Requests for Information (RFI’s) for Plans and Specifications
DSL-RFI-008
In the absence of a geotechnical investigation – we feel a site investigation of the subsurface conditions is prudent in preparing our bid.
Site investigations can be scheduled with Zac Hiedeman during regular business hours (8-4:30) M-F.
Site investigations should create minimal disturbance outside the construction footprint, and should not disturb ground below the foundation excavation limits. If native soil below the foundation is disturbed, compaction will be necessary prior to removing equipment from the site. A Forest Service representative MUST BE ON SITE during the investigation.

Question concerning Underground piping that for Electrical and Fiber optic Shared ditch along Cascade Lakes Highway… See attached photos;Large culvert through location for Utilities trench. Please advise how you wish contractor to quote crossing this Culvert. Note Culvert is at about station 8+50.
Contractor will need to trench around this area. Include price in all quotes. Adjacent land is Government Owned.
TSS-RFI-016
Per the roof framing plan on S2.2 they are calling for a 2x14 structural fascia and 2x14 ceiling joist. One detail calls for 1 ¾ x 14 LVL I believe the designer is wanting the LVL on all the 2x14, this is the only way to get a 2x14 can you please advise on this subject.
Per designer: “Use 2 x 14’s where shown on the drawings, and LVL’s where shown on the drawings. 2 x 14’s are available.”

See Spec section 01-7419, Page 2 of 3 Paragraphs 2.01 and 2.02 Dumpsters and Recycle Bins. Per this spec contractor would need 18 different containers for recycle and waste products. Contractor contacted the only local waste management company in Bend that serves area of project location. Per waste management the only Recycle items they will collect are:
(1) Cardboard
(2) Wood products
(3) Concrete
All other materials would be considered waste products. As for concrete Contractor suggest wash out pit for ready mix trucks on site and after all is placed, remove and haul to concrete suppliers pit for recycle. This would change required containers from 18 to 3 total, one for waste, one for Cardboard and one for Wood.

Horizontal Blinds
Are Horizontal blinds required on following?
(1) Are Horizontal Blinds required on any of upper level Windows? If so which upper windows?
(2) Are Horizontal Blinds required on any doors with glass in them? If so which Doors?
See Section 12 2113-5 3.6: ”Provide at all lower exterior windows”.
Not required on Upper Level windows or on doors.

Water Well Bid Items: Should we enter a price for every item, and add them up to get the total for that Bid Item?
Yes, include total price for all Well Bid Items in Bids. Break down price for Detailed Bid Items.

Could you please provide clarification for the landscaping bid items?
Bid item AB-3.3: All other Landscaping- what is this referring to? Boulders (130 3-8’), top soil (unknown quantity), compost (all planted areas), mulch (108330sf), seeding (5170sf), solid rock cover (800sf)?
Also, I did not see any seed application specifications. Is broadcast acceptable or do we hydro-mulch?
Bid Item AB-3.3 All Other Landscaping – Applies to all items not covered elsewhere in Contract. Top soil, compost, mulch, seeding, planting, irrigation, etc. are covered.
Boulders are covered in Exterior Improvements (19.4).
L1.0 gives application rate. Hydro mulching is specified (REV-0017)
FMC-RFI-001
In spec Section 06 4020 Interior Architectural Woodwork, in paragraph 2.6E, the edges of the casework are called off to have PVC T-mold banding. This is an old way of applying the banding to a cabinet. The new way is a 3mm or .020 mm band applied with hot melt glue thru a banding machine and is very durable. This method is approved by AWS, AWI, and WI. Please let us know if this form of banding would be acceptable.
Reasonable changes using modern methods and equipment are likely to be considered.
Design changes will not be considered during Solicitation. Design changes and substitutions are only allowed after award. The Government will evaluate proposed changes after award. See Solicitation for substitution requirements after award. See F.5 and F.6 in Contract – pages 12 and 13 of 66.

While the transient voltage surge suppressor specifications (attached) call for products supplied from Total Protection Solutions (TPS), we feel that we have equivalent or better TVSS products that would be worth consideration.
TPS products don’t meet some of the industry’s standard specifications. In at least one case, it appears that their products don’t even meet the specs for this project. In other cases, you would be well served to revise the specifications as noted.

What voltage will the new Welcome Center be operating on? The specifications don’t specify voltages and ampacity of the panels in question. We’ll need that to specify the appropriate product.
Voltage and ampacity are shown on the drawings. See sheets E4.3 and E4.5.
GCL-RFI-001
See spec section 32 13 13 – section 2.02 B is calling for a color hardener, this is not shown on the plans. Please confirm that it does not get used on this project.
Hardener is used for the animal tracks, however it is not colored.

Please confirm that the rock excavation pricing with be part of the BASE BID and will be an exposed number on the detail bid breakdown sheet.
Rock excavation is an Optional Item. The Government will award this item if necessary, and only in the quantities necessary. This item is part of the detail bid breakdown sheet. See Amendment_3_DetailScheduleItems.xlsx

We need to know what the performance class and grade of the windows should be so we can comply.
The Performance Class is called out at 08 5210-1, 1.3, A.
The Performance Grade is called out at 08-5210-1, 1.3, B
SFC-RFI-001
I see the finish schedule in Addenda 2, however it appears to be incomplete. For instance, Linoleum spec. 09-6543-3 part 2.1 B-6 pattern and color (TBS). Also Carpet Tile spec. 09-6813-3 2.1C and 2.2C read see finish schedule, schedule reads TBS. This can affect pricing without having a complete spec. on the material. Can you please let us know which product line will be used within the specified manufactures?

Linoleum (Forbo Flooring - Marmoleum Real) is called out in 09 6543-3. Color noted (by room) in Interior Finish Schedule. Carpet tile (Shaw Contract Group - 24”) only offers one Product, Color TBS.

System requirement for NFPA #13 system, Light Hazard occupancy with 100 GPM hose allowance = 424 GPM @ 41.5 PSI
Pump spec. states Talco HDR-50 pump, rating on this pump 50 GPM @ 65 PSI. (Pump is too small please advise).
Plans show 3000 gallon storage tank, Per NFPA #13 you are required 30 minute supply, 30 min. @ 424 GPM = 12,720 gallons.
(Please advise)
A fire sprinkler system is not required by any building codes, the Government simply wishes to provide one due to the building being located outside of city limits - -Therefore the requirements of NFPA #13 do not apply, since a fire sprinkler system is not required for this building. What is specified are parts meeting NFPA specifications.
