  1. Approval of May 31st, 2017meeting notes.
  1. Annual Validation Update
  • All TDSPs (TNMP, AEP, Oncor, CNP, and Sharyland) have completed their submission of 814_20s for the Annual Validation process
  • Nikki will be providing an update on 10/2 (as planned in the AV process) to all TDSPs on the status of the requested 814_20s and note any missing
  • To address a few earlier questions regarding current methodologies and the number of “flip-flops” on Annual Validation, Nikki presented the attached presentation.
  • To summarize answers to the following questions:
  • Do a large number of “flip flops” occur year over year? With the current process, only an NIDR meter can “flip flop” year over year. IDR meters (AMS meters included) can only flip every other year. Analysis results in less than 0.11% changes for AMS meters from 2015 to 2017, so minimal.
  • Are the current algorithms working effectively? YES
  • Does weather impact the revisions? YES, winter extremities impact profiles-- the colder the winter, the more likely to have a higher number of changes from RESLO to RESHI. The more mild a winter, the few # of changes. For example…
  • 2015 AV reviews winters of 2013, 2014, and 2015. All three were relatively cooler winters and resulted in 78, 656 from RESLO to RESHI
  • 2016 AV with cool winter of 2013 dropping from review, only 21,089 moved from RESLO to RESHI
  • 2017 AV with three warm winters, only 15,734 moved from the RESLO to RESHI
  • NEXT STEPS for improvements of AV process…
  • Once an ESI proves it responds to cold temperatures, RESHIWR profile should remain (this would exclude the default profiles when creating ESIs)
  • ERCOT will research if this will result in an unrealistic # of ESIs on the RESHI profile
  • Changes to the R Square (correlation) factor
  • Only review the NIDR ESI for load profiles – this was discussed yet not supported by REP since profiles are still utilized for quoting process and important the profile represents the consumption pattern
  • Another suggestion was to review the submittal of the 814_20 process by the TDSPs and if there was an alternative perhaps through the extract --- at this time, the TDSP owns the maintenance of the ESI and this is accomplished through the 814_20 process.
  • There was also some discussion around criteria for a “cold” winter, yet not pursued further
  • At the next PWG meeting, the proposal for an ESI to remain at RESHI once it proves it responds to cold temps will be discussed further and if agreed upon, an LPGRR will be drafted for review at COPS

  • Desired Effective date February 2018 for 2018 AV process
  1. Open ACTION ITEM: continued review of protocol language supporting “out of compliance” issues for Annual Validation or Weather Sensitivity activities. The working group will continue to research specific language.
