Second Ad-Hoc meeting of IEC TC100, ITU- High-Level meeting

The meeting took place on Sunday, October25, 2009, 9:00 to 13:30 at IEC Central Office in Geneva,Switzerland.

1.Opening:

Dr. Hirakawa, IEC TC 100 Secretary delayed to arrive in the meeting because of flight problem, Mr. Ezaki, Assistant Secretary started the meeting.

Roll call of delegates was made.

After arriving of Dr. Hirakawa, he made opening remarks.

2.Approval of the agenda

The agenda was approved as circulated after arriving of Dr. Hirakawa.

3.Report of the first TC 100 High Level Meeting Ad-Hoc on May 1st, 2009 in Geneva.

At first, Mr. Ezaki introduced the background of this meeting by quoting the invitation letter.

The document set of the report was reviewed and the report was approved.

4.Report of the first joint management meeting of ISO/IEC JTC 1 and IEC/TC 100 on October 20, 2009 in Tel Aviv

IEC TC 100 and ISO/IEC JTC 1 had their meetings in the same week of 18th to 22nd October 2009 in Tel Aviv. To utilize this opportunity, TC 100 and JTC 1 had a joint management meeting on 20th of October 2009. The presentations in the meeting include, introduction of each TC, ITU-T collaboration activities in each TC and collaborative technology areas.

5.Report of current collaborative works:

5.1 Between ITU-T SG 9, SG 16 and IEC/TC 100

Dr. Hirakawa introduced some topics related to ITU-T SG 9 and SG 16, which includes EC implementing Directive with regard to ecodesign requirements for simple set-top boxes and mobile phone battery charging interface. It was noted that TC 100 would send a liaison back letter to USB IF to request them to submit their specification to TC 100 to be standardized as an international standard. TC 100 would also communicate with ITU-T SG 5 to clarify the relationships.

Dr. Kawamori introduced IPTV related activities in ITU-T which include recommendations for IPTV in ITU-T. Collaboration between ITU-T and TC 100/TA 8regarding rights information interoperability was introduced. For power consumption issue, ITU-T Q13/16 initiated a work item "Terminal Device Power Management" which would be also related to TC 100/TA 1.

Mr. Matsumura commented that TC 100/TA 8 is expecting a collaborative work with ITU-T SG 16.

Mr. Frost commented that ETSI TISPAN considers establishing a group to discuss power consumption issue in WG 5.

5.2 Liaison from ETSI

Dr. Frost made a presentation on activities in ETSI TISPAN WG 5 based on the document, xxx. Dr Frost notified that the presentation has not been approved in WG 5 and the official liaison statement would be submitted afterward,

Dr. Frost introduced that home network issues are discussed as work items in Customer Premises Network (CPN). Non-SIP protocols, Security, Energy Management in Home NW and QoS and QoS-Management were highlighted as the hot topics in ETSI TISPAN. Dr. Frost addressed TVRA (Threat, Vulnerability and Risk Analysis) activities.

Dr. Frost also presented a private document collecting information on energy saving standardization as well as EU mandate 441 regarding smart metering. The Smart Meter Cooperation Group (SMCG) was formed in CENELEC in May 2009 to respond to M.441. ETSI is a member of SMCG. It was agreed that Dr. Frost would request SMCG to establish liaison ship with ITU, JTC 1 and TC 100 high level meeting for further cooperation on home networking and energy efficiency issues.

Dr. Hirakawa introduced TAHI activities, one of private activity for smart home. TAHI is recently focusing on energy efficiency issues in home.

Mr. Naito commented that in ITU-T SG 16, Mr. Goto is in charge of this kind of activity and that car communication system is also related to energy efficiency issues.

5.3 Current collaboration activities

It was recognized that we have the following existing collaboration issues and it was agreed that we would continue the efforts.

- Rights information interoperability between ITU-T Q13/16 and TC 100/TA 8

- Battery charger interface for mobile equipment

- Measuring methods of power consumption for STB

6.Further discussion of additional collaborations among IEC TC 100, ISO/IEC JTC 1 and ITU-T

As future possible collaboration items, Smart metering and Smart grid issues were recognized. The adhoc members would communicate to realize the collaboration including consideration for SMCG.

7. Date and place of next meeting

Considering TC 100 AGS/AGM meeting schedule which would be held from 18th to 20th May 2010 in Athens, it was agreed that the next adhoc meeting would take place on 14th or 24th May 2010 in European area. Dr. Frost would kindly arrange the meeting place.

8.Closure of the meeting

On behalf of ETSI TISPAN, Dr. Frost stated their thanks to be invited to this adhoc meeting and expected future collaboration.

Dr. Hirakawa thanked all participantsfor their contribution and closed the meeting.
