Minutes of the Parish Council Meeting held on 10November2015 in the Village Hall.

Present: Councillors Mrs. S L Rowlands (Chair), Mrs. P Carr (Vice-chair), W. Cope, P Duffield, C Jacobs, J G Paterson, I Warner, E Seward (NCC) & S Wellerd (Parish Clerk)

L Walker North Norfolk District Council (NNDC) and PCSO Reynolds.

  1. APPROVAL OF THE MINUTES OF THE LAST MEETING.

The minutes of the last meeting were approved and signed as being true record of the business of the meeting.

  1. DECLARATIONS OF INTEREST IN RESPECT OF THE CURRENT AGENDA.

  1. DISTRICT ANDCOUNTYCOUNCILLOR REPORTS / POLICE REPORT.

Cllr Seward reported that the Highways Engineer Justin Le-May is dealing with the overgrown hedges along the A149. Two senior officers including the CEO of NNDC are working part of the time at Great Yarmouth Borough Council and the leaders of those councils are looking at ways to share services. The advice giving tender has been given to Central Norfolk and Norfolk Citizens Advice Bureaux. This will start in January 2016 and will include a facility in North Walsham and an outreach service. Norfolk County Council budget consultation is open for public engagement. Mr Seward also highlighted that the Parish Partnership for highways improvements can include contributing to a pothole repair service.

Police report – village surgeries have been discontinued due to lack of response.

a. Resolved: To contribute towards Clerk’s membership of SLCC (£8)

b. Resolved: To contribute £5 towards Clerk’s transparency training

c. Resolved: To approve application for Transparency Fund grant and purchase of software.

d. Resolved: To approve Parish Council budget for 2016/17 as attached (appendix 2) and retain Parish Precept at £3982 plus Council Tax Grant.

e. Pensions Regulator auto-enrolment.- noted

f. Resolve:To approve purchase of Memorial Wreath £25
