3.Police Report
There were no crimes reported for the month of September.
Outer North East ‘Operation Darker Nights’ will be in place as darker nights approach. High visibility patrols will be conducted in targeted areas. Communities will be informed of any emerging crime trends and offered crime prevention advice.

7. Parish Development Matters
Neighbourhood Plan
The Neighbourhood Plan consultation period has now closed andthewebsite results have been collated. Every home and business in Thorp Arch received a hand delivered questionnaire. There was an overall response rate of 18%, which whilst disappointing, is reasonable for this sort of consultation. Of the responses returned there was full support for the plan of policies.
The next step is to analyse the responses received and representations made by Consultee / Stakeholders, respond where appropriate and report back.
TATE
The Parish Council have appointed a planning consultant: ‘Northern Planners’ to work up their response to the TATE application. A draft proposal should be available this week for discussion and agreement. It was agreed not to exceed the budgeted amount of £2000 for the services of consultants on the current application.
Resolved: not to exceed the sum of £2000 for the services of planning consultants for the current TATE application.
HCA Update
The Parish Council have submitted their support forHCA’s application for 23 houses on the former prison social club land, however they object to proposals housing allocation under the revised Site Allocation Plan for landto the north of HMP Wealston for the delivery of 142 houses.
Site Allocation Consultation Process
Consultation on the plan will run until the 7th November 2016. Under the Outer North East Site Allocation Plan, TATE remains identified as a general employment site and is not allocated for housing. Concerns over highways issues are sited as mitigating factors for not pursing housing development. Land at Parlington is identified as a new site for up to 5000 homes . The land is currently designated Green belt.
Land to the north of HMP Wealston owned by HCA (H227) is identified to deliver 142 houses.The Parish Councilwill be objecting to this site’s inclusion in the Draft SAP
Agreed to send out a note in the Village Diary and Causeway about submission deadlines. Clerk to write.
To consider the Parish Council’s Pre Planning Protocol Process
A draft proposal was circulated and agreed. Clerk to enter into standing orders.
Land at Thorp Arch Grange
The Parish Council will object to theappeal submitted by Sterling Investments against the decision of Leeds City Council to refuse full planning permission for the erection of one dwelling. Their previous objections stand.

AR continuing to explore grants to support the initiative.
Remembrance Sunday
Two Remembrance services will be held at the Memorial on The Green. The first will be held by Lady Elizabeth Hastings School on Friday 11th November at 11.00am. The second will be held on Sunday 13th at 11.00am. Clerk to circulate in Causeway.
Donation to Church
Agreed to donation £200 to the Church vehicular access project, following a request from the Church.
Resolved: to donate £200 to the Church vehicular access project.
Christmas Tree and Lights
Clerk to order Christmas tree for the second Saturday in December. MS to contact the Wilson’s regarding the tree lights.
Report Back from Causeway AGM
The Parish council expressed concerns that Gaby and Paula will be in post as editors for only one more year. Their work is highly valued and a great asset to the community in Thorp Arch. It was agreed to publicise in Causeway the Parish Council’s concern and importance of selecting a new editor or an editorial team to take over when they depart. Causeway finances were reported as healthy following the recruitment of new advertisers. / AR

9. Infrastructure Report
Highways and Footpaths
Work to the Highway onWalton Road and Church Causeway is now underway. On completion, the Parish Council will meet with Highways to agree appropriate measures to restrict speeding vehicles.
There is a recessed area on a grass verge on Wood Lane caused by a HGV vehicle. AR to contact Highways regarding repair.
Grange Avenue
There has been no response from residents on Grange Avenue regarding the poor state of repair of the road. The Parish Council agreed not to pursue this further unless residents express concern to the prison about the matter. / AR
