IS-250 Emergency Support Function 15 (ESF15) External Affairs: A New Approach to Emergency Communication and Information Distribution

Course Overview: The goal of this course is to provide basic training on the concept and practical application of the ESF 15 Standard Operating Procedures to all FEMA External Affairs staff, regardless of duty station, as well as to staff in all other agency divisions and federal, tribal, state, local and Voluntary Organizations Active in Disaster (VOAD) partners. This course is offered as an Independent Study course, with an optional conference call session available to students who have additional questions. Students view videos online in conjunction with using the L250 student manual and web-based resources to complete the final exam online.

Course Objectives: Upon completion of this course, the participant will be able to have a better understanding of how ESF 15 is activated and how the External Affairs concept helps make incident communication more integrated, comprehensive and empowered.

Primary Audience: The course is intended for use by FEMA External Affairs staff and all federal agencies that are signatories of the National Response Plan (NRP). Additionally, state and locals partners that may adopt the External Affairs/ESF 15 concept may find this course helpful in its implementation.

"A leaked OMB document indicates the Administration is planning to abolish the State Homeland Security Grant Program - the largest source of homeland security resources for training, planning, and equipping state and local first responders - as well as specific grant programs to improve port security, transportation security, communications interoperability, and emergency management planning, and to support firefighters.

Description:The Homeland Security and Emergency Preparedness program of the L. Douglas Wilder School of Government and Public Affairs invites applicants for one or more tenure-track faculty positions, contingent on funding approval. Rank is open, although applicants at the assistant professor level are preferred. The successful applicant will be expected to teach a mix of lower and upper division undergraduate courses and on-line graduate courses. Salary is competitive and dependent on qualifications and professional experience. The WilderSchool offers a BA, an MA, and a post-baccalaureate certificate in Homeland Security and Emergency Preparedness. Each level focuses on a range of issues including terrorism, preparedness for natural disaster, strategic planning, risk management, intelligence, and legal and ethical issues related to security and preparedness. The MA program is a completely on-line program. The Homeland Security and Emergency Preparedness program is housed in the WilderSchool of Government & Public Affairs together with political science, public administration, urban planning, criminal justice, and sociology, offering opportunities for cross-collaboration. VCU is a CarnegieResearchExtensiveUniversity with a diverse student body.

Qualifications:A PhD or other terminal degree in an appropriate field at the time of appointment is preferred; strong ABDs will be considered in exceptional cases. Evidence of a commitment to excellence in both teaching and scholarly research is required. Preference will be given to candidates who can teach large, introductory-level courses on homeland security and all-hazard preparedness, emergency management, methods of risk assessment and management, and strategic planning.
