Welcoming and Introduction of Members and Guests – Mr. Vance Kemler, Council President:
Mr. Kemler welcomed members and guests and asked everyone in attendance to introduce themselves. He reminded the council of the three open council positions.
TCEQ Municipal Solid Waste (MSW) Update – Mr. Chance Goodin, (MSW) Permits Section Manager
Mr. Goodin provided the following updates:
· Introduced Eun Ju Lee and Terrance Virtue, announced two retirements and staff vacancies
· Workload update, 30-35 projects under review
· New Medical Waste Rule (30 TAC, Chapter 326)
· New rule effective May 26thth.
· MSW is working on updating forms, checklists, guidance and webpages.
· Explained disposition table that will be available online for updating MSW authorizations for existing Medical Waste facilities to reference new rules. Call-in letters will be mailed to individual authorization holders.
· Scrap tire program update.
· Discussed renewed legislative interest in unauthorized tire piles.
· TCEQ continues to clean up data in the Scrap Tire database.
· Mr. Rivette and Mr. Martinolich discussed estimated numbers of abandoned tires.
· Mr. Rivette asked for an update on submitted liner guidance comments. Mr. Goodin indicated that the document may go through the stakeholder process prior to finalizing it.
Update on Study on the Economic Impacts of Recycling – Mr. David Greer, TCEQ Environmental Assistance Division
· Survey tool being developed with an anticipated launch of August, and will be available through October.
2016 Environmental Excellence Awards -- Chase Campbell, Pollution Prevention and Education Section, Environmental Assistance Division
· Discussed the award banquet held at the TCEQ Trade Fair and presented a few of the videos submitted by the winners.
· Solicited submissions for 2017 awards.
Disaster Debris Management -- Michelle Havelka, Homeland Security Coordinator, Critical Infrastructure Division
· Presentation reviewing debris management procedure and authorizations.
· Council discussed authorization procedures.
Waste Diversion Opportunities for Construction & Demolition (C&D) Materials in Texas, Paul Kuhar, Champion Waste & Recycling Services
· Presentation on the first registered Type V construction & demolition recycling facility in Texas
Water Balance Final Cover Update – Vance Kemler, Advisory Council President
· Final report should be completed in the near future.
Approval of April Meeting Highlights:
Mr. Pitts corrected the spelling of his name and made a motion to accept the April 8, 2016 meeting highlights. Mr. Holder seconded the motion, and the highlights were approved by the council.
Public Comment
· Rachel Hering, introduced herself and Cooperative Teamwork and Recycling Assistance, a nonprofit organization that works with rural communities with recycling.
· Tavon Rowe introduced himself and Secure Core Solutions, a nonprofit recycling company that employs the deaf and disabled.
· Mr. Pitts asked about the status of the agency’s Legislative Appropriations Request. Mr. Goodin stated that there was no update to provide.
