Job summary : / Oversee the management of the delivery of theprogrammesEnsure the strategy and operational objectives and business requirements are achieved in supporting young people in the Harrow Club.
Duties and Responsibilities
  • Ensure the effective management of the Harrow Club programmes and projects to achieve the required goals and objectives.Ensure accreditation and quality standards are met.
  • Ensure appropriate, robust and up to date support plans are in place
  • Meet and be visible with direct reports work within a regular planning cycle, manage and monitor work in terms of both quality, timescales and deliverables addressing issues of concern and under performance in a robust manner
  • Liaising with HR as appropriate and giving due consideration to their advice.
  • Play a key role in the management of the programme of change within the organisation through the implementation of projects and procedures.
  • Lead and manage all aspects of people management to include recruitment, selection, induction, performance management, training, discipline and grievance to ensure maximum people performance benefit and overall delivery of the strategy and objectives of the clubs.
  • Ensure the maintenance ofcontracts and manage associated costs.
  • Negotiate, develop and implement new, scaled up or pilot services in collaboration with internal teams and external bodies.
  • Ensure quality assurance and adherence to best practice in data protection and health and safety regulations.
  • Ensure the appropriate promotion and marketing ofthe Harrow Club.
  • Network with other relevant organisations and the wider community to achieve maximum benefit for the Harrow Club.
  • Contribute to the planning and organisational direction and strategy for the Harrow Club.
  • Contribute to the budget planning and management process and manage the operational cost base on a daily basis

PERSON SPECIFICATION

Essential

  • Eligibility to live and work in UK, DBS checked, travel mobility
  • Excellence in operational and change management. Significant experience overseeing the operations of an organisation/charity and managing a team.
  • Understanding of project development and management, in particular managing multiple stakeholders, risk-management and financial reporting
  • Experience of working with disadvantaged young people and understanding their needs
  • An in depth knowledge and understanding of the relevant regulations and legislation and the ability to interpret legislation in the sector to ensure standards are met

  • Demonstrable experience of financial management systems and taking responsibility for multiple, complex budgets

Harrow Club Background

Over 130 years since it was founded, the Harrow Club’s primary aim remains to better the lives of the disadvantaged and underprivileged young people of Notting Dale, London W10, and the surrounding communities. The youth club is situated in the Royal Borough of Kensington and Chelsea, the most polarised borough in London with pockets of extreme poverty alongside areas of extreme wealth. 75% of our members reside in the top 10% most deprived neighbourhoods in the country (wards in Hammersmith, Fulham and Kensington and Chelsea; source, Government Indices of Multiple Deprivation 2010)

The Harrow Club, and its three satellite youth clubs in housing estates in Hammersmith and Fulham, target young people who are disadvantaged and socially excluded, providing personal development programmes via high quality youth work and recreational and educational activities, to improve self-confidence and broaden opportunities. Assistance is given to help young people through the difficult transition from childhood to adulthood, a turbulent time for many, made more so when experiencing high levels of poverty, poor health and unemployment. It offers a fun programme of activities in a safe, supportive and inclusive environment for its members and is a trusted and much valued community resource. The Clubs currently have a membership of over 1800 young people, mainly between the ages of 8 to 25 that attracts an average of 40 attendees at any one session. The Harrow Clubs have has been awarded the London Youth Quality Mark, Gold Level which “demonstrates the organisation is a centre of excellence providing the best possible service for young people”.

At the core of the work of the Harrow Club, a dynamic social education programme is in place which is tailor made to the needs of the young people it serves. Activities include an ABA accredited boxing club, football clubs, arts and crafts, music production and residential programmes (for many this is the only opportunity members get to leave central London), with a large emphasis placed on fun. Clubs are in place for both junior and senior members, and there is a weekly girls only session (which means girls from the large East African Muslim community locally can attend). In addition to generic youth work programming, targeted work is carried out regarding employment help and advice, and workshops regularly take place that are relevant to the needs and concerns of members – cyber bullying, and pressures relating to sex, gang membership and drugs and alcohol.

The young people that attend the Harrow Clubs are drawn from a variety of cultural backgrounds. The Clubs aim for members to gain a sense of belonging and play a more active role in their community through meeting people from different cultural, religious and ethnic backgrounds.

The Grenfell disaster has affected the whole community we serve but early signs suggest that it will be a long-term project.As a result, the Harrow Club will play a major part of this, which will inevitably provide change, growth and enable us to accelerate 4 major projects of our strategic enhancementprogramme.

The New Operation Director post will enable us to manage and implement projects such as the Dance, Drama and Motor Projects that will need our full focus. Theses programmes of activities are long-term projects for the young people affected by the disaster. This post is a critical role in our organisation that will ensure delivery, growth and development at the Harrow Club.

Additional Employment Information

Period of employment:

(a)This job is deemed to give “substantial unsupervised access to children” and the appointment is therefore subject to a check being made with the Metropolitan Police under the Police Act 1997 and that check being found by the Board of Management in their sole discretion to be satisfactory. Until such time your employment will be temporary on a day by day basis and may be terminated without notice or pay in lieu of notice at any time.

(b)If you satisfactorily complete the probationary period referred to in paragraph 7 below, your employment shall continue until terminated as provided herein. The disciplinary procedure will be applied in respect of any disciplinary matters giving rise to dismissal.

PROBATIONARY PERIOD

There is an initial probationary period of three months. During the probationary period the employment may be terminated by one week’s written notice by either party. At the end of the probationary period (which includes any extension to the initial probationary period) and subject to a satisfactory report by the Director you shall become a permanent member of staff. The disciplinary procedure is not contractual. The employer can extend the probationary period at its discretion.

HOLIDAYS

In addition to 8 public holidays you are entitled to 25 days leave during each completed leave year and at a rate pro rata for each uncompleted leave year.

The leave year for the purpose of calculations shall be from the 1st April to the 31st March.

All leave dates must be arranged with and agreed by the employer.

The employer reserves the right to make any working day falling between Christmas and the New Year a compulsory holiday.

You are required to retain a sufficient number of holidays from your annual leave entitlement to cover Christmas and New Year shut down period. You will be notified by way of Christmas closure letter no later than 2 weeks before holiday period of the number of days holiday you are required to retain for this purpose.

Entitlement to leave cannot be carried forward into the new leave year without the written consent of the employer and if such consent is not obtained leave not taken by the end of the leave year is forfeited.

At the end of your employment unless dismissed for gross misconduct you are entitled to be paid for any accrued leave not taken and a deduction will be made from your final pay for leave taken in excess of your accrued entitlement.

On being given or giving notice you will at the employer’s discretion either be paid for untaken leave entitlement or may be obliged by the employer to take remaining leave.

SPECIAL LEAVE

You will be allowed such time off work to be taken for public duties as set out in the Employment Rights Act 1996 for the time being in force. Payment for time off for public duties will be in accordance with this Act. You are required to claim such attendance allowances, loss of earnings, and expenses as may be possible in the circumstances and to remit them to the employer to off-set the employer’s salary costs if any.

At the start of your employment you should confirm to the employer in writing that you are in good health and not suffering from any medical condition, disease, illness (whether physical or mental) or other problem, or that you have previously disclosed the same to the employer in writing.
