JOB DESCRIPTION

Under the authority vested in him by the Board of Trustees to plan, organize and direct the operation of the Vector Control District and to do related work as required.

POSITION CHARACTERISTICS:

The responsibilities and authority of the management are derived from legislation and general policies determined by the Board of Trustees.

The manager serves as the administrator providing overall direction to the activities and operations of the districts. In addition provides planning for short and long range future coordination of vector control services to the citizens of the district.

REQUIRED DUTIES AND RESPONSABILITES:

The managers duties include but are not limited to the following:

1. Be the registered agent of the District and record in the office of the Secretary of the State of Oregon.

2. Act as budget officer for the governing body of the District.

3. Prepare plans for the operation of the district and administer these plans after they have been studied by the Board and subsequently approved.

4. Shall be responsible for all personnel management. Develop a comprehensive training program for employees which will emphasize source control and reduction techniques.

5. Purchase major equipment, chemicals and make other capital expenditures in the name of the District according to the adopted purchasing policy and in a quantity authorized by the Board.

6. Administer all ordinary aspects of the vector control program.

7. Service and maintain District owned equipment.

8. Manage the finances for the District in accordance with the budget established by the Board.

9. Keep the Board informed monthly, or more often, of the progress of the program.

10. Develop a system of financial, operations and entomological record keeping that will enable the board to evaluate the cost effectiveness of the program.

11. Confer with the attorney employed by the District.

12. Maintain communication with other public agencies such as health departments and irrigation districts to affect projects to favor the prevention and control of arboviral vectors.

13. Maintain a district wide arbovirus surveillance program.

14. Identify mosquito species important as vectors and nuisance.

15. Perform mosquito control as a licensed public health applicator.

16. Coordinate air and ground spray operations; review service requests, review and evaluates effectiveness of air spray operations and takes appropriate action as indicated.

17. Supervise the operation and spraying of ULV ground adulticide program.

MINIMUM QUALIFICATIONS:

Must obtain Oregon Public Health Pesticide Applicators License within 30 days of hiring.

Must provide valid Oregon Motor Vehicle Operators license within 30 days of hiring.

Must qualify for a security badge from the Klamath Falls Airport.

Applicant must be legally employable within the U.S.

Must have knowledge of accounting principles, QuickBooks and have budget preparation experience.

Must Qualify for fidelity bonding.

PREFFERED QUALIFICATIONS:

Bachelors Degree from an accredited university in biological science, entomology or public health preferred.

Five or more years experience of increasing responsibility in mosquito abatement or related field of vector control.

Possess a thorough knowledge of administrative practices, principles of organization, fiscal and personnel management, thorough knowledge of vector control program, legislation and practices.

Excellent communication skills.

Prior management experience.
