A.  Opening comments by Matt Cincera

·  43 lots currently in Great Sky

B.  Property Updates

  1. Front Gates-broke in the winter/jammed
  2. Replaced front lights
  3. Landscaping

·  Developer signed original contract which will lapse in August which really he didn’t do anything

·  Theft of several plants, new and old

·  New landscaper will use his trail camera to see who is stealing plants. Has a motion sensor.

  1. Reserves

·  Base line expenses. Will continue this practice until we have an understanding of expenses.

·  Reserves will continue to build up

  1. Police – Ashe County is responsible to Great Sky neighborhood
  2. Road Maintenance

·  A lot of wear/tear from recent rainfalls especially right before first switchback

·  Roads every year will need to be resurfaced at an approximate cost of $2,600

·  Bill Hart – completed road improvements (added rock & graded)

·  New road D & E lots – not up to the quality as the rest of the Great Sky roads

·  A-1 building

·  E-2 David and Judith Altman second house built

·  Will forward updated lot owner list

·  If you sell your lot, please let HOA know right away

·  Lots D1 & D2 are owned by another developer, Riverview Investment Group & Valley Oak Company

·  Lot 1 is for sale by lot owner

C.  Financial

1.  Larger tracts (A, D & E) are being sub-divided

2.  43 lots

·  $17,200 total dues were collected

·  40 lots paid

·  2 lots just closed and must contact LA Page

·  1 Outstanding lot owner has not paid HOA dues. Will contact Kilby & Hurley, West Jefferson to send demand letter

3.  $13,400 currently in HOA checking account

4.  Expenses paid to-date

·  Electric utility for gate and lights

·  Landscaping mulch and flowers

·  Mowing not needed in 2013 but will in 2014

·  HOA requests that when your builder completes your home they must repair the road and driveway entrance to original condition

·  Snow removal $750 (2012-2013 season)

o  Did not plow entire neighborhood each time

o  Only plows when there is 3 inches

o  2.6 miles total road system

o  7 times the roads were plowed this past winter

D.  Homebuilder Update

·  Blue Ridge handles electric and gas

·  Sky Best – Internet and phone

·  Police – Ashe County

·  Fire – Todd Volunteer Fire Department

·  Hospital – Boone

·  Trash – located on Highway 194…10 minutes away, Not open on Sundays

·  Water – approximately $10/foot to drill

·  Easement Issue with Septic fields – Premier did not get easements recorded. Currently Premier is working on getting these approved. Call Premier if you need assistance.

·  Google Maps – you can now find Great Sky via Google

·  Mailbox – go to post office in Todd

E.  New Business

·  Extended road to larger tracts D & E. Road was not built to the same specification as the existing roads throughout Great Sky.

o  There have been issues already with the condition of this road.

o  Chris Barr added gravel and leveled off

o  No cul-de-sac at end of road for turnaround and this could be an issue down the road when a homeowner tries to sell. Additionally, the snow plow does not have a safe turnaround back down the hill. Cul-de-sac is on record at the end of this new road. HOA unsure who is responsible to bringing this road up to par and who is responsible for building the cul-de-sac?

o  Since all roads are private it is up to the HOA to maintain these roads

o  Concerns are:

Ø  Road has to be brought up to the quality as all other Great Sky roads

Ø  Cul-de-Sac

Ø  Snow removal

Ø  D & E home sites are private

·  When lots are sub-divided each lot owner will pay dues currently at $400 per year

·  Does HOA need liability insurance? Matt to talk to attorney.

·  Gate Code – all open code; will remove this code. Currently 1969 will open the gate. It was reported that 1976 will open the gate as well. It is believed that there are several existing codes. Matt to investigate erasing all codes except emergency and 1969. (Update: the ‘hold open’ code was removed and we believe all other codes have been erased other than 1969)

·  Need to invest in a trail camera for front entrance

·  Carolina West – prepaid cell phone & Internet

·  The Rock! A huge rock fell onto the road. HOA had it blasted and removed at a cost of $500.

o  Issue – is this a lot owners’ responsibility or HOA

o  What about a landslide or other possible rockslides? Matt to ask Attorney what is typical of what an HOA should cover

o  HOA will cover trees falling onto roads

o  FYI…don’t remove stumps after falling a tree so to stop erosion

o  Landscaper – will retain Dan Gamble at $150 per month. Areas will be maintained on a bi-weekly basis. Monthly maintenance includes but is not limited to:

• Weed eating/spraying

• Tending of plants

• Trimming

• Extensive/Basic clean-up

• Clear drainage ditches

o  Center island was discussed – adding stone to define area so vehicles do not destroy plants

o  Animals are eating plants previously but new ones are more resistive to deer and turkeys

o  The road shoulders through Great Sky are not being mowed currently since there is not enough lot owners living in community

·  Winter Plowing

o  Will determine who is living in community during the winter

o  Call Matt if you are coming up during a snowfall and need it plowed to your lot

F.  Questions and Answers

·  Question 1 – Matt, how long was the process of building your house?

o  Closed on lot in April, met with builder June & July, started erecting house July through October and interior October through February. Process is about 6-8 months depending on your builder.

o  Builder did everything:

Ø  Grading

Ø  Well - $10 per foot and $2k for piping. Personal (not shared) well gets 2 gallons per minute

Ø  Cabinets (reserve)

·  Can you build a garage first and then later a house/cabin?

o  Covenants should be followed as specified, please refer to them for any questions regarding your proposed building. The covenants as filed with the county can be found at:
