II. KATE HOKE
Polly thanked the Governing Body for the many condolences sent to the ICASA office regarding the death of Kate Hoke. Polly said the office would close today at 3:30 p.m. for staff to attend the visitation and would not open until 1:30 p.m. tomorrow so staff could attend Kate’s funeral.
III. BUDGET HEARING
Polly and Carol attended a budget briefing conducted by Senator Mattie Hunter.
The hearing focused on $208 million in cuts to the Department of Human Services (DHS) budget to occur in FY11. The Governor’s Office on Management and Budget (GOMB) and DHS Secretary and division heads testified. Advocates did not speak due to lack of time. The Secretary stated that the $208 million cut has been reduced to $100 million. The Secretary also said the $100 million may be reduced further. We are not sure what that means for ICASA. Our cut was expected to be $1.6 million and may now be reduced to $800,000 but we do not know for sure.
Polly said the immediate focus for ICASA is to forestall FY11 cuts.
IV. MEETING WITH GOMB
Polly, Carol and Jeanette met with Malcom Weims after the budget hearing. He could not say how ICASA would be affected by the cuts or what the final total cut to DHS would be.
Mr. Weims said Community Health and Prevention at DHS will be dismantled. He also indicated ICASA will be moved to the Illinois Department of Public Health. There are five criteria for programs to be retained and funded by DHS:
1) program is required by state.
2) program is required by court order
3) program is tied to federal funds
4) program is effective per data
5) program is essential to life, safety and health.
V. STRATEGY
Seven or eight centers have already written letters to the Governor and copied the Secretary of DHS. Some have copied their legislators, too.
Centers need to localize the impact. Describe services and programs the centers would have to cut without the total allocation of FY11 funds.
Staff has scheduled a meeting with Lt. Governor Simons for March 10 at 2:00 p.m. Some Governing Body members will go to this meeting, too. Polly would like the Governing Body to be ready to stay that day if we have a plan to meet with Governor’s staff or legislators.
