by way of dissertation;

Doctoral student – a person studying at doctoral level to get the scientific degree of Doctor of Philosophy and Doctor of Science;

Course program for doctoral level – a state document that reflects the content of the course taught and teaching methods.

Curriculum of doctoral level – a state document that reflects the results of training at the doctoral level of higher educational institution for training of Doctor of Philosophy and Doctor of Science and content standards, the quantity of subjects (courses), scientific researches, hours of teaching and extracurricular activity, pedagogical process, scientific and research work and organization of experience, assessment of training results and monitoring system.

Academic credit – the unit of measurement of “n” time of doctoral students in compliance with the content and volume of the subject and allocated for its assimilation;

Transcript - a document that reflects the assessment of each doctoral student (candidate for a degree) by institutions on relevant training program for several semesters and subjects (courses).

  1. REQUIREMENTS FOR THE ORGANIZATION OF ADMISSION EXAMS

1. Draft plan of admission for the programs of Doctor of sciences and Doctor of Philosophy is prepared and announcements are posted in newspaper after their approval.

2. Examination commissions for relevant subjects are established at higher educational institutions and scientific organization to hold admission exams.

3. Examinations from major subject are conducted by the commission established by the head of higher educational institution where doctoral candidate function. The commission shall comprise at least two doctors of sciences or professors on relevant specialty. Mentioned advisers can be the members of the commission. The head of higher educational institution and scientific organization or deputy for scientific works is appointed as the chairman of the commission. In exceptional cases, if there is no any doctor of sciences and professors, the Commission may include Doctors of Philosophy (candidates of sciences), docents and experienced specialists without scientific degree for foreign language.

4. In case of equal points, persons who have higher grades from major subject in the competition and published scientific works are preferred.

5. Admission commissions established at higher educational institutions or scientific organizations adopt relevant decision on the basis of the results of examinations.

6. Higher educational institutions and scientific councils of research organizations approve the themes for thesis of doctoral students and their scientific advisers not later than 1 month after accepting them.

  1. REQUIREMENTS FOR THE ORGANIZATION OF DOCTORAL EXAMINATIONS

1.In case of absence of chairman of examination commission or deputy chairman of examination commission, the examination commission is not entitled to accept doctoral examinations. If there are at least two specialists appropriate for the qualification of the examination conducted at the meeting of the commission, one of them must be doctor of sciences and that doctor of sciences is entitled to accept doctorate examinations of the commission. Along with this, at least 2 /3 of the members of examination commission must take part in the meeting for the acceptance of doctorate examination.

2.As a rule, doctoral examinations are accepted as a session that continues for one month twice a year. Date and duration of sessions are determined by the management of the organization arranging the acceptance of doctoral examinations.

Consultations are provided to those who will pass doctoral examinations before exams. The organization accepting doctoral exams informs examinee about the date and place of examination.

Information on the date, place and method of conducting doctoral exams, list of persons allowed to exams, as well as, programs of doctoral exams are posted on the Internet at the official website of the organization at least one week prior to the current session.

  1. Doctoral exams are conducted orally by choosing a ticket under the control of examination commission. Method for conducting doctoral is determined depending on the specialty, group of specialties and the field of science. Examinees can use exam papers for the preparation of answer and these sheets are kept at the university for five years after the acceptance of examination (Department of Doctoral Studies). If method for conducting doctoral exam doesn’t require a written preparation, exam papers are not used.

4. An act of admission for doctoral exam is written for each examinee and here includes the questions of tickets, questions given to examinee by the commission members and information related to the control of knowledge at another doctoral exam. Date of conducting doctoral exam is mentioned in the act of its admission.

5. The level of knowledge of examinee is assessed as “excellent”, “good”, “satisfactory”, and “unsatisfactory”.

6. The decision of examination commission is adopted by the majority of votes of its members. If votes are equal, the decisive vote is the vote of chairman of examination commission, if there is no chairman; the decisive vote belongs to deputy chairman of examination commission.

7. Act of doctoral examination is signed by the chairman and members of commission, their scientific degree, scientific name, position and specialty corresponding to nomenclature are mentioned.

Acts of admission of doctoral examinations are kept at the Department of Doctoral Studies within five years after the approval of the head of university.

8. A license on passing the doctoral examination is issued in the specified manner. Licenses of doctoral examinations are replaced by a single license after giving the final examination.

The name of specialty corresponding to the nomenclatural is mentioned in the license of doctoral exam passed on qualification or difference exam. Term of validity of the license on passing the doctoral exam is unlimited.

  1. RULES FOR THE ORGANIZATION OF DOCTORAL EXAMINATIONS

1. Present standard defines the rules for the organization and giving of doctoral examinations at the university.

2. The purpose of examination– define the depth of professional knowledge and the degree of readiness for an independent scientific and research works of the person wishing to get scientific degree. Passing doctoral examinations is obligatory to get a scientific degree of Doctor of Philosophy.

3. The list of doctoral exams includes:

  • Philosophy (Except for PhD students);
  • Foreign language;
  • Informatics (the Institute of Information Economy of ANAS);
  • Major subject (subjects included in the training plan are attached).
  1. Persons wishing to pass specialty examination to get the degree of Doctor of Philosophy must apply in writing on the preparedness of thesis (A consent signature of scientific advisor is required in the application).
  2. If thesis is submitted to the thesis council with a letter, specialty examination can be accepted at a time other than session. Specialty examinations are conducted with the consent of the chairman of commission.
  3. Candidates for the degree of Doctor of Philosophy pass from the examination to get the degree of Doctor of Philosophy from major subjects (in cases thesis is prepared for two specialties, each of those major subjects) in the manner specified by the commission.
  4. If candidates for scientific degree of Doctor of Philosophy or Doctor of Science are not higher educated in the field of science on the profile of thesis that they prepare, they pass an additional examination to get scientific degree of Doctor of Philosophy or Doctor of Science from general scientific basis of that field of science.
  5. Examinations to get the scientific degree of Doctor of Philosophy are considered valid from the date of examination (for the next six years) till the period of study.
  6. “Examination card” is submitted by the Department of Doctoral Studies to candidates who have passed examination to get the scientific degree of Doctor of Philosophy.
  7. Doctoral examination on major subject is given at the scientific institution and higher education institution where defense of the thesis.
  8. Doctoral examination on the specialty is not given again if the name of specialty is edited, changed in the nomenclature or password is changed.

12. If the candidate certifies the reason for not coming to doctorate examination for illness or another good reason with a relevant document, the rector of the university allows for conducting examination again at another time.

13. It is not allowed to passdoctoral examination againwithin the term of session.

14.If candidate doesn’t agree with the decision of the commission, he / she may apply to the department of doctoral studies of the university with a reasonable application within one week (Appeal). An appeal must be investigated in the domestic legal manner within three working days since the date of its submission.

15. The results of doctoral examination passed without complying with this Charter are considered to be invalid.

16. In case of the establishment of dissertation council is intended for defense of thesis once and for all, organizational commission on specialty exam (AAK) is specified.

17. Program and rules for conducting examinations to get a scientific degree of Doctor of Philosophy are approved by the commission.

7. DOCUMENT RETENTION

Maintaining documents and records of the Department is carried out in accordance with the law of the Republic of Azerbaijan “On achieve” and instructions on “Organization of archival works” (KİS/TL/01).
