PATIENT TRANSPORT OFFICER
Sydney Metropolitan Area – primarily Summer Hill and Regents Park
Position No: 17/13
Starting base salary is $45,374 pa. The maximum base salary level (Year 2) is $47,399 pa. Shift penalties and overtime are paid in addition to base salary.
We are inviting applications from highly motivated people of either gender with a strong sense of community spirit to train as Patient Transport Officers. Ambulance encourages applications from Aboriginal people and those people from cultural and linguistically diverse backgrounds.
Duties:
As a Patient Transport Officer you will be responsible for transporting routine and non-emergency patients between health-care facilities and private residences. You must be able to deal with a wide variety of people as your work will involve continuously liaising with Ambulance and health-care employees, patients and the general public in a calm and professional manner.
Selection Criteria:
· Effective interpersonal, listening, written and verbal communication skills.
· Demonstrated ability to work independently with limited supervision and as a team member.
· Willingness to work shiftwork/rotating shifts.
· Physically capable of transferring patients, loading/unloading and assisting patients on/off stretchers and in and out of transport vehicles.
· The ability to use various types of computerised technology and willingness to undertake appropriate training.
· Holding as a minimum, either an Australian Provisional (P2) or an Australian Unrestricted Driver’s Licence upon application, and holding as a minimum prior to commencing employment, a Light Rigid Driver’s Licence (manual specification).
· A good driving history with a loss of no more than 6 demerit points in the last 3 years and no licence cancellation in the previous 2 years. In addition, Ambulance will review your entire driving history.
· Evidence of protection against the following infectious diseases; Diptheria/Tetanus/Pertussis, Hepatitis B (only the first dose is required by the closing date of application), Measles/Mumps/Rubella, Chicken Pox, Assessment of Tuberculosis (TB) status by the closing date of applications.

1. PURPOSE OF POSITION
Patient Transport Officers (PTOs) provide a high standard of care and transportation of routine and non-emergency patients between health-care facilities, clinics and private residences.
This will involve liaison with other Ambulance and health-care employees, patients and the general public to undertake timely and efficient transportation services.
2. ORGANISATIONAL RELATIONSHIP

3. ORGANISATIONAL CONTEXT OF POSITION
The Ambulance Service of NSW provides, conducts, operates and maintains emergency health transport, rescue and patient transport systems for the State of NSW. It is one of the largest Ambulance services in the world servicing a population in excess of 7 million, employing approximately 4,300 people plus approximately 250 volunteers at over 300 locations, operating a fleet of more than 1500 Ambulance and other vehicles, with an annual expenditure budget in excess of $650 million.
The Ambulance Service of NSW is a division of the NSW Ministry of Health. The Health Services Act (1997) and Part 3A Health Services Regulation 2008 is the legislative framework under which the Service functions. The organisation is managed from State Headquarters located at Rozelle.
The vision of the Ambulance Service is "excellence in care". The Service recognises that quality of service, equity, meeting community needs, investing in our people and organisational performance will be the basis for the development of the Ambulance Service future. Key objectives of the organisation are contained within the Service's Corporate Plan.
4. NATURE AND SCOPE OF WORK PERFORMED
PTOs will provide a high standard of care to non-emergency patients who do not require active clinical intervention during their transportation between health-care facilities and private residences, with or without the assistance of an escort or carer.
This includes receiving transport bookings by Mobile Data Terminal, telephone or radio from Control Centres and undertaking patient movements in a timely, coordinated and efficient manner.
As many patients are unable to walk or have limited mobility, PTOs are required to be proficient with the use of stretchers, wheelchairs, and other relevant equipment. PTOs are required to liaise with colleagues, patients and employees of other health-care providers and accurately complete Patient Health Care Records.
On occasion PTOs may be required to undertake other duties as deemed appropriate by the Ambulance Service of NSW.
5. CHALLENGES / PROBLEM SOLVING AND DECISION MAKING
· PTOs need to be able to navigate effectively between various locations.
· Undertake planning and route navigation with respect to efficient service delivery, especially when transporting multiple patients.
· Be resourceful and exercise lateral thinking to overcome unplanned difficulties that may occur during service delivery.
· Maintain effective radio communications with Control Centre Officers.
· Need to act effectively in cases of emergencies where a patient requires immediate or life-saving treatment.
6. COMMUNICATION
PTOs are required to communicate with health care providers, patients, relatives, the general public and other Ambulance employees.
On occasions patients and others will be seeking guidance and assistance from PTOs, which should be given in a professional, tolerant and calm manner.
A requirement of the position is the use of communication equipment such as radio, Mobile Data Terminal and telephone in a proficient and professional manner.
PTO’s are required to demonstrate clear written communication skills and may be required to provide written reports to senior officers.
PTOs require sound interpersonal and negotiation skills.
7. KEY ACCOUNTABILITIES
· Provide care and transport of non-emergency patients between health care facilities and private residences.
· Ensure the patient receives appropriate care at all times, which may occasionally require the PTO to request Paramedic assistance.
· Undertake daily vehicle maintenance and inspection including:
· Visual inspection and reporting of damage to the supervisor;
· Checking of fuel, oil, tyre pressures, obligatory lighting and water levels;
· Internal cleaning of the vehicle as required to conform with infection control standards;
· Washing and polishing of the vehicle exterior; and
· Checking and restocking oxygen and first aid supplies to the required levels.
· Communicate and assist where necessary with health care workers and other Ambulance employees to enable a team approach to problem solving.
· Accurately complete Patient Health Care Records that comply with the ASNSW SOP 2009-025 as amended from time to time.
· Take responsibility and accountability in meeting performance indicators as they relate to the position.

Alternatively, a current green Provisional (P2) Light Rigid Australian driver’s licence (manual specification) with no driving infringements. *A Light Rigid licence is required prior to commencing employment. An Unrestricted or P2 licence by the closing date of application is mandatory.
· A good driving history with a loss of no more than 6 demerit points in the last 3 years and no licence cancellation in the previous 2 years. In addition, Ambulance will consider all convictions, particularly those relating to driving while under the influence of drugs or alcohol, speeding, reckless driving, dangerous driving or those leading to loss of licence regardless of when it occurred.

FREQUENTLY ASKED QUESTIONS ANSWERED
1. What do I have to do to submit a complete application for employment?
Please complete an Application for Employment form, include a brief resume, copies of your Driving History from each Australian State and any other countries where you have lived and driven for more than six months within the past ten years (please obtain the NSW Driving History over-the-counter at a NSW Roads and Traffic Authority - not online), your vaccination records showing you meet our vaccination requirements and photocopies of your Driver’s Licence, Birth Certificate/Australian Passport and four (4) passport sized photos. You may also submit copies of education results and qualifications in support of your application. Please provide certified photocopies with your Application for Employment form by 5pm on the closing date advertised (this is the date that the Ambulance Operational Recruitment Section needs to receive your application). Applicants who do not include these necessary documents may not be invited to attend suitability testing/interview.
2. How do I get the copies of my original documents certified?
Photocopies of your documentation need to be certified and this can be authorised by a Justice of the Peace, Australia Post agent, legal practitioner, pharmacist or by a medical practitioner. We will ask you to provide your original documents at a later time, for example if you are invited to attend an interview.
3. I am having trouble gaining my Driving History from another country, what do I do?

4. Do I have to provide written answers to the Selection Criteria in my application?
You don’t need to provide written responses to the selection criteria in your application, however, you will be assessed against these criteria at the following stages of selection; application, suitability testing, interview, Working With Children Check, health assessment, referee checks, conduct and service checks.
5. What happens if I don’t have my vaccination records?
A copy of the vaccination verification form (form 188) can be found on our website. Ask your doctor to provide you with written documentation to verify you have been vaccinated against the following infectious diseases; Diptheria/Tetanus/Pertussis, Hepatitis B, Measles/Mumps/Rubella, Chicken Pox and please provide an assessment of your Tuberculosis status by the closing date of applications. You must have at least one dose of the Hepatitis B vaccine by the closing date of applications. You cannot be offered employment unless you meet the vaccination criterion. There are a limited number of positions so to avoid disappointment please commence/complete your vaccination straightaway.
6. I am an Aboriginal person and would like apply. Is there anything else I need to provide in my application and who can I contact within Ambulance for assistance?
Confirmation of Aboriginality is required if you wish to apply for our Aboriginal Pathway for Patient Transport Officer. There are several ways you may confirm your Aboriginality, including any of the following evidence in writing -
· Membership of a Local Aboriginal Land Council, or
· A certificate or paper confirming Aboriginality from a recognised Aboriginal organisation with a common seal, or
· References from two or more Aboriginal community members or elders who are not directly related to you and including their contact details.

7. Is this job open to both male and female applicants?

8. Am I too old or too young to be a Patient Transport Officer?
There is no age restriction. Applicants do need to satisfy the Ambulance Service of NSW’s mandatory licence requirements and the health assessment.
9. What type of driver’s licence do I need to apply and how many traffic infringements am I allowed to have?
o Holders of provisional (P2) driver’s licence are eligible for employment providing they have a driving history with no traffic infringements at all.
o Unrestricted licence holders have a different set of driving history criteria ie. No more than 6 licence points lost in the last 3 years and no cancellation of licence in previous 2 years. In addition, the Ambulance Service will assess all convictions, particularly those relating to driving whilst under the influence of drugs or alcohol, speeding, reckless driving, dangerous driving or those leading to loss of licence regardless of when it occurred.
