Los Angeles Times: Parks Was Considering Run for City Council of Thousand Oaks, A Heavily Republican City (April 1996)

In April 1996, the Los Angeles Times reported that Parks was considering a run for the city council of Thousand Oaks, a heavily republican city. The Times reported:

“In fact, Parks, 39, says she may run for City Council this fall if she believes she has a strong chance of joining Jaime Zukowski and Elois Zeanah to form the council’s first slow-growth majority in years.” (Los Angeles Times, “Development: Planning Commissioner Linda Parks, Who Accuses Some Thousand Oaks Officials Of ‘Paying Lip Service,’ May Run For Council. Critics Say She Goes Too Far,” April 7, 1996)

Defended Party Switch As Right Decision; Asked Rhetorically: “What Better Time To Establish Yourself Than When You Become A Politician” (2010)

During her 2010 election, Parks defended her switch to a registered Republican voter before her race for the Thousand Oaks City Council and was reportedly “portraying herself as a green Republican.” Parks claimed she re-registered to establish herself as a Republican, rhetorically asking:, “What better time to establish yourself than when you become a politician. Where do you feel most comfortable?” Parks criticized the partisan tension during her 2010 race when speaking about her decision to re-register fourteen years earlier. Parks stated:

“What better time to establish yourself than when you become a politician. Where do you feel most comfortable? This is a nonpartisan race. Because Audra’s running, it has become a partisan race. This is what’s breaking apart this country. It’s partisan bickering that’s messed up Sacramento.” (Ventura County Star, “District 2 supervisor candidates share similarities,” May 29, 2010)

Re-Registered as Voter without declaring a political party preference (February 2012)

On February 29, 2012, Parks re-registered as a California voter and declined to register with political party. (State of California, County of Ventura: Voter Registration Form, “Linda P Parks,” February 29, 2012)

Claimed Decision to Run as Independent Wasn’t “Strategy So Much As a Strong Statement Against Extreme Partisanship”

Parks claimed that her decision to run as an independent wasn’t a “strategy so much as a strong statement against extreme partisanship.” Parks stated:

“I don’t think of it as strategy so much as a strong statement against extreme partisanship.” (Ventura County Star, “Parks drops her ties to GOP; Candidate prepares bid for U.S. House,” March 1, 2012)

Re-Registered 19 Days After Governor Signed Law Requiring Candidates Running With No Party Preference Be Registered That Way As Voters; Claimed She Had Been Considering Running with No Party Preference Since January

Parks re-registered with no party preference 19 days after Governor Jerry Brown signed a law that required political candidates running with no party preference to be registered that way as voters. Parks was forced to re-register with no party preference in order to officially appear as an independent on the June 2012 ballot. The law was signed on February 10, 2012 by Governor Jerry Brown. Parks claimed she had been considering registering with “no-party preference” since January 2012 when she officially launched her campaign for the open primary. (Ventura County Star, “Parks drops her ties to GOP Candidate prepares bid for U.S. House,” March 1, 2012; Ventura County Star, “Congressional Election: Law limits ballot moves Candidate must leave GOP to run as independent,” February 24, 2012)

Re-Registered Five Days After Ventura County Star Reported She Would Not Be Able To Run As Independent Without Changing Voter Registration; At Time of Article Parks Claimed She Was Undecided About What Party To Run Under

Parks re-registered five days after the Ventura County Star reported that she would not be able to run for Congress as an independent in the open primary without changing her voter registration to match. In the February 24, 2012 article, Parks claimed she was undecided what party she would run under and if she would change her voter registration to do so. Six days later, she re-registered with no party preference. (Ventura County Star, “Congressional Election: Law limits ballot moves; Candidate must leave GOP to run as independent,” February 24, 2012)

Newly Created 26th Congressional District is 41% Democrat, 35% Republican, 19% Independent; Political Pundit Speculated Parks as Independent Was Meant to Appeal Broadly to Both

The newly created 26th Congressional District where Parks has declared her candidacy is 41% Democratic registered voters, 35% Republican registered voters, and 19% independent registered voters,, which led one political pundit to speculate that Parks’ independent affiliation was an attempt to appeal broadly to both parties. Michael Shires, associate professor of public policy at Pepperdine University, stated:

“It probably strengthens her ability to campaign. She’s in a hard position because the county Republican infrastructure obviously is behind Tony. For her to fundraise and marshal her resources, she needs to cast her net a bit more broadly.” (Ventura County Star, “Ventura County Star, “Parks drops her ties to GOP Candidate prepares bid for U.S. House,” March 1, 2012)

Parks Named as defendant in official capacity suit filed by Los Angeles developer group after group was denied permission to build family entertainment center in Newbury park (1997)

In 1997, Parks was named as a defendant in her official capacity as a Thousand Oaks councilmember in a suit filed by a group of Los Angeles developers after the group was denied permission to build a family entertainment center in Newbury Park. The suit alleged that the city had a conflict of interest because another entertainment center was being considered on the grounds of Thousand Oaks Civic Arts Plaza. The suit alleged that the city had tried to undermine the project so it could work out a bigger deal with another developer at that plaza and that the city had no legal grounds to reject the project. The group of Los Angeles developers that filed the suit included Newbury Park Group; Ohanian Investment Co.; New Park Center Inc.; and Centrium Properties. (Ventura County Star, “$10 million lawsuit filed against T.O. Conflict: Developers say city favored another company, torpedoed deal,” August 22, 1997; Ventura County Superior Court, “Case Report: CIV175123: Newbury Park Group Vs City Of Thousand Oaks,” Accessed March 6, 2012; Los Angeles Times, “Developer Sues City Over Denial Of Project; Land Use: Shopping Center Owner Says Thousand Oaks Rejected The Expansion Request Because Officials Want To Build A Similar Complex,” August 23, 1997)

City Council Had Rejected Plan Over Its Hillside Grading, Removal of Oak Trees (1996)

In 1996, the Thousand Oaks City Council voted unanimously against the proposal put forth by the group of Los Angeles developers because the plan included the grading of a hillside behind preexisting buildings at the Newbury Park Center and the removal of several oak trees. Ventura County Star, “$10 million lawsuit filed against T.O. Conflict: Developers say city favored another company, torpedoed deal,” August 22, 1997; Los Angeles Times, “Developer Sues City Over Denial Of Project; Land Use: Shopping Center Owner Says Thousand Oaks Rejected The Expansion Request Because Officials Want To Build A Similar Complex,” August 23, 1997)

Plaintiffs Failed to File Amended Complaint by Court-Ordered Deadline; No Further Action Recorded On Case Docket

The plaintiffs failed to file an amended complaint by a court-ordered deadline of October 28, 1997; no further action, including any judgment or disposition, was recorded for the case. The suit had sought $7 million to $10 million in compensatory damages and alleged unfair competition, interference with business rights, defamation and taking private property without adequate compensation. The case was filed on August 19, 1997. (Ventura County Star, “$10 million lawsuit filed against T.O. Conflict: Developers say city favored another company, torpedoed deal,” August 22, 1997; Ventura County Superior Court, “Case Report: CIV175123: Newbury Park Group Vs City Of Thousand Oaks,” Accessed March 6, 2012; Los Angeles Times, “Developer Sues City Over Denial Of Project; Land Use: Shopping Center Owner Says Thousand Oaks Rejected The Expansion Request Because Officials Want To Build A Similar Complex,” August 23, 1997)

Named as Defendant in suit filed by libertarian party in attempt to block Open space initiative on November 1998 Ballot (1998)

In 1998, Parks was named as a defendant in her official capacity as a Thousand Oaks city councilmember in a suit filed by the Ventura County Libertarian Party that attempted to block an open-space and growth-control initiative from appearing on the November 1998 ballot in Ventura County. The suit alleged that the initiative’s campaign—which was backed by Save Open Space and Agricultural Resources (SOAR), an effort Parks helped start—used petitions that violated state law. The suit, which named over 30 defendants that included multiple Ventura County cities, alleged the 45,300 names collected in Camarillo, Thousand Oaks, Simi Valley and Moorpark should all be thrown out because the petitions on which they were gathered because the petitions asked voters for their “Residence Address (as registered)” instead of where they currently lived. (Los Angeles Times, “Opponents Sue To Block Soar Effort; Growth: Libertarian Party Attorneys Argue Petitions Were Flawed. Initiative Drive Leader Says Suit Is Reason For Cities To Place Measure On Ballot Themselves,” June 18, 1998)

Parks Suggested That Cities Circumvent Lawsuit By Putting Initiative On Their Own Municipal Ballots

To circumvent the lawsuit, the SOAR group urged the cities named in the suit to put the SOAR initiative on the ballot in their respective cities to save money and avoid further legal threats. Parks said:
