Regular Meeting

The Morgan County Board of Education met in a regular session on Tuesday, March 21, 2017, at 6:00 p.m. at Widmyer Elementary School located at 128 Widmyer Circle, Berkeley Springs, WV.

David Ambrose, President presided. Aaron Close, Pete Gordon, Laura Smith, and John Rowland, Members, and David Banks, Superintendent, were present.

Present were: Administrators – Kristen Tuttle, Assistant Superintendent; Ann Bell, Treasurer; Directors – Kandy Kulus, Russell Penner. Others –Amy Penner, Tammy Jo Unger, Summer McClintock, Rochelle Price, Betsy Smailes, Rhett Beckman, Debra Michael, Richard Michael, Jessica Hansel, Genevea Molnar, Trista Crawford, Kelle Stotler, Pam Ryan, Tama Hiles, Rebecca Lindsey and Betsy Buser. Media – Kate Evans, Morgan Messenger.

I.  Call to Order

President Ambrose called the meeting to order at 6:00 p.m.

II.  Pledge of Allegiance

President Ambrose led those present in reciting the Pledge of Allegiance.

III. Roll Call

All board of education members were present.

IV. Approval of Agenda and Addenda

A motion was made by Mrs. Smith, seconded by Mr. Rowland, and unanimously passed by those present to approve the Agenda and Addenda.

V. Presentations

A. Eastern Panhandle Conservation District – Jim Michael/Lin Dunham

B. Recognition of teachers from WES who received grant awards

The following Widmyer Elementary teachers were recognized for receiving grant awards during this school year:

Representing Widmyer Elementary School were Rhett Beckman, Geneva Molnar, Rochelle Price, Betsy Smailes, Trista Crawford, Kelle Stotler and Jessica Hansel. A report was provided addressing the following areas: school performance, curriculum, strategic plan, school climate, communication and facilities/maintenance.

D. Distinguished Educator Award

Summer McClintock was recognized as Morgan County’s first Distinguished Educator Award recipient.

E. Middle of Year Student Achievement Benchmark Data – Kandy Kulus/Russell Penner

A motion was made by Mr. Close, seconded by Mr. Gordon, and unanimously passed by those present to approve the Consent Agenda.

The superintendent recommends approval of the following personnel actions as presented:

1.  Jennifer Hobday, Substitute Teacher, County, effective beginning March 22, 2017.

·  Resignation

1.  Heather Shutte, 2nd Grade Teacher, Widmyer Elementary School, effective at the end of the day on March 24, 2017.

2.  Wendy Baracka, Itinerant Counselor/Social Worker – FLEX, County, effective at the end of the day on June 30, 2017.

B.  Service Personnel

1.  John Marra, Long-Term Substitute Bus Operator – during a Leave of Absence, Transportation, effective beginning March 27, 2017 through the end of the school year.(017-241)

·  Unpaid Leave of Absence (Extension)

1.  Tammera Painter, Bus Operator, Transportation, From March 24, 2017 to May 2, 2017 for medical reasons.

C.  Extracurricular/Extra Duty Assignment

1.  Dylan Rowzee, Assistant Varsity Baseball Coach, Paw Paw Schools, effective for the 2016-2017 season, contingent upon having enough athletes to field a team.(017-230)

2.  Jeffrey Palmer, Volunteer Assistant Track Coach, Paw Paw Schools, effective for the 2016-2017 season.

A motion was made by Mrs. Smith, seconded by Mr. Gordon, and unanimously passed by those present to approve Agenda Item X.

A.  Approve selection of Williamson Shriver Architects for the architectural and engineering services for the Berkeley Springs High School Needs Project.

A motion was made by Mrs. Smith, seconded by Mr. Ambrose, and unanimously passed by those present to approve Agenda Item XI.A.
