EXECUTIVESUMMARY

Foundedin 1920,HartnellCollegeisone of theoldesteducationalinstitutions inCaliforniaand operatesthreecampusesin theSalinas Valley:theMain Campus at411CentralAvenuein Salinas,whichopened in1936;theAlisalCampus(formerlyEastCampus) at1752E.Alisal Street inSalinas; and theKing CityEducationCenterat117N.SecondStreetinKing City, locatedin southernMontereyCounty.TheKingCityCenter celebrateditsten-yearanniversary in2012.Thecollegealsodeliverson-siteinstructionatcommunitiesthroughout itsDistrict.

Thecollege’snearly10,000students (7,100FTES)are diverse,withLatinostudents accounting for morethan60percentof enrollments,reflectingthegreatercommunitypopulation.Many studentsarethefirst in theirfamilytoattendcollege,andmanyspeakSpanishastheirprimary language.Hartnell hasearnedthefederaldesignationas a Hispanic ServingInstitution.In2012, thecollegewasawardedtwoTitleIIIHSI STEM andArticulationgrantsforthepurposeof improvingstudentaccessandsuccessforunderrepresentedgroupsin theSTEM disciplines.

With more than halfof theDistrict’spopulationliving below thepoverty levelof income,the collegeprovidesan opportunityformakingasignificantsocialandeconomicimpacton the communityandthelivesof theindividuals.

HartnellCollegeiscommittedtoensuring studentequitythroughouttheprogramsandservices itoffers,asisevidencedinBoardPolicy5300:

The Boardiscommittedto assuring studentequityineducationalprogramsand college services.The CEOordesignee shallestablishandimplementastudentequityplanthat meetstheTitle5 standardsfor suchaplan.

HartnellCollegefurthersupportstheimportanceofequitybyincludingit as oneof thetenets ofits corevalues:

HartnellCollegebeganthedevelopmentof theStudent EquityPlanbyinvitingfaculty, management,staff,students,andcommunitymemberstoparticipateintheprocess;asa result,theSEP WorkGroup includesparticipantsfromtheaboveconstituents,who havebeen meetingregularlytodiscuss andanalyzedata andtodevelopthenarrative,goals,activities, outcomes,andbudgetfor theplan.Thechairof thegroupmeetsweeklywith theSSSP/SEP

(StudentSuccessandSupportProgram/StudentEquityPlan)SteeringCommittee.Upon completionof theplan,itissharedwiththe councilsandcommitteesthatcomprisethe College’s participativegovernancestructurebefore being submitted tothe Board of Trustees and theChancellor’sOffice.

The SEP WorkGroupexaminedstudentequitysuccessdatabyusingthetools recommendedin the“UpdatedStudentEquity Plan”documentaswellaslocalcollegetools. Data was discussed andanalyzed inthe frameworkof thefivestudent equitysuccessindicatorsasidentifiedby the BoardofGovernorsin 2001:

Theunderservedstudentgroupsshown in thetable belowweredeterminedusingthepoint- gapmethodologypresentedin theStudent EquityPlantemplate. The SEPWorkGroup,under theguidanceof oneoftheCollege’sresearchanalysts,identifiedthosegroupsin each of the successindicatorswhoseeducationalperformanceisindicativeofdisproportionateimpact.The WorkGroupdiscoveredthatthereareseveraltargetgroupswhoappearinmultiple success indicatorsanddesignedactivitiesthat cansupport thesestudentsusingmultipleapproaches.
