Dear Ms. Dyer:

This letter addresses the process for the development of a uniform change management process required under the SBC/Ameritech Merger Order.[1] As explained below, I provide SBC Communications, Inc. (“SBC”) and the participating competitive local exchange carriers (“LECs”) an additional three weeks to negotiate and discuss the uniform change management plan.

The SBC/Ameritech Merger Order requires SBC to negotiate with competitive LECs a uniform change management process for implementation throughout SBC’s region.[2] Pursuant to the Merger Conditions, SBC submitted a plan for a uniform change management process and a list of open issues on November 1, 2000.[3] In its letter, SBC requested a three-week extension of time to continue negotiating and reviewing the change management plan with the participating competitive LECs.[4] On November 8, 2000, several competitive LECs filed a joint letter supporting SBC’s request for an additional three weeks.[5] Because the additional time will facilitate the development of a uniform change management process under the Merger Conditions, I grant the request of SBC and the competitive carriers. Based on this extension, the applicable deadline under the Merger Conditions is December 7, 2000.[6]
