Council Meeting – December 4, 2014

Mayor Thomas L. Hardesty called the regular meeting to orderat 6:30 p.m. with the following council members present:Bobby Andriot, Mike Zoeller, Donna Eaton,Shane Suttor,Jon Swindler, and Frank Page.

City Employees Present: Judy Smith, Tom Doyle, Brenda Woods, Kevin Baker, and Jason Hendrix.

City Attorney: Steven Gregory

Invocation: Rev. Ronald Holder, Clay St. Missionary Baptist Church

All present pledged allegiance to the flag.

Minutes/November 20, 2014

Councilmember Pagemoved to approve the minutes of the November 20, 2014 meetingas read by council members prior to the meeting. Seconded by Councilmember Andriot.

All voted “aye” and motion carried.

Ordinance - Establishing a Revised Schedule of Charges for the use of the Consolidated Municipal Waterworks and Sewer System of the Shelbyville Water and Sewer Commission – 1stReading – Steve Gregory

Steve Gregory, City Attorney, read an ordinance of the City of Shelbyville revising the rates and charges of the combined and consolidated Municipal Waterworks and Sewer System. The new rates amount to a 3.5% increase. The last increase was two years ago.

It was introduced for first reading by Councilmember Swindler. Seconded by Councilmember Andriot.

Re-appointments– Mayor Hardesty recommended Paul Schmidt to the Board of Ethics for 3 year term ending Dec. 31, 2017; Shane Suttor to the Joint City-County Recreational Board for a 4 year term ending December 31, 2018; Vance Burnett to the Recreation Committee for a 3 year term ending December 31, 2017; Alan Matthews to the Recreation Committee for a 3 year term ending December 31, 2017; and Frank Page to the Recreation Committee for a 3 year term ending December 31, 2017.

Councilmember Zoeller moved to approve the re-appointments. Seconded by Councilmember Swindler.

All voted “aye” and it was so ordered.

Department Reports

Fire Chief Kevin Baker reported they are looking for volunteers for 2015. The department is looking at illegal burning in the city and may come to council with an ordinance. They are currently collecting Toys for Tots and the Angel Tree.

Tom Doyle, Manager, Water & Sewer, reported the commission has changed the way disinfectants are used at the plant. Chloramines will be used at the tail end of the process. The reason is surrounding plants use this type of disinfectant so we are in line with surrounding communities. This allows us to sign a long term contract with North Shelby. We are guaranteed 6 million gallons in sales every month which we presently do not have.

Mayor’s Report

Mayor Hardesty reminded everyone of the Christmas parade this Saturday. The time has been changed to 2:00 p.m. On December 10th at 9:00 a.m. Bryan Slone will be promoting Weissinger Hills Golf Course on WHAS-TV.

Leadership Shelby’s Government Day is December 17th. The Employee Christmas Reception is on December 18th from 4:00 – 6:00 p.m. Remember Jennifer Herrell who is recovering at home.

Council Reports

Frank Page reported serving on a community relations council at Whitney Young Job Corps Center. Please keep the center in mind. They need mentors for their programs.

Councilmember Zoeller moved to adjourn at 7:07 p.m. Seconded by Councilmember Swindler.
