Dear Neighbors, Bungalow Autonomous Collective Empty Lots to Gardens Collective and El Sereno Community Garden Board,

This Saturday, March 28 at 2:00pm will meet at the Eastside Cafe to start a thorough examination of Caltrans' new regulations on property sales. We are starting late but the regulations didn't come in the packet and are not all that accessible --and some of the neighbor-tenants never got a packet. The initial deadline for the comment period is April 13th. Interestingly but not surprising, Caltrans set up the Public Hearings for April 20th and 21st, after the comment period closes. Because of all of the above, Hugo and I are proposing that we (UCT) formally file a petition for a 120 comment period. Hugo has already mentioned this to South Pasadena City and they seem willing to support it. He will also work on getting all the elected on board.

As you noticed, I included the Bungalow Collective, the Empty Lots to Garden Collective and the El Sereno Community Garden Board in this notice. The Bungalow Autonomous Collective has been working (for the last 8 years) with the community to develop the Caltrans Bungalows behind the Eastside Cafe into an Art & Culture Space for the El Sereno Community. The Empty Lots to Gardens Collective's goal is to encourage neighbors to convert the empty lots into gardens, pocket parks or basketball courts. The El Sereno Garden has already been in existence for 9 years and is also on a Caltrans lot that needs to be formally and permanently transferred thru the City to the El Sereno Community Garden Board.

We are all affected by the sales of these Caltrans' properties. Together we will approach the work to develop the fairest sales regulations possible. We can approach this work as a whole community. Although each collective has a different focus and work, we are much stronger if we approach this as a whole community.
