Ms. Dorothy Miller is the Emergency Management Coordinator for The City of Round Rock, Texas, with a population of approximately 102,000 citizens. She is also an adjunct instructor for the University of Central Missouri, where she teaches a field exercise project course in an online format.

Ms. Miller most recently managed response and recovery efforts during local winter weather and flooding incidents and assisted with the wildland fires in Bastrop, Texas. She was involved in the coordination efforts for the Haiti earthquake and Hurricanes Ike, Katrina, and Rita. She is currently the logistics officer for the Capital Area Incident Management Team.

Prior to her current employment, Ms. Miller was employed at Florida International University in Miami, Florida, as the assistant director of Security and Emergency Management. She served as the first Emergency Management coordinator for the University of Texas at Dallas. Ms. Miller began her career as the director of the Emergency Management and Preparedness Graduate Certificate Program that she developed with local emergency management professionals at the university. She was an executive officer for the emergency preparedness conference for its inaugural year.

Ms. Miller is a founding member of the Foundation for Higher Education and Accreditation and the director of the Honor Society, Epsilon Pi Phi. She has also served as the International Association of Emergency Managers Universities and Colleges Committee Region VI Coordinator. She became the first Higher Education Track Leader for the Texas State Division of Emergency Management conference and created a Texas universities task force.

Ms. Miller holds a master’s degree in emergency management and homeland security from Arkansas Tech University, and a bachelor’s degree in community services and disaster management at Empire State College. She is a Certified Emergency Manager (CEM).

Ms. Miller’s interests include continuity of operations, exercise opportunities (including the use of WebEOC as a platform for students), enhancing online coursework, and Incident Management Teams.
