Consultancy Services for Design and Construction Supervision Land Fill Site

The Urban Local Government Development Project (ULGDP) is a continuation of a program of reform by the government of Ethiopia which started with the government's introduction of formal urban local governments in the early 2000s. The World Bank contribute to the early stages of establishing these urban local governments through the Capacity Building for Decentralized Service Delivery project (CBDSD) and followed up this support through the urban management sub-program of the larger public sector capacity building program (PSCAP) CBDSD and PSCAP are focused on capacity building to enable regions and cities to established the necessary legislative and fiscal assistance activities to establish cities as viable entities that are able to fulfill their mandates.

The ULGDP represents the third phase of joint collaboration between the world bank and Government to support Urban Development, and creates a new fiscal instrument in the form of specific purpose grant (SPG) to urban local governments to support key performance improvements required for sustainable, accountable services delivery, which is an additional component to the government's fiscal architecture of predict table resource transfers to the urban sector. The specific development objective of the ULGDP is to support improved performance in the planning, delivery and sustained provision of priority municipal services and infrastructure by urban local governments. Jimma City Administration will require assistance from experienced engineering consultants in the design and construction supervision of some of these projects. The Jimma City Administration, hereby seeks Expression of interest for the following services, required under ULGDP component 1 from interested eligible firms.

Objectives, scope of work and staffing

The Objective of the consultancy is Design and construction supervision of land till in Jimma City (Oromia Region).

The work includes project preparation, preparation of designs, specifications and bill of quantities, preparation of bidding documents for the project. Detailed tasks will be specified and detailed in the Terms of Reference and request for proposals to be provided to the short listed firms.

It is envisaged that the work will require the services of a registered firm of engineering consultants that has demonstrate ability and experience in the deign and supervision of similar project only consultants of Category 5 and above and with valid licenses for the current year (2003) issued by the Ministry of Works and Urban Development are eligible to participate.

Schedule: It is expected that the work will start will shortly after the signing of the contract.

In sending their expression of interest, eligible firm should provide information indicating that they are registered and qualified to perform the services. The information shall be in the form of (Brochures and resume description of similar assignments previously had done, experience in the region and/or other regions or developing countries and availability of skills). Failure to submit registration and license documents with the expression of interest will result in disqualification.

The firms to provide the services will be selected in accordance with procedures set out in the recent IDA's Guidelines for selection and Employment of Consultant.
