Minutes of the Meeting of Buckden Parish Council held on Monday 11th July at 8.00pm in Buckden Parish Institute.

1.  in Attendance: Mr. G. Schofield (Chairman), Ms. A. Peters, Mr. C. Clarke, Mr. T. Akrigg, Mr. T. Berry (Clerk)

Apologies were heard from DC Mr. J. Roberts & Mr. P. Breen.

2. Minutes of the previous Meetings.

The amended Minutes were accepted as a true record. This was proposed by CC and seconded by AP.

3. Declaration of Interests.

No Councillor declared any pecuniary or personal interest in any item on the Agenda when invited. The result of which may have made a difference in the outcome as decisions are being made.

4. Matters Arising.

4.1  Road surface at Fleet Moss; camping at Deepdale. This is being followed up by CC Mr. J. Roberts as arranged at the June Meeting. Refer to August Meeting. Concerning the camping issue, there is nothing that can be done under the 28 day ruling. The NP have no obligation to supply toilet facilities and the local farmer is asking the campers for a fee to help offset payment for clearing up the area when the campers leave.

4.2  Solar Panel installation in the National Park. (ref: 6614) GS asked that this matter be referred to the August Meeting with reference to the implementation of Article 4.

4.3 Response to request from Netherside School. (ref: 6675) – noted.

4.4 Response to request from Mr. David Pitt re: Pennine Journey Project. (ref: 6647) – noted.

4.5 email – C.C. Mrs. S. Marshall re: timetable for Supermobile Library.(ref: 6711) – NYCC – Julie Blaisdale re: withdrawal of library services. (ref: 6730) CC SM advised that although there were dates for the stopping of the current mobile library van, there was no date notified of the Supermobile starting.

4.8  email – O’Reilly re: Clerks PAYE. (ref: 6728) – noted. See Finance section. Following the Councillors acceptance of the ‘Risk & Countermeasures document the Council records were to be now kept on a memory stick held by the Chairman GS. This would be updated on a monthly basis. The Register of Members Interest were made on the acceptance of role document and reviewed on a Meeting by Meeting basis as the Clerk asked for this declaration at the beginning of each Meeting, so a separate document was not thought to be necessary.

4.9  Communication from Mr. G. Schofield to Julian Smith MP re: Buck Inn. As the Buck Inn is now tenanted, this now was unnecessary.

5. County Councillors report

5.1 GS invited CC SM to give her report. CC SM thanked GS and informed the Meeting that there was not a lot to report this month. Following the enthusiastic response to Upper Wharfedale’s resident’s response to the document for increased broadband speeds, there had now been a Councillor appointed to pursue this interest.

As reported earlier she had no news as to when the new Supermobile was due to start.

Mrs. SM reported that she had been very busy with Health Care issues but as yet had nothing to report.

7.3 As Clerk’s remuneration could not be made at the June Meeting when it had been due, it was discussed here. Now the Clerk is employed on a more formal basis following the PAYE decision, he asked Council to study the nationally agreed pay scales as the current pay rate £10.32 does not appear on the agreed hourly rates. It was agreed to pay at the SCP 23 rate viz £10.498 hourly rate.

8. Planning.

9. Any other business.

9.1 A Parishioner complained that although living on the main road he was woken at approx 4.00am by empty wagons driving through the Village. On discussion these were identified as ‘Biker wagons’ on the way up to Middlesborough. County Councillor to follow this up through Highways.

9.2 A Parishioner thought the grey signs on the village Green were an eyesore. Knowing they carry important signs for display in the winter but the summer could these ‘boring signs be improved. No one could think of an immediate suggestion so was to be referred to the August Meeting.

9.3 A Councillor noted that there were some tyres in the layby on the Cray Road, Clerk to organise their removal.

9.4 A Councillor asker for an enamel ‘dog fouling’ notice. Delivered.

All business being completed, the Chairman closed the Meeting at 9.10pm.
