Scope of Work: Provides assistance to staff with financial accounting, reviews the accuracy of data concerning financial transactions of expenditures and income or payroll, and performs reporting functions; assists in the creation of state and federal budgets; and enters position and employee transactions in the NH FIRST system.
Accountabilities:
· Establishes and maintains a system to track and review expenditures and agency budgetary control accounts.
· Prepares financial reports relating to account status and interpretative financial reports on data required by the state and federal government, ensuring compliance with federal grant requirements.
· Reviews Detail Transaction Register and prepares financial reports for the Director and Council therefrom.
· Designs and audits statistical reports with the responsibility for collecting data; collects, analyzes and presents a variety of accounts receivable data.
· Calculates, processes and reconciles bills, invoices, cash reports, payment vouchers, employee leave balances, usage and accruals; maintains and updates accurate records of daily operational financial transactions such as travel, inventory, payroll, maintenance and repair charges and other expenditures.
· Enters and maintains personnel and payroll information and submits position and employee transactions in the NH FIRST system; acts as agency contact with the Division of Personnel for human resource and payroll matters.
· Develops federal and state budget proposals and financial reports.
· Confers with federal, state and agency staff to collect and report data required for state and federal reporting requirements.
· Prepares contracts and required attachments.

MINIMUM QUALIFICATIONS:
Education: Associate's degree from a recognized college or technical institute with major study in accounting or business management, or completion of two years of college with a minimum of six semester hours in accounting. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Two years' experience in accounting or auditing work. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: None required.
