Ladies/Gentlemen:

The State of Maryland conducted a Pre-Proposal Conference on February 26, 2015, at the Department of Labor, Licensing and Regulation (DLLR), 500 North Calvert Street, 2nd Floor Conference Room, Baltimore, Maryland 21202. An Attendance List is issued with this summary in a separate document. This Summary documents the Pre-Proposal Conference. The Procurement Officer convened the conference around 10:00 a.m. and recognized the State personnel present as identified above. Attendees were informed that a summary of the Pre-Proposal Conference and a copy of the sign-in sheet would be mailed to them. The Procurement Officer stated that there would be a review of sections of the Request for Proposal followed by a Question and Answer period. Attendees were also informed that questions could be asked at any time.

  • Allan Robinson reviewed the Minority Business Enterprise (MBE) and Veteran-Owned Small Business Enterprise (VSBE) programs, contracts goal and required forms as set forth in the RFP and informed that the MBE and VSBE goals was changed from 33% to 27.5% (MBE) and 1.5% (VSBE) because of calculation errors and the changes would be spend by way of addendum. He also informed that the MBE Utilization and Fair Solicitation Affidavit and MBE Participation Schedule must be included with the bid/proposal for any solicitation with an MBE goal greater than 0%. If the Bidder/Offeror fails to accurately complete and submit this Affidavit and Schedule with the bid or proposal as required, the Procurement Officer shall deem the bid non-responsive or shall determine that the proposal is not reasonably susceptible of being selected for award.
  • Attendees asked several questions at the conference. At the conclusion of the Question and Answer period, Latesa Thomas informed all attendees that the questions addressed during this Pre-Proposal Conference will not be official and binding until they are responded to in writing. She noted that questions asked at the Pre-Proposal Conference would be answered in writing only if the questions were submitted in writing. Answers provided to questions raised at the Pre-Proposal Conference may be subject to clarification. No answer or other statement given at the Pre-Proposal Conference can alter or amend the RFP; only a formal amendment can change the substance of the RFP. In the event that any substantive issues arise necessitating an amendment to the RFP, all Offerors known to have received a copy of the solicitation in the past must now be registered on the eMaryland Marketplace in order to receive all future documentation.
  • The attendees were reminded that responses to questions and other general discussion did not change the provisions of the RFP and that only a formal Amendment can change RFP requirements. Responses given at the conference are intended to aid in understanding the State’s requirements. The Conference was adjourned around 11:15 a.m.
