Overview

This document contains scenarios and questions for a tabletop exercise to be held on DATE. Exercise elements will be delivered by staff from YOUR FACILITATOR’S NAME HERE. Players will represent the staff at YOUR FACILITY NAME HERE, YOUR COMMUNITY PARTNERS NAMES HERE.

Exercise Objectives

  1. By the end of the Tabletop, participants will recognize their role in Incident Command during a community emergency situation.
  2. By the end of the Tabletop, participants will be knowledgeable of the YOUR FACILITY NAME HEREAll Hazards Plan.
  3. By the end of the Tabletop, participants will recognize appropriate avenues of communication between emergency responders.

Module 1

THIS IS AN EXERCISE!!

On YOUR DATE AND TIME HERE,YOUR CITY HERE is having their annual YOUR LOCALCELEBRATION HERE parade today. It is a great time had by all. There are snow cones being sold on all the street corners, there are kids and parents lined up and down Main Street and there is excitement in the air. The parade participants are lining up and it is a beautiful day in YOURCITY NAME HERE!!!

At 2pm, the parade begins. There are clowns in the beginning greeting all the children. Then, come the floats throwing candy and prizes out to all the kids. Kids are running all over to pick up their share. Then, come the stunt cyclists on their little motorcycles zooming around. The kids are having so much fun that their giggles could be heard for miles!!

At 2:30pm, the parade is about halfway through and the parade goers and kids are still going strong. Suddenly, one of the bikers on his motorcycle loses control of his vehicle. His bike goes quickly into another bike. Both of the bikers fell off their bikes during the accident and appear to be injured badly. As this happens, the ’57 Chevy that was separating the bikers and the horses hits the break quickly. This startles the horses and they start bucking and moving into the crowd. Parents are trying to move their children out of the path of the bucking horses as quickly as possible. Kids are screaming and running away from the horses, but there is no way to tell which way they will go next.

Police, Fire and EMS were on standby and are already present at the parade.

YOUR FACILITY NAME HERE has a normal weekend census. There are 5 inpatients being cared for in the hospital. There are 2 RN’s, 1 LPN, 1 aid, and a ward clerk in the hospital at this time. There is 1 patient being seen in the Emergency Room. The patient is a 62 y/o male has symptoms consistent with a stroke. YOU WILL NEED TO CUSOMIZE THESE DETAILS TO FIT YOUR FACILITY

Questions

  1. What additional information do you need? What is the source of that information?
  2. Will Incident Command be activated at this time in your agency? Which positions will be activated? Who will be called? Where will it be established?
  3. What are your 3 Command and Control objectives?
  4. What information do you need to share? With whom do you need to share and how will that communication be accomplished?
  5. Who makes initial call for the emergency?
  6. What actions would yourorganization take at this time?

Module 2

THIS IS AN EXERCISE!!

By 3pm, EMS and Fire have brought in the 2injured bikers. One of the injuries appears to be severe head trauma with a potential head bleed. This patient needs surgery immediately. The other injured biker appears to have multiple broken bones (2 are coming through the skin) and cuts and scrapes.

At the parade site, there is a scary scene. There are 3 kids lying on the ground screaming in pain. Their parents are trying to get anyone they can yell at to help them. There are also at least 6 adults (1 woman appears to be pregnant) in sight that are on the ground unable to get up. All of these people appear to be victims of the horses.

The horses have been contained, but the injured people need to be transported.

By YOUR TIME FRAME HERE, the hospital is receiving multiple walking wounded patients in their ER. So far, there have been 6 patients with cuts, scrapes and bruises that need to be assessed and treated in the ER.

At YOUR TIME HERE, EMS pulls up with 2 more children and says that they are the “worst off” and there are more on the way.

YOU WILL NEED TO CUSTOMIZE THE NUMBER OF PATIENTS INJURIES TO STRETCH YOUR CAPACITY. SOME FACILITES WILL NEED MORE AND SOME WILL FIND THESE NUMBERS TO BE TOO OVERWHELMING.

Questions

  1. What will be the priority actions for this operational period? What specific equipment, material and/or personnel do you need to take these actions? Where will you get the equipment? Material? Personnel?
  1. Will additional help be called at this time?
  1. What is your primary method of communication within your organization to call in extra help? Secondary? Tertiary?
  1. What operations would be prioritized for your organization? What operations could be postponed?
  1. What information will you need to provide in your situation status updates to other agencies? Where will you get this information? What is the source of this information?
  1. The media is trying to get the “lead story” and are calling multiple numbers within the hospital and police station trying to find out what happened, why it happened, how many injuries, and who is at fault. What will you tell them? Are there any other messages that need to go to the public or the community as you respond to this emergency?
