Further discussion on the business plan will occur later in the week. Molly Bressen will be assuming the role of Director of Education for HL7 on the 6th of June. She has a strong background in education and liaison and will action the international strategic plan.
There is a new member type of Caregiver - the link to those who actively provide care as a liaison to their professional societies and those who are reliant upon HL7 for their information exchange.
A new work group - Mobile Health begins its activities this week. This arose through inquiries from other organisations globally to develop specifications to support mobile computing in healthcare. The scope and limits of this group are still being clarified.
they have developed a host of materials with international offices. They are developing tools and participating in development of business plan communications.
There is a new logo for use for EHR - labeled care connected by….HL7
Kai Heitman was congratulated on his development of a significant magazine for HL7 Europe.
Economics of interoperability is an eHealth initiative in Europe. There is growing interest in this area and HL7 are seeking contributions from those interested in pursuing or engaging with this initiative.
HL7 Genomics is seeking to work with other standards organizations to assist in the rapid developments occurring in this area around the world.
Trifolia provides a library of templates for CDA, the ability to re-use the CDA templates and a tool for template creation. Trifolia availability as an open product is yet to be finalized but attempts to move it in that direction are occurring. Anyone who has access to the HL7 HIT web site can currently gain access to these tools.
FHIR, developed by Graeme Grieve will be made open source and tutorials are available today.
Pharma is working in collaboration with CDisk and other regulatory agencies. The regulatory bodies are becoming more interested in HL7 in order to connect systems and provide care more seamlessly.
The Joint Initiative Council met last week and continues to seek mutual ways of progressing standards.
In the USA the SCO the SDO (Standards Development Organizations) Collaborative Organization has similar objectives to the JIC and may offer additional models for collaboration and coordination.

Austin Kreisler presented an update from the TSC
·  29 projects approved since the last meeting (7 less than the previous time)
·  10 projects withdrawn (5 more than previously) which indicates that projects and their utility are being reviewed
·  8 standards have been published (this is 1 more than at the last meeting)
·  0 standards withdrawn
·  40 standards were balloted (this is 21 more than previously)
·  Government Projects working group has been dissolved and EHR work group has taken on the activities of this group.
The backlog of projects continues to grow, but it is not growing so quickly. There are 252 active projects (257 at the last meeting) most are standards, but not all.
A new project scope template will require all steering divisions to review the health of individual projects.
TSC members include: Giorgio Cangioli (affiliate), Ravi Natarajan (Affiliates) Ed Tripp, Mead walker, George Beeler, Tony Julian, Calvin Beebe, Pat Van Dyke, Patrick Loyd, Frieda Hall, Charlie Mead Ron Parker Helen Stevens and Don Mon.
The TSC is working on the SAIF Implementation Guide - services aware interoperability framework is being rolled out across the organisation. This will tell how HL7 will use SAIF to develop standards going forward. The volunteers working on this have moved on to FHIR so the OO Composite Order project is wanting to pilot SAIF behaviour framework but need the implementation guide to assist them to do this. CDA Release 3 is another project involved in the SAIF architecture project.
Strategic projects include SAIF methodology to show how various HL7, IHE and OMG immunization related artifacts can be deployed to satisfy immunization interoperability use cases - Cross - Paradigm Interoperability implementation Guide for Immunizations.

Active Tooling Projects
·  Model automated exchange (MAX) - this is about the exchange of the models themselves, rather than exchange of the instances of the models - formats for exchanging the models themselves.
·  Template interchange pilot - is a format for exchanging templates - funding is being sought on this topic
·  HL7 will participate in an Open Healthcare Tooling project
·  Gforge replacement project - is currently on hold. The current service provider will be reviewed after this meeting.
·  HL7 was working on a tooling challenge but postponed while they coordinate with SPARX on funding of the challenge.
·  Tooling =workgroup continues to engage with working groups which need tools and are endeavouring to increase non-tool developers' active participation in tooling projects. Call for participation in tooling to assist in building and specifying tools
·  Fast Healthcare Interoperability Resources. The original idea came from Grahame Grieve. This work has come into HL7 and the technical artifacts are now hosted by HL7. TSC is working with Grahame and the AFHIR team on the processes for further development and HL7 balloting of FHIR. 8.  International Council Marketing Communications Plan
HL7 international council want to highlight the breadth and value of the work done.
Draft stakeholder analysis has been undertaken. Key messages include Affiliate legal and constitutional constraints, Affiliate HL7 is the territory
Advisory policy needs to face a range of policy priorities and demands from around the world, not just the USA.
Marketing council - US centric approach turns off stakeholders and the money making approach to education and initiatives does not go down well with the broader community. / Philip Scott
9.  eHealth Programs in South Africa
National systems and a national committee with each of the provinces health governments, medical research council and other invited people meeting every two months.
Coordination of activities in the provinces and to apply standards. Systems which are running nationally across the country include district health information - aggregated data for a national indicator data set. There are 60 indicators. ETR.net is an electronic register which collects information about patients with TB.
Anti-retroviral treatment (Tiered monitoring program - from simple collection to database and their 3 as a full EHR system.
In the western cape province there is an electronic medical record system, connected to a central patient master index. 2 years ago the minister for health proposed a moratorium on public sector eHealth as there was no standardization, too many failed projects. They were unable to proceed without an eHealth strategy which is due for publication in the next week or so. The provinces have a wide range of software used and no significant continuity of vendors. Many of the systems are self-built systems.
EHealth is seen as the umbrella of vital registration systems, knowledge management, consumer health informatics, telemedicine, her and routine health information management systems with M-health as part of the enabling infrastructure.
The eHealth sector negotiated service delivery agreement has a 10 point plan, including health insurance, and rolling out a national EMR system for anti-retroviral treatment (ART) and a proposed national EHR system.

10.  Semantic Healthnet Project Overview
This work has been looking at a virtual organization to support healthcare interoperability in Europe, to maintain specifications and testing conformance. There is work looking at an ontology based tool to maintain this work.
Related European topics include semantic health and Calliope as a roadmap. epSOS is a project for sharing prescriptions and patient summaries. The European interoperability framework is largely looking at IHE, continua profiles. They are looking for feedback on the epSOS IHE profiles.
Hl7's input is to collaborate and contribute CDA templates. There is of course the issue of which templates and what other specifications are relevant. How is semantic coherence managed across different areas and what should the quality metrics be.
Process issues identified so far, include the need to work out engagement with relevant committees and the IP issues related to the specifications used. The value to HL7 is that this engagement is at EU level engagement. This is quite a challenge to work out how to do this and how to provide feedback. Much of what HL7 are doing is opaque and needs to be much clearer. / Charlie McCay
