Engineering Technician II

Johnson County Secondary Roads has an opening for a FT Engineering Technician II to perform skilled technical engineering and/or surveying duties. Lead responsibility for construction project inspection and/or a survey crew.

High school graduate or equivalent and seven (7) years of experience in engineering, surveying, construction inspection, materials inspection and testing CAD drafting and GIS; OR any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Associate’s degree in an engineering field preferred.

Special requirements: Current Iowa Department of Transportation (I.D.O.T.) Certified Technician Level II Aggregate, Level I and II PCC and Level I HMA or obtain within 1 year of hire. Valid Iowa Driver’s License and insurable under County liability coverage. Demonstrate required engineering and/or surveying knowledge through written exam presented by the County Engineer.

Engineering Technician II

DEFINITION AND DUTIES:

Under general direction, performs skilled technical engineering and/or surveying related work including lead responsibility for construction project inspection and/or a survey crew.

Knowledge of:

à  Mathematics, including algebra, geometry and trigonometry

à  Advanced civil engineering and surveying principles and practices

à  All phases of construction, including construction site inspection, plant inspection and surveying

à  Engineering drawing techniques using computer software such as AutoCAD and ArcGIS

à  Engineering design techniques using design software such as Civil 3D

à  Iowa Department of Transportation (I.D.O.T.) policies, procedures and standards

à  Basic safe work practices

à  English language to include basic grammar, sentence structure, and punctuation

Ability to:

à  Assist in planning, assigning and leading the work of staff

à  Write and interpret concise technical engineering and/or surveying reports and documents

à  Make accurate calculations, keep accurate records and maintain organized documentation

à  Read and understand engineering and surveying plans, plats and specifications

à  Lead the work of a survey crew and assist in training

à  Establish and maintain effective working relationships with co-workers, contractors, supervisors, and members of the public

à  Operate inspection and testing equipment both in the field and in the lab

à  Operate surveying instruments such as total stations, GPS receivers, data collectors, automatic levels, level rods, prism poles, magnetic locators and measuring tapes

à  Use equipment related to civil engineering and surveying including hand tools such as a hammer, spade, shovel, pick ax and ax

à  Operate an automobile, pick-up truck, and/or larger trucks

à  Safely perform a variety of physical tasks associated with road construction inspection, surveying, repairs and maintenance, and engineering including standing, sitting, bending, climbing, balancing, stooping, kneeling, squatting, twisting, crawling, and reaching

à  Stand and walk frequently, sometimes on uneven and unstable surfaces such as at construction sites, roadway or ditch embankments

à  Handle moderate to high levels of stress, meet deadlines and solve problems appropriate to the position

à  Organize and present facts, ideas and opinions clearly and concisely, orally and in writing

à  Have clarity of speech and hearing which permits effective communication

à  Have sufficient vision which permits moderate production and review of a wide variety of materials both in electronic and hardcopy forms

à  Have sufficient manual dexterity to make handwritten notations and which permits moderate use of a keyboard, mouse and hand tools

à  Endure exposure to adverse weather conditions and terrains while conducting field work

à  Occasionally lift, carry, push and/or pull up to 100 pounds

à  Have sufficient personal mobility to complete field work at various sites

à  Work flexible schedule and overtime as needed

MINIMUM EDUCATION, TRAINING AND EXPERIENCE:

SPECIFIC DUTIES: to be performed satisfactorily with or without reasonable accommodation

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

à  Schedule, lead and perform the work of a survey crew engaged in providing field information, data collection, stakeout and control for construction and/or maintenance projects.

à  Review engineering and/or surveying notes, data and calculations for completeness and accuracy.

à  Perform a variety of design and drafting operations in the preparation of highway, bridge and culvert plans.

à  Update and maintain various inventory maps.

à  Incorporate standard details into plan sets, calculate construction quantities and cost estimates and review plans and documents for accuracy and compliance with standards.

à  Recommend modifications and/or changes to engineering plans and specifications.

à  Perform inspection activities on varied construction projects such as highway grading and paving, bridges, culverts and erosion control.

à  Perform a variety of standard quality control tests for construction both in the field and in the lab.

à  Keep project diaries, notes and sketches of construction work performed and conversations with contractors, utility companies, property owners, state and federal officials and the general public.

à  Maintain detailed project records, prepare and review periodic reports and perform technical duties in a construction office or lab.

à  Measure, verify and document quantities of work completed and prepare payment vouchers and progress reports.

à  Keep supervisor informed of progress and potential issues and problems.

à  Responsible for the maintenance, upkeep and protection from theft of assigned property and equipment.

à  Assist in training employees in the operation of specified equipment and procedures in accordance with applicable safety standards.

à  Participate in training and work related meetings as requested.

à  Perform all work duties and activities in accordance with County policies, procedures, collective bargaining agreement and safety practices.

à  Attend work regularly at the designated time and place.
