CLASS TITLE:LIBRARY PROGRAM SPECIALIST - SES

This is professional work providing technical assistance and direction for a statewide program of library services in public and state institution libraries and includes working with state and local governments, library administrators, and government appointed library boards, providing leadership and recommending diversified library programs.

  • Provides technical assistance at the state level to state and local government agencies in the development and implementation of library programs, the identification of continuing education needs and the arrangements of training resources; develops new and/or expanding library programs; reviews and analyzes systems, funding options and programs in relation to state and national standards, local and state comprehensive growth management plans, and state and federal laws, rules, and policies.
  • Provides technical assistance in project planning and implementation, assists in reviewing, monitoring and evaluating state and federal grants designed for the establishment and development of library programs and the construction of facilities.
  • Provides leadership in the development of and participates in the coordination of programs among different state, local, and community organizations and agencies in order to minimize the duplication of activities and promote efficient and cost effective library networks on the national, state, and local level.
  • Assists in developing systems and programs to respond to anticipated future conditions and recommends policy that affects the development of statewide library and information services.
  • Plans, coordinates and/or presents statewide and regional library conferences, meetings, and workshops.
  • Provides consultative services on comprehensive planning, establishing library systems and networks, developing and evaluating programs, and the obtaining and managing of resources.
  • Supervises clerical and/or paraprofessional staff.
  • Performs related work as required.
