MEETING OF THE RICHMOND BOARD OF SELECTMEN

TOWN OFFICE CONFERENCE ROOM

7:00 PM – WEDNESDAY JULY 2, 2008

1.0 CALL TO ORDER

Chairman Batty called the meeting to order at 7:00p.m., present was Rose Beckwith, Tracy Tuttle, Seth Goodall, David Thompson, Thomas Fortier and Laurisa Loon

2.0 PLEDGE OF ALLEGIANCE

2.1 Moment of Silence

3.0  REQUEST TO APPROVE BOARD OF SELECTMEN MINUTES OF JUNE 19, 2008

Selectman Thompson made a motion to approve the minutes, Selectman Goodall seconded, motion passed (4-0-1) Selectman Beckwith abstained from vote.

4.0  APPOINTMENTS, RESIGNATIONS, PROCLAMATIONS, RESOLUTIONS

4.1  Elect Selectboard Chair and Vice Chair

Selectman Thompson made a motion to nominate Seth Goodall as Chairman, Selectman Beckwith seconded, motion passed (5-0).

Selectman Batty made a motion to nominate David Thompson as Vice Chairman, Selectman Goodall seconded, motion passed (5-0).

4.2  Appoint Russ Hughes and Ed Mackenzie to the Planning Board

Selectman Thompson made a motion to appoint Russ Hughes and Ed Mackenzie to the Planning Board, Selectman Goodall seconded, motion passed (5-0).

4.3  Appoint Tracy Tuttle to the CDBG Loan Board

Selectman Thompson made a motion to appoint Tracy Tuttle to the CDBG Loan Board, Selectman Goodall seconded, motion passed (5-0).

4.4  Appoint Selectboard member to the new Regional School Unit

Selectman Thompson made a motion to table until the next meeting with hopes of speaking to Leighton Carver to see if he as an interest of representing the Selectboard, Selectman Tuttle seconded, motion passed (5-0).

5.0  PUBLIC HEARINGS, PRESENTATION-None

6.0  ADMINISTRATIVE ITEMS- UNFINISHED BUSINESS

6.1  Richmond Days Committee Update-Thomas Fortier

The Town Manager will provide an update on the events scheduled for July 25th & 26th.

·  RBMC vs. various location for the antique car show (Main Street Fuel parking lot)

·  Sally Hoyt not Mary Hoyt (Correct the Richmond Days Schedule)

·  Vendor Tents

·  Marine Patrol on the river

·  Richmond Alumni Association

6.2  Wind Turbine Survey-Burt Batty

The site survey provides qualified applicants with a preliminary assessment of the potential for wind generation at a specific site including average wind speed and expected capacity factor. The goal of the survey is to assist applicants to determine if sites are appropriate for a wind project.

Selectman Batty gave an overview off the possibility of an assessment for potential wind generation and that Richmond will be up for an assessment next year.

6.3 Downtown Streetprint/Sidewalks-Thomas A. Fortier

Review options for street print and downtown sidewalks.

Selectman Goodall made a motion to keep the sidewalks black without any additional color to keep future maintenance cost down, Selectman Tuttle seconded, motion passed (5-0).

6.4 Waterfront Committee-Burt Batty

Selectman Batty drafted a Waterfront Committee description which the Selectboard reviewed. Selectman Goodall made a motion to approve the policy after review, Selectman Tuttle seconded, motion passed (5-0).

7.0  ADMINISTRATIVE ITEMS-NEW BUSINESS

7.1  Heating Assistance-Seth Goodall

Selectman discussion on re-packaging some of the towns current assistance programs and new ideas to help benefit the citizens of Richmond in need.

Selectman Goodall reviewed his ideas/plans for repackaging some of the town’s current assistance programs.

1.  Home Heating Assistance Program

2.  Home Efficiency Loans

3.  Energy Efficiency and Heating Seminars

4.  Day of Caring in October

The Selectman agreed that this program would be a great idea and should be implemented.

8.0 MISCELLANEOUS BUSINESS – ORAL & WRITTEN COMMUNICATIONS

·  50mph Speed Limit Sign on the ground near Acord Auto

·  Route #97 sign 30mph cluttered looking could it be moved

·  Control speed limit on Pleasant Street

·  Some streets are in need of paving

·  Looking into the Riverfront Community Bond Issue

8.3 Town Manager

·  Holding Area will begin its new hours July 12th and offer Single Stream Recycling

·  Hodgdon Yacht Open House July 10th

·  MMA Contract for Municipal Insurance to be signed, Selectman Thompson made a motion to sign the contract, Selectman Batty seconded, motion passed (5-0).

9.1 Request for action regarding all disbursement warrants.

Selectman Thompson made a motion to sign the warrant, Selectman Batty seconded, motion passed (5-0).

10.0  ADJOURNMENT
