Re: Your request for information

Thank you for your emaildated 12th October 2010. As the information you requested is not personal or environmental it has been processed in accordance with the Freedom of Information Act 2000.

I have investigated your request and the answers to your questions are as follows;

  • Who authorised West Bridgford Equestrian Centre to be a venue for children from a pupil referral unit?

Initial agreement was made by the Head Teacher at the time (Claire George) who drew up the initial service level agreements between the Local Authority (LA) and the provider.

  • How much money were the travel costs for the pupils (2006 to 2010)?

In accordance with section 1 of this act this information cannot be provided as it is not held by this authority. 2006 to 2008 records were held by Concord House Pupil Referral Unit (PRU). This was disestablished as a Department for Children, School and Families registered PRU in 2007 and so we are no longer able to access the records. Therefore and in accordance with Section 1 of this Act, this information cannot be provided as it is not held by the Authority. However, I can inform you that the expenditure for financial year 2008/09 as a Unity Learning Centre was £3485.50 and for 2009/10 was £269.40. There has been no expenditure for 2010/11 as West Bridgford Equestrian Centre has not been an LA approved provider since July 2009.

  • Who checked the staff were trained and qualified and CRB cleared to work with children?

Local Authorities have an operational responsibility to safeguard and promote the welfare of children who have not been allocated a school place or are excluded from school, including those attending a PRU or Alternative Provision. LAs should ensure that providers of Alternative Provision are aware of their responsibilities in relation to child protection, that they take appropriate steps to police check staff when appropriate, that they are aware of how to seek advice and report concerns in terms of child protection matters and that reasonable steps are taken to protect pupils attending the provision.

A breakdown of evidence and information with regards to training and CRB clearance was a specific stipulation within service level agreements between Nottingham City Council and West Bridgford Equestrian Centre.
