Mitigation Conditions Revisions

  1. General: New Hope Resource Center shall maintain and fully enforce a Code of Conduct which mitigates identified impacts pertaining to all clients/visitors, volunteers and staff, the current iteration of which is contained in Attachment B. Any future version of said Code of Conduct shall be adequate [f1]to address potential operational issues associated with, but not limited to, client/visitor behavior, site security, staff/volunteer responsibilities and training, property maintenance, neighborhood & community relations and interactions with City department.
  1. Aesthetics: Prior to, and as a condition of, the next renewal of a City Business License (i.e. on or before 1/1/17) New Hope Resource Center shall install perimeter fencing/gating around its property, as proposed in preliminary plans reviewed by City staff and consistent with applicable City permits and standards. Said fencing/gating shall be locked during those hours New Hope is not open for clients. Suitable sight-obscuring fencing material is to be used along the southern and western property perimeters; the balance of the fencing (abutting 5th Street SE and Spring Street) shall not be sight-obscuring so as to permit City/Law Enforcement monitoring of the property for public safety and related purposes.

Proposed Aesthetics: Prior to, and as a condition of, the next renewal of a City Business License (i.e. on or before 1/1/17) New Hope Resource Center shall install perimeter fencing/gating around its property, as proposed in preliminary plans reviewed by City staff and consistent with applicable City permits and standards. Partiallysight-obscuring fencing material is to be used throughout the fencing to create general sight-obscuring and still permit City/Law Enforcement monitoring of the property for public safety and related purposes.

  1. Privacy slats will be used to partially obscure sight, which will allow persons coming close to fence line to observe activity (i.e. Law Enforcement.)
  1. Aesthetics: New Hope Resource Center shall routinely monitor[f2] the condition of the City right of way portion at the intersection of 5th Street SE-Spring Street SE (i.e. the grassy area abutting New Hope’s parking lot) and shall remove tables or other similar items if placed there by New Hope’s clients or visitors.
  1. Public Safety: New Hope Resource Center shall maintain a qualified, licensed security guard, from an independent company, who has received an applicable license from the Washington State Department of Licensing. Such security guard shall remain on the premises during all Center hours of operation, as well as for at least one hour before and one hour after said hours of operation each day. During all hours of operation, New Hope shall maintain at least two staff members to monitor client conduct – one inside the building and one outside of the building. The above-cited security guard may serve as one of those two positions.

ProposedPublic Safety: New Hope Resource Center shall maintain a trained security person. Such security personshall remain on the premises during all Center hours of operation, as well as for at least one hour before and one hour after said hours of operation each day. During all hours of operation, New Hope shall maintain at least two volunteers to monitor client conduct – one inside the building and one outside of the building. The above-cited security personmay serve as one of those two positions.

a.Based on John’s findings, identify level of training and whether this level of training requires us to hire this person instead of it being a volunteer.

  1. Proposed Public Safety: Prior to, and as a condition of, the next renewal of a City Business License (i.e. on or before 1/1/17) New Hope Resource Center shall enter into a Trespass Agreement with the City of Puyallup, in a form as acceptable to the City, authorizing the Police Department to enter the Resource Center property in order to enforce the trespassing of persons engaged in conduct which is unlawful and/or disturbs the peace or otherwise jeopardizes the health, safety or welfare of people or property.

NOTE: If this goes into place prior to a fence going up, our concern is those who are trespassed from actual city right-of-way (believing it is New Hope’s property), the trespass will still be attributed to New Hope’s calls for police service. If the fence is up, it should negate this issue. There will still need to be some sort of awareness training for police officers so the correct Trespass order is issued for the correct property.

  1. Public Safety: New Hope Resource Center shall maintain, and conspicuously publish to the community a phone number that will be staffed at all times and which can promptly respond to any public inquiries or complaints regarding New Hope clients/visitors or operations.

ProposedPublic Safety: New Hope Resource Center shall maintain, and conspicuously publish to the community a phone number that will be staffedfrom 7:00 am-10:00pm Monday-Saturday, and which can promptly respond tonon-emergent public inquiries or complaints regarding New Hope clients/visitors or operations on New Hope property and within a two block [f3]radius of the property. For concerns or complaints that fall outside of the above designated times and days, a message can be left and will be addressed the next business day.

  1. For recorded messages that occur during the staffed time periods listed, callers will be returned within 2 hours.
  2. If the complaints/concerns are not related to New Hope guests, property or operations, callers will be referred to the appropriate services.
  3. If the calls are of an emergent nature, callers will be instructed to call 911.
  4. New Hope will keep a log of incoming phone calls and disposition
  1. Public Safety: Prior to and as a condition of, the next renewal of a City Business License (i.e. on or before 11/1/17) New Hope Resource Center shall install additional exterior lighting that is sufficient to illuminate the cartilage of the Center property.
  1. Public Health/Sanitation: New Hope Resource Center shall routinely monitor their property and nearby public places [f4]for possible trash and debris which are attributable to New Hope clients or visitors and pro-actively clean-up said debris.

[f1]ASK JOHN: We want to understand what they mean by adequate…what is their definition and does it match with ours? Can they remove it?

[f2]ASK JOHN: We want to know what the word monitor means…the guests or trash/picnic tables, etc.

[f3]ASK JOHN: This is what we consider our “impact area”, but is not actually on our property, but is us being a good neighbor and extending our behavioral influence, like they do at the Rescue Mission. Should this be in the condition itself, or as a note ?

[f4]Clarity on this term…how nearby is “nearby”. What is considered “public places”?
