1]APOLOGIES FOR ABSENCE. Coun. Paul Brooks

2]MINUTES FROM PREVIOUS MEETING HELD ON JULY 28, 2016, were accepted as circulated and signed by the chairman.

3]DECLARATIONS OF INTEREST There were none

4]CASUAL VACANCIES

The council has two vacancies at present. The positions have been advertised and two residents had come forward, their names, being Matthew Wakefield of Orchard Cottage, Main Street, who is a serving member in the Royal Navy, and Scott Miller of Coney Grey Spinney.

Mr Miller has been a resident since 2011 and he and his wife have a 2-year-old son. He works for the Canal and River Trust based in Newark. Mr Wakefield is a serving member of the Royall Navy based in Portsmouth but is due to relocate to RAF Waddington imminently and will be permanently based there for a minimum of two years.

It was a unanimously agreed the two nominations be accepted and the clerk write to advise them of their co-option.

5]CLERK’S REPORT

The village has been awarded the prize for the Best Newcomer in this years NottsBestKeptVillage competition, and will be presented with a cheque for £100 at the annual meeting of NALC on November 16.

The Section 106 agreement for the development of up to 95 houses on the site of the former Islamic school site is being signed at Rushcliffe Borough Council that evening and the development would have the full permission the developers applied for.

6]CORRESPONDENCE

Coun. Paul Brooks wrote in regard to the resignation at the previous meeting of Coun. Burley and responded to some of the comments he had made in his resignation letter. A discussion took place on the overall matter of council membership and the need or otherwise for declarations of interests to be registered. It was felt the council newsletter should be used to keep residents fully informed of what the council were doing or planned to do. It was also felt the council website should be better promoted and Coun. Pennington said she was happy to assist towards the site operation.

A letter from Via East Midlands (Notts County Council) sent to Coun. Kay Cutts confirmed that work was planned to improve the footway from the bridle path to the village school in regard to the removal of the overgrowth there.

Notts County Council confirmed they were progressing with the design and placing of the children crossing sign for the playing field. The siting has been approved by the parish council and the scheme should be going ahead imminently

Richard Scriven re Lings Land. The council approved an increase in the Lings Land rent from £484 per annum to £600 per annum. It confirmed it did not wish to sell the land. The clerk would write to Richard Scriven of Fisher German to confirm this.

Notts ALC gave note of its agm at Epperstone Village Hall on November 16 at 7-30pm. Couns. Clayton and Pennington would attend.

Coun. Adeline Apell advised she was taking part in the Robin Hood Marathon alf Marathojn on Suinday.

in memory of Couns. Martin Suthers and John Cranswick who both died from lung cancer. The money she raises will be for Cancer Research UK.

8]SPORTS GROUND AND PLAYPARK

The chairman reported the work in Phase One of the sports field was now complete. The clerk had received an account from the contractors and this would be paid on receipt of the Sport England grant within the next week or so. In total Sports England are giving the council a grant of £68,350.

Discussion took place on the question of the Velo cycling club members using the sports ground as a car park when they met for road cycling events. It was agreed to raise the matter as an agenda item for the next meeting when members would look at the question of possibly charging for such use.

9]ENVIRONMENT including DEFIBRILLATOR

The clerk was continuing to investigate the possibility of funding from the Community Heart Beat Trust towards the cost of the suggested three defibrillator units which could cost in all in the region of £6000. The chairman said he understood the cricket club and the sports association would pay a third of the cost of a defibrillator to be sited at the sports ground.

The clerk confirmed he had received an item for the Newsletter concerning a continuing problem on dog fouling on Woods Lane. Coun. Clayton said it was be useful if dog walkers along there kept their animals on a lead until they had gone past the houses on the lane.

Parking problems outside the school were again raised now the new term had started and Coun. Clayton agreed to talk to the headmaster on the subject. The meeting was told the Open Gardens Group were looking to buy bulbs for planting at the entrances to the village.

The possibility of one large ‘Big Lunch’ event in the village -- there were three small such events this year as part of the national scheme – was raised. Coun. Mrs Clayton reported on a new Lottery Fund scheme aimed at supporting community activities and agreed to talk to the school headmaster on the possibility of a joint project between them and the council.

The hedge outside the Old Bakehouse property on Main Street was in need of being cut back and Coun. Clayton would talk to the owner.

It was agreed the clerk order five bags of grit for the winter, these be delivered to the Coney Grey home of Coun. Pennington.

10]FLINTHAM 2020

Coun. Russell presented a report in which he expressed fears that if the present position in the village remained as it is now it could become a settlement of elderly people, commenting on the very few children that currently live in particular parts of the village. He said he hoped Rushcliffe Borough Council would acknowledge the need to be aware of what and where development takes place. He said it seems numbers of younger people move away from the village because there wasn’t the availability of appropriate housing for them.

11]PROVISION OF DEFIBRILLATOR

No further discussion took place.

12]FINANCE

PAYMENT OF ACCOUNTS were approved as per the circulated list.

The clerk said the Department of Communities and Local Government have made it known that they are looking to proposals for parish and town councils to face capping on their council tax figures just as the larger authorities are. Any increase above 2per cent in a precept would have to go to a village referendum. No firm decision had been taken as yet.

The council agreed to having the information sheets that had been produced laminated.
